Abstract

Abstract: In December 2011, the world highlighted the arrest and fostering of 64 Punk communities (five of them were women) in Aceh. They were arrested in the city of Banda Aceh by Wilayatul Hisbah (Sharia Police; WH), Local Government of Aceh and sent to the State Police (Polresta) Banda Aceh. Punk community in Banda Aceh increased significantly and must be addressed, but there were no specific rules on governing the punk community in Aceh. Therefore, it was necessary to study how the juridical principle on the response of the punk community in Banda Aceh city and then how the criminal policy pursued by the city authorities could tackle the punk community in Banda Aceh. The methods used to obtain the data in this research were literature reviews and field research. The results showed that the legal basic or juridical principle used to combat the punk community in Banda Aceh was still limited to the provisions of Article 11 Paragraph 3 of Regulation Number 5 Year 2000 and the criminal policy. Efforts of the city government in the response to the punk community in Banda Aceh was by sending them in to the State Police School (SPN) Seulawah, Aceh Besar or the office of Satpol PP and WH, Province of Aceh.Keywords: Punk community, criminal policy, managing Abstrak: Desember 2011, dunia menyoroti penangkapan dan pembinaan 64 komunitas Punk (lima diantaranya perempuan) di Aceh. Mereka ditangkap di kota Banda Aceh oleh Wilayatul Hisbah (WH) Polisi Syariah Pemerintah Daerah (Pemda) Aceh, dan dititipkan pada Kepolisian Resort Kota (Polresta) Banda Aceh. Komunitas  punk di Kota Banda Aceh meningkat secara signifikan dan harus ditanggulangi, namun di Aceh belum ada aturan khusus mengatur tentang komunitas punk, karena itu perlu diteliti tentang bagaimana landasan yuridis dalam penanggulangan komunitas punk di kota Banda Aceh, kemudian bagaimana kebijakan kriminal yang ditempuh pemerintah kota dalam menanggulangi komunitas punk di kota Banda Aceh. Metode yang digunakan untuk memperoleh data dalam penelitian ini adalah penelitian kepustakaan dan penelitian lapangan. Hasil dari penelitian ini adalah landasan hukum atau landasan yuridis yang digunakan untuk menanggulangi komunitas punk  di kota Banda Aceh masih terbatas pada ketentuan Perda  Pasal 11 ayat 3 Nomor 5 Tahun 2000 dan kebijakan kriminal. Upaya-upaya yang dilakukan pemerintah kota dalam penanggulangan komunitas punk di kota Banda Aceh adalah dengan pembinaan di Sekolah Polisi Negara (SPN) Seulawah, Aceh Besar, dan pembinaan di kantor Dinas Satpol PP dan WH Provinsi Aceh.Kata kunci : Komunitas punk, kebijakan kriminal, penanggulangan

Abstract

The purpose of this study is to describe the understanding of junior high school students in Banda Aceh City about traffic signs and the obligation to have a driving license. The focus of this research: 1). How do students understand about traffic signs. (2) How is the student's understanding of the obligation to have a driver's license for motorists. Research using qualitative descriptive method. The research subjects for junior high school students in Banda Aceh City were 14 students. Research subjects are determined arbitrarily according to research needs. Data collection techniques using free interviews where students can be found. The results of the study used narrative analysis of all interview results through three stages, data reduction, data presentation and drawing conclusions. The results of the study showed that: (1) Banda Aceh Junior High School students' understanding of traffic signs was still low. Many students still do not understand traffic sign symbols. (2) The understanding of junior high school students in Banda Aceh City regarding the obligation to have a SIM in general is good, but students who become their informants say they do not have a SIM, and they are forced to use motorized vehicles for school due to the distance from where they live to school and their parents. permit driving a motorized vehicle to school to make it easier for parents of students to shuttle from home to school and vice versa. This research should be continued with parents regarding education in the family, especially regarding aspects of traffic according to applicable regulations.

Abstract

Marriage dowry in Indrajaya Subdistrict, Pidie Regency, is generally standardized in the form of pure gold, which is in line with local culture and customary law, reflecting the strong influence of traditions passed down from generation to generation. This study aims to (1) describe the determination of dowry in the form of gold based on customary law and (2) explain the customary provisions or agreements governing the standard of gold dowry in Indrajaya Subdistrict, Pidie Regency. This research employed a qualitative approach with a descriptive design, and data were collected through in-depth interviews with fifteen informants consisting of five keuchik (village heads), five imum meunasah (religious leaders), and five tuha peut (customary elders). The findings indicate that the community in Indrajaya Subdistrict consistently uses gold as dowry in marriage ceremonies and that no substitution with other forms of dowry has ever been found. The use of gold is understood as a symbol of sincerity, honor, and respect for the bride, as well as an effort to preserve local traditions. The determination of the dowry amount is conducted through a structured family deliberation process, beginning with internal discussions within each family. This study concludes that dowry determination in Indrajaya Subdistrict is carried out through family deliberation with gold as the only socially accepted form of dowry and without written sanctions for deviations, and therefore recommends that customary agreements on dowry standards be formally documented and that future research adopt a comparative approach with other subdistricts in Pidie Regency.
