Abstract

Good governance is a method to organize resources by involving the local community to participate and to supervise the development of the country. Good governance in tourism ensures that the industry can involve and benefit the local community.  This paper aims to investigate the policies and practice of good governance in Indonesian tourism using the city of Malang in East Java as a case study. This is done by: (1) a study on the Regulation of the Major of Malang on the Master Plan of the Development of Regional Tourism no. 34 year 2014 and (2) field observations in the city of Malang. The research shows that the regulation has fulfilled six characteristics of good governance: participation, consensus oriented, equity and inclusiveness, effectiveness and efficiency, and accountability but fails to fulfill the three criteria of good governance: the rule of law, the transparency and the responsiveness. On the other hand, on the practices of the good governance, the city government lacks communication with the stakeholders and it is advisable that the city government set this forum in the near future to discuss the solutions to better tourism in Malang. Keywords: Good governance, tourism, Indonesia, Malang

Abstract

Considering Lucy’s failure in her struggle, this study was conducted to see (1) why Lucy struggles, (2) how she struggles, and (3) why she fails in her struggle. This study was designed by a qualitative research, which intended to describe the data taken from the novel. These data were analyzed using content analysis in the framework of feminist theory of the first-wave and second–wave feminism and feminist theory by Robbins. The result of the study shows that considering Annie’s treatment on her daughter, she is representing the male domination on Lucy. Therefore, Lucy struggles by making her own life which is free from male domination Annie stands with. Her failure happens because she has internalized her mother’s values that she even comes deeper into her mother and men’s domination and emphasizes the male authority on her.

But, notwithstanding it, this movement faces various obstacles in its implementation, including the students' reading and writing abilities, the parents’ economic background, and the competence of teachers as the central agents in the Basic Literacy Movement. These obstacles are being faced by YBPK Christian Elementary School Malang City. Thus, this community service programme aims at assisting and supporting the school in carrying out basic literacy movement in the development stage. The programme design includes two activity by considering teachers and student sides. The teachers were provided with training on how to teach basic literacy and with assistance in implementing the teaching method in development stage of literacy. The students were given activities designed to focus on achieving Story Discussion skills. Toward this end, teachers and students were equipped with Literacy Love Board Method as a tool to recognize and appreciate students’ active participation in the daily reading literacy.  This Community Service Programme is expected to enhance basic literacy in the development stage towards the creation of a physical, social, affective, and academic literacy school environment.DOI: https://doi.org/10.26905/abdimas.v6i1.5007

Abstract

YBPK Christian Elementary School in Ngaglik, Sukun, Malang has applied the School Literacy Movement (SLM) at the stages of habituation and development with the support from the Community Service Team, Faculty of Cultural Studies Universitas Brawijaya. The community service in 2021 was specifically aimed at assisting the school in implementing the SLM learning stage. At this stage, literacy activities were carried out in the pre-reading, whilst-reading, and post-reading activities. The post-reading activities resulted in several products, including mind maps, drawings, posters, and poems. The teachers observed that the students felt comfortable with the selected SLM activities. This also suggests that teachers are required to be resourceful in designing literacy activities. The programme evaluation reveals that some students were uninterested in the pre-reading activities because the teachers simply explained the vocabulary used in the reading. Nevertheless, the school is committed to keeping the SLM programme to help achieve the school goals of producing excellent graduates and creating an enjoyable learning atmosphere for the teachers and students.
