Abstract

Suburbanization In development of large cities and metropolitan in Indonesia have shown the multinodal growth pattern. Peri-urban area has grown into housing  job activities and service centers as it may follow the polycentric structure. This paper explores the phenomenon of the urban spatial structure development based on the theoretical framework and empirical test possibility. The theoretical background discusses the urban structure models, critics to monocentric model and polycentric development An understanding of the polycentric development can lead to the identification of an research agenda for Indonesian cities.

Abstract

This paper aims to examine the pattern of urban spatial structure development, using Bandung as a case of Indonesian metropolitan cities during the period of 1980-1993. Monocentric, polycentric, and omnicentric density function models are explored respectively as a basis to be tested in metropolitan Bandung. It argues that the polycentric density functions statistically predict the better distribution of worker residences than monocentric ones. This finding suggests that polycentricism of spatial structure exists in metropolitan Bandung although it further shows that the dependence of worker residences to their job locations in central-city area is still existed.

Abstract

Public participation has become an important part in development, including urban deve1opnent. This participation is important because development is from the people, by the people and for the people. Only people who know exactly what they want and need. Indonesia already has two general regulations concerning public participation, Law No. 24/1992 on Spatial Planning and Government Regulation No. 6911996 on the Implementation of the Public Rights and Obligation, and the Format and Procedure for Public Participation in Spatial Planning. This article discusses the experience of The Hague, The Netherlands in implementing public participation in urban development through Project The Hague 2025. It is hoped that through the experience of The Hague, Indonesia can learn important lessons for public participation in urban development in Indonesia.

Abstract

Referring to the experiences of the current urban development, it seems that the process of suburbanization is an inseparable part of urban develo0pment. In addition, suburbanization has a big influence to the shift in the characteristic of the transportation system, especiallu in the fringe area. One important issue in this shift is the changes intrip length. This issue becomes important because in the process of suburbanization, there is a decline in the dependency of the fringe area to the central area. This phenomenon, obviously, can not be percieved in a simple way since the component of the reduction in the trip length will become an important parameter in assesing various policies and practice of urban planning.

Abstract

Developments permit of a zone in various stages related to the last two scopes of spatial planning, spatial use and control in spatial use. This article review some example of development permits recognized today, after explaining the position of permit in spatial planning. As an illustration, an example of a permit procedure in industrial zone is given. On the basis of the illustration, the correlation between the permit issue with the spatial planning is shown. The correlation between various hierarchical spatial planning product and environmental study or plan with hierarchical permit issue, will be the main focus of this article. So, this hierarchical correlation is still not well recognized, so that through this understanding it is mode full that spatial planning can be made more effective. It is also hopeful that this review can enhance public participation in spatial planning.

Abstract

Formulating the right answer to the issue of rapid urban growth and degradation in urban environmental quality that ¡s related to the problem of urban productivity and poverty has become the ultimate challenge facing the urban and environmental planner in the third world. Difficult enough, because other than the classic problems of inter sectoral priority, it also has economic and political implications. Worse than these, local environmental problems are rarely understood by that local government. The effort to handle urban environmental problem should be approached from two stages of activities. First, is the needs to understand the problem and to find the solution. Second, is the need to have reformation to formulate urban environmental management and its implementation.

Abstract

Abstract- In Indonesia, The absence of an institution that has the authority to coordinate and strengthen national commitment to the implementation of logistics policy is a constraint in the institutional system of national logistics in Indonesia. This paper conducted a review of the methodology of institutional framework to support cheap, fast and safe multimodal transport logistics system in port of tanjung priok, in an effort to objectify the institutional coordination concept of multimodal transport that can properly support the attainment of the vision in the development of the national logistics system. The method used in the form of qualitative descriptive to explore aspects of transport such as patterns of institutional coordination, range of powers and the institutional level. Meanwhile, multi-methods is used to select the proper transport institutional patterns according to the stakeholders associated with multimodal logistics activities in Indonesia.
