Abstract

The voter participation rate in the 2024 Sukabumi City Regional Election has not reached the 80% target set by the General Election Commission (KPU), with an average achievement of only 69.78%. This low number shows that there are obstacles in people's political involvement, one of which is related to voter behavior. This study aims to analyze the influence of voter behavior on the level of participation in the Regional Elections. Voter behavior is studied through sociological, psychological, and rational approaches. In Sukabumi City, voter behavior tends to be rational-pragmatic, namely voting based on considerations of direct benefits and concrete personal interests. This research uses a mixed method, with data collection through surveys, interviews, and documentation. The results of the regression analysis showed that voter behavior had a significant effect on participation, both individually and collectively. The conclusion of this study states that voter behavior, especially those that are rational-pragmatic, contribute positively to increasing participation in the Sukabumi City Regional Elections

Abstract

The vote count recapitulation is a crucial stage in the election process because it determines the conversion of voters' votes into official election results. Transparency at this stage is a crucial prerequisite for maintaining the integrity and legitimacy of election results. This study aims to analyze the transparency of the vote count recapitulation for the 2024 Indonesian House of Representatives (DPR RI) Legislative Election in West Java Province. The study used a qualitative method with a descriptive approach. Data were obtained through literature and documentation studies, including laws and regulations, official documents from election organizers and supervisors, and relevant scientific literature. Data analysis was conducted descriptively through the stages of data reduction, data presentation, and conclusion drawing. The results show that the transparency of the vote count recapitulation in West Java Province has been implemented in accordance with normative provisions, but is not yet fully substantive. The transparency of the process is still limited to the internal scope of election administration, while public access and publication of recapitulation documentation are not yet evenly distributed. The use of information technology in vote count recapitulation also does not fully guarantee the transparency of the process. This study concludes that strengthening the transparency of the vote count recapitulation is necessary to improve the quality of election governance and public trust in the results of the Legislative Election

Abstract

Green open spaces (RTH) are crucial for supporting sustainable urban development and maintaining environmental balance. In Sukabumi City, the planning and provision of RTH continue to face considerable challenges amid rapid urbanization, despite the mandate of Law No. 26 of 2007, which requires 30% of the city area to be allocated for RTH provision. This study aims to analyze the factors driving development administration planning in the provision of RTH, focusing on regulatory, social, community participation, economic, environmental, and institutional aspects of the same. Using a literature review method with a qualitative approach, this study identifies and synthesizes relevant findings regarding the dynamics of RTH planning. The results indicate that the city faces challenges related to limited land availability, low community participation, and budgetary constraints. To overcome these limitations, this study recommends strengthening regulatory frameworks, enhancing stakeholder collaboration, developing environmental education programs, and encouraging innovation in RTH management and funding. Overall, this analysis is expected to serve as a reference for policymakers in designing effective and sustainable strategies for RTH provision in Sukabumi.

Abstract

This study analyzes the implementation of the Noken System in the 2024 Lanny Jaya Regency Head and Deputy Regency Head Elections and its impact on the political participation of indigenous Papuans. The Noken System, as a collective voting practice based on local wisdom, has gained constitutional legitimacy through Constitutional Court Decision Number 47-81/PHPU.A-VII/2009. However, its implementation creates a paradox between the principle of electoral democracy, which emphasizes individual voting rights, and the tradition of communal deliberation among indigenous peoples. This study uses a qualitative approach with a case study method, collecting data through in-depth interviews, participatory observation, and document analysis. The results show that the Noken System in Lanny Jaya Regency has undergone a transformation from a traditional deliberation mechanism to a political mobilization tool that is vulnerable to politicization and elite intervention. The role of the Big Man as the determinant of collective choice has shifted from traditional legitimacy to a transactional patronage-client relationship. This study found three patterns of political participation, such as authentic communal participation based on customary consensus, participation guided by elites, and transactional participation involving material exchanges. This study contributes to the theory of legal pluralism and deliberative democracy by revealing the complexity of negotiations between state law and customary law in the context of Indonesian electoral democracy.
