Abstract

This research aims to promote the development of the character of  learning community at Madrasah Tsanawiyah of Bantul Regency Yogyakarta, and two problems posed to be addressed: why the character of community learning pattern does not realize as it has been expected,  and how does the development of the character of learning community  at MTs of Bantul look like? The research uses the Research and Development model that is consisted of four stages: exploration, development, tests, and dissemination. The data were collected by means of observatiosn, interviews, questionaire, and review of documentation. The results show: (1) the character of learning community  at the MTs in Bantul Regency has not been fully established because the teachers were not active in preparing their lesson study, and they did not benefit from it. Also, they were too busy in fulfilling their obligations as teachers; (2) the development of the character of learning  community at MTs in Bantul could be implemented through Classroom Action Research-based lesson study plans which are consisted of five stages: consolidation of lesson study concepts, explanation of Classroom Action Research as a form of scientific publication, planning, implementation of action, and reflection.

Abstract

Penelitian ini bcrtujuan untuk mengetahui cstimasi kesalahan pcngukuran pcrangkat EBTANAS mala pclajaran IPA SLTP di Kotamadia Surakarta tahun pelajaran 1997/1998 dengan menggunakan teori tcs klasik dan teori respons butir. Selain itu ingin mengetahui hubungan harga cstimasi kesalahan pcngukuran teori tcs klasik dcngan interval sckor murni peserta EBTANAS dan hubungan harga cstimasi kesalahan pcngukuran teon respons butir dengan interval tingkat kemampuan peserta EBTANAS. Pcrangkat EBTANAS mata pclajaran IPA yang dianalisis tcrdiri dari 45 butir soal pilihan ganda. Populasi penelitian ini bcrjumlah 13.681 lembar jauaban. Pcngambilan sampcl dilakukan dcngan tcknik cluster stratified proportional systematic sampling dipcroleh sampcl berjumlah 3.681 lembar jawaban. Data penelitian yang berupa rcspons jauaban peserta EBTANAS dipcroleh melalui dokumentasi. Estimasi kesalahan pcngukuran dengan teori tcs klasik Model Fcldt terhadap pcrangkat EBTANAS mempcrhatikan klasifikasi dan pcrangkat EBTANAS tanpa memperhatikan klasifikasi dilakukan dengan membagi kedua pcrangkat menjadi dua belahan yang tidak sama panjang. asalkan memcnuhi asumsi homogcnitas dari sisi tingkat kcsukaran butir soal. Estimasi kesalahan pcngukuran teori rcspons butir model logislik tiga parameter pcrangkat EBTANAS yang scmua butir soainya dianalisis dan pcrangkat EBTANAS yang butir-butirnya cocok dengan model logistik tiga parameter dilakukan dcngan menghitung harga fungsi informasi butir soal pada tiap tingkat kemampuan peserta 0 dari -4 sampai +4. Selanjutnya dipcroleh harga fungsi informasi perangkat EBTANAS dan estimasi kesalahan pengukurannya. Hasil penelitian menunjukkan bahwa menurut teori tcs klasik Model Feldt. harga cstimasi kesalahan pcngukuran pcrangkat EBTANAS mempcrhatikan klasifikasi dan tanpa memperhatikan klasifikasi bcrturul-turut adalah 2.2791 dan 2.9233. Interval kepcrcayaan sckor murni peserta EBTANAS pada tingkat kepcrcayaan a = 0.05 adalah X - 4.4670 T X + 4,4670 untuk pcrangkat EBTANAS mempcrhatikan klasifikasi dan X - 5.7297 T X + 5.7297 untuk perangkat EBTANAS tanpa mempcrhatikan klasifikasi. Estimasi kesalahan pengukuran dcngan teori rcspons butir model logistik tiga parameter menunjukkan cstimasi kesalahan pcngukuran terendah tcrjadi pada tingkat kemampuan peserta 0 = 0,5. Interval tingkat kemampuan peserta EBTANAS pada tingkat kepcrcayaan a = 0,05 dan tingkat kemampuan 0=0.5 untuk pcrangkat EBTANAS yang semua butir soainya dianalisis dan perangkat EBTANAS yang butir-butir soainya cocok dengan model logistik tiga parameter bcrturut-turut adalah -0,1256 sampai dengan 1,1256 dan -0,1504 sampai dcngan 1.1504.

Abstract

The road mapping analysis for State Civil Apparatus (ASN) competency development in disaster management is crucial for defining the role of the East Java Human Resources Development Agency (BPSDM Jatim) in implementing an integrated learning system. This study utilizes the design thinking model, following the stages of empathize, define, ideate, prototype, and test, tailored to the public sector. It aims to explore the road mapping process based on East Java Governor Regulation No. 53 of 2023 on Disaster Management (2023–2027) and evaluate its implementation within BPSDM Jatim's corporate university framework. The findings reveal that the road mapping analysis provides clear direction for BPSDM Jatim’s role in developing ASN competencies for disaster management during 2023–2027. However, the rigid application of the design thinking model, particularly in planning and budgeting integration, limits creative ideation. Despite this limitation, the implementation of the roadmap through the integrated learning system has significantly increased human resource capacity for disaster management, rising from 59.39% to 89.89%. However, the analysis highlights that the roadmap does not explicitly recognize BPSDM Jatim’s strategic role as a coordinator in the integrated learning system for ASN competency development across other regional government organizations. This study underscores the importance of balancing structured approaches with flexibility to foster creativity while maintaining alignment with established regulations and strategic goals. ABSTRAKAnalisis Road mapping pengembangan kompetensi Aparatur Sipil Negara (ASN) dalam penanggulangan bencana sangat penting untuk mendefinisikan peran Badan Pengembangan Sumber Daya Manusia Jawa Timur (BPSDM Jatim) dalam menerapkan sistem pembelajaran terintegrasi . Penelitian ini menggunakan model design thinking, mengikuti tahapan empathize, define, ideate, prototype, dan test, yang disesuaikan dengan sektor publik. Penelitian ini bertujuan untuk mengeksplorasi proses road mapping berdasarkan Peraturan Gubernur Jawa Timur No. 53 Tahun 2023 tentang Penanggulangan Bencana (2023–2027) dan mengevaluasi implementasinya dalam kerangka corporate university BPSDM Jatim. Temuan penelitian mengungkapkan bahwa analisis Road mapping memberikan arahan yang jelas bagi peran BPSDM Jatim dalam mengembangkan kompetensi ASN untuk penanggulangan bencana selama tahun 2023–2027. Namun, penerapan model design thinking yang kaku, khususnya dalam integrasi perencanaan dan penganggaran, membatasi ide kreatif. Kendati demikian, implementasi peta jalan melalui sistem pembelajaran terpadu telah meningkatkan kapasitas sumber daya manusia penanggulangan bencana secara signifikan, yakni dari 59,39% menjadi 89,89%. Namun, analisis tersebut menyoroti bahwa peta jalan tersebut belum secara eksplisit mengakui peran strategis BPSDM Jatim sebagai koordinator dalam sistem pembelajaran terpadu untuk pengembangan kompetensi ASN di seluruh organisasi pemerintah daerah lainnya. Studi ini menggarisbawahi pentingnya menyeimbangkan pendekatan terstruktur dengan fleksibilitas untuk menumbuhkan kreativitas sekaligus menjaga keselarasan dengan peraturan dan tujuan strategis yang telah ditetapkan.
