Abstract

This article aims to describe patterns of digital literacy among Sriwijaya University (SU) lecturer and its contribution to the implementation of eLearning. We used a mixed approach. Our population is 635 subjects who have been running and organizing through the e-learning plat-form of SU. We, then, selected 30 lecturers randomly as our samples. Data were collected through offline and online questionnaires, in-depth interviews, and secondary data collection. Likert Scale is used to measure digital literacy among respondents and e-learning implementation is explained using the SIMPLE model. We find that digital literacy competence among SU lecturers is in a high position. This situation is the initial capital for the implementation of e-learning at SU. However, this situation has not contributed to the implementation of e-learning because of (a) lecturer is not willing to adapt to the e-learning environment system; (b) policymakers have not been intervening several factors that contributed to e-learning implementation at the university level.

Abstract

Making regulation is the primary function of the modern state. Current praxis shows how there is positive and negative cooperation among policy participant in the process of local legislation. Many Indonesian scholars give attention to the politics of law and citizens participation in understanding this process. However, they do not give detail analysis on cooperation among policy participant during the legislation process. Drawing on qualitative methods, this article applies the Advocacy Coalition Framework (ACF) to understand the process of local legislation in South Sumatra Province. This article selects The Provincial Regulation of South Sumatera No. 8 of 2016 on the Forest Fires Mitigation as a case study due to the nature of forest fires as the public problem that obtains attention from various actors. Several key informants representing the executive and the legislative at the local level is selected using the purposive technique as a source of primary data. The secondary data is collected from the official publication of the policy participant, newspaper, and social media. Using interactive models and NVIVO software to code and analyse research data, this article finds that the secondary policy belief (SPB) among policy participant could be similar partially or wholly. This similarity is the foundation of policy participant to make an advocacy coalition. This article identifies two advocacy coalition in legislation process of The Provincial Regulation of South Sumatera No. 8 of 2016 on the Forest Fires Mitigation: ‘the local wisdom’ coalition vs. ‘the no burning policy' coalition. This article discusses the findings and propose a new agenda for further research on local legislation process

Abstract

Forest fire is a seasonal environmental problem in Indonesia. The Government of Indonesia has introduced a new policy that promotes a networking approach. This paper attempts to analyze the existing networks that emerge during the process of forest fire prevention/mitigation in Ogan Komering Ilir (OKI) District. Drawing on empirical research using Social Network Analysis (SNA), we identify various actors participating in forest fire governance. The local government has promoted the principle of voluntary civil society and plantation corporation participation in the networks, which, however, based on findings does not seem to be effective. Our findings show that mitigation of forest fires in OKI District is plagued by low cohesiveness. The prominent role of the police in the network underscores the approach that the local government is using to tackle forest fires, which is, that it is a security problem and not as a disaster that requires intensive collaboration among multi-stakeholders. To that end, based on the research results, policy recommendations include, the need for the Central Government to establish a ‘stick and carrots’ mechanism for the local government to foster the adoption of collaborative forest fires mitigation management; the need for the local government, especially the provincial government and the district government, to reduce the role of the police while at the same time strengthen the role of non-state actors in forest fire mitigation; the need for the central and the local government to strengthen the capability of civil servants to work under the collaborative ecosystem through systematic learning.

Abstract

This study aims to determine the model of the influence of student social capital on revisit intention mediated by student satisfaction with the services of the Sriwijaya University Library. The population in this study were Sriwijaya University students who made offline visits (face to face) who visited the Sriwijaya University Library in 2021 who returned as many as 16,395 people. Determining the sample using the Slovin formula with incidental sampling technique. The data collection technique used was by distributing questionnaires to 99 students who visited the Sriwijaya University Library. This study uses primary data obtained from the distribution of questionnaires. The analysis technique in this study uses path analysis and Sobel test to test the mediating variables. The results of this study indicate that the better the student's social capital, the higher the level of student satisfaction. student goals have a dominant or strong influence on the interest in repeat visits. The direct influence of student social capital on interest in visiting has a moderate effect because it depends on other variables, including student satisfaction with the services of the Sriwijaya University Library. Social capital has an indirect effect on interest in revisiting (revisit intention), the increase in interest in revisiting when viewed from student social capital will be real if viewed from student satisfaction with the services of the Sriwijaya University Library.
