Abstract

World Bank & FAO state that 75 percent of global fisheries resources face the threat of depletion or reduced stock due to excessive fishing and environmental damage. Indonesia also has a similar situation. It encouraged a number of parties to push for a mechanism for controlling the production and consumption of sustainable through ecolabeling. There are many weaknesses in the implementation of the certification system in developing countries. The lack of protection for fishermen’s rights is one of the main problems of ecolabeling. The aim of study is to see the importance and priority of each ecolabel scheme that effectively promotes sustainable fisheries management. This study uses a mixed-method with a purposive sampling-based Delphi and Analytic Hierarchy Process (AHP) method. The results indicate that the national ecolabel scheme is a priority choice of stakeholders including small fishermen in Indonesia. The trust of stakeholders is the basic capital in its preparation. The Indonesian government through the Ministry of Maritime Affairs and Fisheries needs to immediately initiate the national ecolabel scheme. Another challenge is how to develop the national fisheries ecolabeling as a brand of sustainable fishery products and encourages the welfare of fishermen.Keywords: fisheries ecolabel, small scale fishermen, fishermen rights, stakeholder supportAbstrakWorld Bank dan FAO menyatakan bahwa sejak tahun 2006 sebesar 75 persen sumber daya perikanan global mengalami ancaman deplesi atau penurunan stok akibat praktik penangkapan yang berlebihan dan merusak lingkungan. Indonesia juga menghadapi hal serupa di mana kelestarian sumber daya perikanan terancam akibat praktik penangkapan berlebih, merusak, dan ilegal. Kondisi tersebut mendorong dilakukannya mekanisme pengendalian produksi dan konsumsi berkelanjutan melalui ecolabelling. Namun demikian penerapan sistem sertifikasi tersebut di negara berkembang menemui banyak kendala. Minimnya perlindungan terhadap hak nelayan menjadi salah satu masalah utama ekolabel perikanan. Penelitian ini dilakukan untuk melihat bobot kepentingan dan prioritas masing-masing skema ekolabel yang efektif mendorong pengelolaan perikanan yang lestari. Metode yang digunakan dalam penelitian ini adalah mixed method dengan metode Delphi berbasis purposive sampling serta metode Analytic Hierarcy Process (AHP). Hasil penelitian menunjukkan bahwa skema ekolabel nasional menjadi prioritas pilihan stakeholder termasuk nelayan kecil di Indonesia. Kepercayaan stakeholder terhadap skema ekolabel perikanan nasional menjadi modal dasar dalam penyusunannya. Pemerintah Indonesia, melalui Kementerian Kelautan dan Perikanan, perlu segera melakukan inisiasi skema ekolabel perikanan tersebut. Tantangan lainnya adalah bagaimana mengembangkan ekolabel perikanan nasional sebagai sebuah merek produk perikanan yang berkelanjutan dan mendorong peningkatan kesejahteraan nelayan.Kata kunci: ekolabel perikanan, nelayan kecil, hak nelayan, dukungan stakeholder

Abstract

One of the tourism development concepts that is currently popular is geopark. There are 10 Indonesian National Geoparks that have received UNESCO Global Geopark (UGGp) status, one of which is the Belitung Geopark located in Belitung Regency, Bangka Belitung Province. However, this status was not a significant factor in policy formulation at the national level. This is because Belitung Regency Airport has been removed from the list of Indonesian International Airports. This UGGp status will be validated every 4 (four) years by assessors from UNESCO.  This revalidation activity will provide an assessment of the Geopark in several aspects, namely conservation, education and community empowerment. UNESCO uses a “card” system to evaluate and categorize UNESCO Global Geopark status. Geoparks that fail to meet UNESCO standards significantly risk losing their UNESO Global Geopark status if they fail to make comprehensive improvements within 2 (two) years. Therefore, it is very important to audit strategies in geopark development, especially in geoparks that already have UNESCO Global Geopark status, so that the status can be maintained to increase regional competitiveness, sustainable economic development and open opportunities for international cooperation

Abstract

Transformation in the public service sector is taking place so quickly and significantly, this is in line with advances in various sectors, especially the information technology sector. Public services in Indonesia today lead to a New Public Services (NPS) paradigm where the focus of the services provided is on fulfilling public interests and satisfaction. In achieving and or realizing this paradigm, it is very necessary to have an integral and comprehensive policy innovation, where a policy innovation must focus on creating high value or value and come from a collaboration carried out by all parties to improve the quality of performance of the organization. Policy innovations related to public services that will be discussed in this study, aim to describe the efforts made by the Government through a Digital Population Identity (IKD) policy innovation which will lead to the realization of a Single Identity Number (SIN) in the future to provide convenience in services. The research method to be carried out is a qualitative approach, namely literature review techniques and literature reviews derived from academic literacy and other supporting references, and strengthened by interview techniques for the fulfillment of data and other supporting information.

Abstract

This study explores the development of a village financial governance model in Indonesia, with a specific focus on Maitara Tengah Village, Tidore Islands City. It addresses four critical issues commonly encountered in village financial management: lack of transparency, weak accountability, limited community participation, and inadequate financial planning and reporting capacity. Employing a qualitative methodology, data were collected through interviews, field observations, and document analysis conducted between 2022 and 2024. The findings reveal that the effective use of village funds is constrained by limited administrative capacity, poor regulatory enforcement, and largely symbolic participatory mechanisms. To address these challenges, the research proposes a context-sensitive governance model that integrates principles of good governance, collaborative planning, and adaptive institutional design. The model aims to enhance transparency, accountability, and participatory engagement while accommodating the unique socio-cultural and geographic characteristics of remote and island communities. This study contributes to the broader discourse on village autonomy and decentralized rural development by offering a scalable and inclusive governance framework suited to the Indonesian context.

Abstract

Digital transformation in public service has encouraged governments to adopt artificial intelligence (AI) technologies to enhance service effectiveness and responsiveness, including in the context of protecting citizens abroad. This study compares Indonesia’s digital innovation through the Portal Peduli WNI and Singapore’s Digital Consular Services (DCS), focusing on technological integration, system design, and protection effectiveness. The research adopts a qualitative-descriptive approach using document analysis and in-depth interviews with officials from the Ministries of Foreign Affairs of Indonesia and Singapore. The analysis covers ten key aspects: system architecture, functions, technological infrastructure, inter-agency integration, proactive services, scalability and connectivity, key features, system orientation, emergency coordination, national system integration, and data utilization. The findings reveal that Singapore's DCS is structurally and functionally more advanced. It is designed with a modular, cloud-based architecture, integrated with national platforms such as SingPass and MyInfo, and equipped with predictive analytics, automated notifications, and digital case management. In contrast, Indonesia's Portal Peduli WNI remains reactive, lacks comprehensive integration, and has yet to support real-time, data-driven service automation. The study concludes by emphasizing the importance of adopting a whole-of-government approach, improving system interoperability, and applying AI to detect risks and accelerate emergency response for Indonesian citizens abroad. These findings are expected to serve as a foundation for more inclusive, responsive, and sustainable digital public service reform in Indonesia.

Abstract

This study aims to develop an effective and accountable village financial governance model in Maitara Tengah Village, North Tidore District, Tidore Islands City. Departing from the challenges of low accountability, transparency, and participation in village fund management, this study uses a descriptive qualitative approach with a single case study. Data was obtained through in-depth interviews, participatory observation, and document analysis. The findings indicate that limited use of information technology, the absence of reporting SOPs, and weak institutional capacity are the main inhibiting factors. Based on this analysis, this study offers a collaborative-participatory village financial governance model that emphasizes the integration of the role of BUMDes and the village financial information system. This model is expected to be able to increase the efficiency of financial management, strengthen the original village income (PADes), and support the achievement of sustainable development at the regional level. The theoretical contribution of this study lies in enriching governance studies through a practical approach in small villages, while its practical contribution provides concrete recommendations for policy makers in designing an adaptive and sustainable village financial management system.

Abstract

Today, the world has entered the industry revolution 4.0 era. It is inevitable that higher education institutions become the agents of change of civilizations that support the phenomenon. Some conceptions related to knowledge-based economy, entrepreneurial university or third-generation university, became the frame of thinking of experts who encourage university policies and strategies. This literature review is intended as an analysis on the current condition of higher education institutions in Indonesia, especially Universitas Indonesia and Universitas Gajah Mada, both of which are leading universities in Indonesia. As a state-owned university that is given an autonomy, the government restricts their subsidy, and this has put both state-owned universities (PTNBH) in a dilemma in an attempt to implement their Tri Dharma's activities, mainly because unclear policy to get the financial income from non-educational costs. This article will highlight some thoughts related to entrepreneurial universities, such as definitions, transformation models, and challenges to become entrepreneurial universities.
