Abstract

This study investigates the impact of information technology on the effectiveness of government services in Lingga Regency, focusing on the role of technological infrastructure, information technology usage, and government policy support. A quantitative approach was employed, using total sampling with 30 employees from the North Lingga District Office as respondents. Data were analyzed using Smart PLS to test the relationships between variables. The results show that both the quality of technological infrastructure and the use of information technology have a significant positive effect on the effectiveness of government services. Furthermore, government policy support was found to moderate the relationship between infrastructure quality and service effectiveness, enhancing the impact of infrastructure investments on public service delivery. However, the moderating effect of policy support on the use of IT was weaker, indicating that IT can directly improve service effectiveness without extensive policy intervention. These findings highlight the importance of investing in both infrastructure and IT, while also developing supportive policies to sustain long-term improvements in government services. This research provides practical insights for policymakers and government officials in optimizing public administration through strategic technology integration.

Abstract

Corn is one of the leading commodities in Karo Regency, North Sumatra Province, used as a substitute for rice and as a raw material for animal feed which is able to penetrate the international market. One of the corn production centers in Karo Regency is located in Tigabinanga, Laubaleng and Mardingding Districts with the majority of farmers cultivating corn as their main livelihood. The aim of this research is to analyze the cost structure, revenue, income and feasibility of corn farming. Data collection techniques through observation and interviews using questionnaires. Sampling of farmers was carried out using a simple random sampling method of 45 people. The data analysis model uses cost structure analysis, revenue, income and calculation of the feasibility of corn farming with the R/C ratio. The research results show that corn farming in Karo Regency is profitable with an average income of respondents of IDR 15261695/MT from total costs of IDR 32,672,740/MT. Feasibility analysis shows the B/C ratio value is 1.47 so that corn farming is feasible.Keywords: feasibility analysis, costs, income, corn farming INTISARIJagung merupakan salah satu komoditi unggulan di Kabupaten Karo Provinsi Sumatera Utara digunakan sebagai bahan pengganti padi dan bahan baku pakan ternak yang mampu menembus pasar internasional. Salah satu sentra produksi jagung di Kabupaten Karo ini terletak di Kecamatan Tigabinanga, Laubaleng dan Mardingding dengan mayoritas petani mengusahakan komoditi jagung sebagai mata pencaharian utama. Tujuan penelitian ini untuk menganalisis struktur biaya, penerimaan, pendapatan dan kelayakan usahatani jagung. Teknik pengumpulan data melalui observasi dan wawancara menggunakan kuesioner. Pengambilan sampel petani dilakukan dengan metode simple random sampling sebanyak 45 orang. Model analisis data menggunakan analisis struktur biaya, penerimaan, pendapatan dan perhitungan kelayakan usahatani jagung dengan R/C ratio. Hasil penelitian menunjukkan usahatani jagung di Kabupaten Karo menguntungkan dengan rata-rata pendapatan responden sebesar Rp 15261695/MT dari total biaya sebesar Rp 32.672.740/MT. Analisis kelayakan menunjukkan nilai B/C ratio sebesar 1,47 sehingga usahatani jagung layak diusahakan.Kata kunci: analisis kelayakan, biaya, pendapatan, usahatani jagung,

Abstract

This article examines how Geographical Indication (GI) certification reshapes coffee price formation and smallholder farmers’ income beyond conventional productivity-based explanations. Challenging dominant agricultural development perspectives that associate income growth primarily with yield improvement, the study addresses a paradox among Arabica coffee farmers in Sipirok, rural Indonesia: certified farmers exhibit lower productivity and higher production costs, yet achieve significantly higher incomes. Using a comparative quantitative design with sociological interpretation, data were collected from 61 GI-certified and 29 non-certified farmers. Annual cash flow analysis and independent sample t-tests were applied to compare production levels, costs, prices, and income. The results indicate that GI-certified farmers incur substantially higher costs, mainly due to organic inputs and strict harvesting standards, and obtain lower yields, but receive coffee prices approximately 2.5 times higher than those of non-certified farmers, leading to statistically higher incomes. These findings demonstrate that price, rather than productivity, constitutes the primary mechanism of income differentiation. Drawing on economic and rural sociology, the study conceptualizes GI certification as a market institution that socially constructs prices through legitimacy, symbolic value, and consumer trust linked to origin and quality. The article contributes empirical evidence from Indonesia on how symbolic valuation reshapes agrarian livelihoods and generates new forms of market dependence.
