Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Sistem Informasi Pengelolaan Surat melalui aplikasi Srikandi di lingkup pemerintah Kabupaten Karanganyar. Perkembangan teknologi informasi telah mendorong transformasi digital dalam administrasi pemerintahan, termasuk pengelolaan surat. Srikandi, sebagai sistem pengelolaan surat berbasis elektronik, diterapkan untuk meningkatkan efisiensi, transparansi, dan kecepatan layanan publik. Hasil penelitian menunjukkan bahwa implementasi Srikandi versi 3 telah meningkatkan efektivitas pengelolaan surat, mengurangi penggunaan kertas, dan mempercepat distribusi surat. Namun, masih terdapat kendala seperti kurangnya optimalisasi sistem, kebutuhan pelatihan berkelanjutan, dan peningkatan infrastruktur teknologi. Pemerintah Kabupaten Karanganyar telah mengeluarkan berbagai kebijakan pendukung, termasuk digitalisasi administrasi, pelatihan pegawai, dan penyediaan infrastruktur. Untuk meningkatkan efektivitas Srikandi, diperlukan upaya lebih lanjut seperti peningkatan kapasitas pegawai, perbaikan infrastruktur, dan monitoring yang lebih ketat. Secara keseluruhan, implementasi Srikandi menunjukkan langkah positif menuju birokrasi yang lebih modern dan efisien, meskipun masih diperlukan upaya berkelanjutan untuk mengatasi tantangan yang ada

Abstract

The process of applying for a credit loan online is very easy, fast, efficient, and does not require collateral and a survey process. One of the digital services that supports this convenience is the BRImo Application from Bank Rakyat Indonesia (BRI). The purpose of this study is to systematically describe the procedure for applying for a credit loan through the BRImo application. The method used is descriptive qualitative with a field study approach through direct observation and interviews with related staff. The results of the study show that the procedure for applying for a loan through BRImo includes several main stages, namely logging into the application, selecting the loan menu, completing personal data and business data, and waiting for automatic approval without requiring a field survey. This procedure has been proven to reduce time and costs and increase the efficiency of banking services. However, there are several technical obstacles found, such as network disruptions, data inconsistencies, and limited digital literacy of customers. By understanding the procedures and obstacles, it is hoped that digital banking services such as BRImo can continue to be improved to support financial inclusion in Indonesia.

Abstract

This study examines civil servants’ readiness to adopt the SRIKANDI digital archival system within the Surakarta City government as part of broader efforts toward digital bureaucratic transformation in local government administration. The research applies the Technology Readiness Index (TRI) framework to analyze how psychological factors influence users’ intention to utilize the system. TRI conceptualizes technological readiness through four dimensions: optimism, innovativeness, discomfort, and insecurity. A quantitative approach was employed using purposive sampling, involving 105 civil servants responsible for archival management across local government organizations, technical units, and district offices in Surakarta City. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate that optimism and innovativeness significantly increase civil servants’ intention to use the SRIKANDI system, while discomfort and insecurity negatively influence adoption. Among these factors, insecurity demonstrates the strongest influence, suggesting that trust and perceived technological risks play a critical role in shaping digital system adoption within bureaucratic environments. These findings highlight that the successful implementation of digital archival systems in local government institutions is not solely determined by technological infrastructure but also by the psychological readiness of civil servants and the organizational context in which they operate. From a policy perspective, local governments need to complement technological innovation with capacity-building programs, user support mechanisms, and trust-building strategies to ensure the effective adoption of digital governance systems. This study contributes to the literature on e-government and digital bureaucracy by providing empirical evidence on how technological readiness shapes digital transformation within local government organizations.
