Abstract

The purpose of this study is the Implementation of Village Income and Expenditure Budget (APBDes) on Infrastructure Development in 2019 (in Tiambang Village, Pematang Tiga Sub-District, Central Bengkulu Regency). This research is categorized as descriptive qualitative using data collection methods of interviews, observation and documentation. The selection of informants by purposive sampling consisted of seven people using the theory of the principles of APBDes according to Edi Suharto, (2010: 80). Siding with community groups, in making village physical development plans not all village communities are involved and development planning decisions still depend on the village head. Transparent, budget preparation and accountability financial reports for the physical development of village communities do not get accountability reports for development results. can be accounted for, the accountability report and the amount of the village physical development budget is accepted by the community but is not comprehensive. Participation, the community does not participate in the implementation of village physical development because they are only representatives of groups in the community. Democracy, in the physical development process of the village head is always open to receiving suggestions from the village community. Sustainable, Development in the village is budgeted annually in relation to the interests of the village community. Effective, project development runs on time according to the target to be achieved. Efficient, the development carried out by Tiambang village government has been maximized due to visible economic and social changes.

Abstract

This study aims to determine the strategy of the National Narcotics Agency of Bengkulu Province in Overcoming Drug Abuse among Teenagers in Bengkulu Province. This research uses qualitative descriptive method, data collections using interviews, observation and documentation. The selection of informants by purposive sampling were six people. Some of the steps that organizations need to take in formulating strategies (Hariadi, 2005), namely: (1) Identifying the environment that the organization will enter in the future and determining the company's mission to achieve the vision. Restricting drugs among teenagers goes according to the vision and mission of the BNNP office to eradicate illicit drug trafficking therefore teenagers and the community are protected from the dangers of drug use. (2) Analyzing the internal and external environment to measure strengths and weaknesses as well as opportunities and threats. There is a lack of support or response from the local government regarding the P4GN program and the lack of uniform socialization conducted by the BNNP Bengkulu Office. (3) Formulating key success factors from the strategies designed based on the previous analysis. The strategy of the BNNP Bengkulu Office has been effective in suppressing the rate of drugs among adolescents. the BNNP Bengkulu Office conducts outreach to schools, campuses and communities by conducting raids among teenagers, providing inspiration and education through social media, TV, radio, cellphones and newspapers. (4) Determining measurable goals and targets, evaluating various alternative strategies by considering the resources owned and the external conditions faced. The employees at the BNNP Bengkulu Office are still lacking in human resources, both in quality and in adequate quantity, and there are limited personnel to control drugs. (5) Choosing the most suitable strategy to achieve short term and long term goals. The BNNP Bengkulu Office already has a short-term socialization and counseling program that is carried out at schools, campuses and the community and in the long-term and the regulations take the form of a regional regulation on P4GN.

Abstract

This study aims to determine the Role of the Ombudsman Representative of Bengkulu Province in Preventing Maladministration in Bengkulu City. The method used in this research is descriptive qualitative research method. Furthermore, data collection techniques are carried out by conducting in-depth interviews, observation and documentation. After the data is obtained, the results of the research are further analyzed by means of data reduction, data presentation and drawing conclusions. The number of informants in this study was 4 people consisting of 2 key informants from the Ombudsman and 2 key informants from the Ombudsman Network. This research uses role theory according to Biddle and Thomas where there are several aspects in this research so that it can be seen that the one who prevents maladministration in the Ombudsman is the Prevention Assistant field assisted by other fields. implemented based on the target set by the central Ombudsman which focuses on government regulations and policies that must be implemented by public service providers, especially in Bengkulu City. The Ombudsman conducts outreach twice a year and continues to strive to supervise in order to prevent maladministration. Due to the Covid-19 pandemic the Ombudsman has conducted more socialization to social media such as Facebook, Instagram and Twitter, but what happens is there are still reports of maladministration from the public. Based on the results of the study, it is concluded that the role of the Omudsman in preventing maladministration in Bengkulu City has been consistently carried out based on legislation, namely Law No.25 of 2009 concerning public services.

Abstract

This study intends to determine the process of supervising human resources in improving the work discipline of civil servants. (Study at the Berkas Kelurahan Office, Teluk Segara Subdistrict, Bengkulu City. The purpose of this study is to identify and describe the Supervision of Human Resources in Improving the Work Discipline of Civil Servants. This study uses a qualitative descriptive research method. The technique used is Accident Cluster Sampling, a collection technique The data in this study are observation, interviews, and documentation.The theory of the stages in supervision according to Kadarman (2001:161), among others, can be concluded: Determination of Implementation Standards (Planning) for the Head of the Village Office in carrying out supervision and work discipline has been implemented and implemented based on the regulations of the Law of the Republic of Indonesia number 5 of 2014 concerning the State Civil Apparatus of Government Employees with a Work Agreement, hereinafter abbreviated as PPPK, Determination of Measurement of the Implementation of Leadership Activities in this case Mrs. n all employees from planning to implementation of activities, Comparing the Implementation of Activities with Standards and Analyzing Deviations In the implementation of activities there are problems, especially getting information from superiors suddenly so that there is no preparation at all, the room has a very limited capacity and cannot accommodate more people large, and the condition of covid 19 so that activities are reduced or even eliminated and the Correctional Action taken by the leadership at the File Head Office has never changed the rules regarding employee discipline in entering work. Because these rules are standard and obeyed by all ASN in Indonesia and must be implemented by all employees.

Abstract

This study aims to determine the results of the SWOT analysis of PT. Bumi Raflesia Indah in Distributing Corporate Social Responsibility Assistance. This study used descriptive qualitative method. Collecting data using observation, interview, and documentation techniques. Based on the research results, it is known that: (1) Strengths owned by PT. Bumi Raflesia Indah in Distributing Corporate Social Responsibility Assistance are: (a) Availability of a CSR fund budget of 5% of the company's profits or profits each year, (b) Availability of technology that can be used by companies and the community in distributing CSR funds in the form of motorized vehicles four wheels such as trucks and pickups, (c) Human resources who participate in helping the distribution of CSR assistance in the company are HRD employees who are assisted by security guards and other employees appointed by the leadership. (2) Weaknesses owned by PT. Bumi Raflesia Indah in Distributing Corporate Social Responsibility Assistance, the main things are: (a) The minimum budget issued by the company, (b) The location is far away and the terrain is difficult (slippery and steep). (3) Opportunities owned by PT. Bumi Raflesia Indah in Distributing Corporate Social Responsibility Assistance are: (a) There is a company policy regarding the approval of CSR assistance. The policy was made by the leadership as a form of corporate social responsibility to the community and the surrounding environment, (b) There was a positive response from the community. (4) Threats owned by PT. Bumi Raflesia Indah in Distributing Corporate Social Responsibility Aid are: (a) The distribution of aid is hampered. (b) The safety of the team in distributing aid is threatened. This is because such conditions can threaten the safety of the team or employees when distributing CSR assistance.

Abstract

The purpose of this study is to determine the Performance of the Headman division of Religious Affairs Office (KUA) Singaran Pati Sub-District, Bengkulu City (Study at the KUA Office Singaran Pati Sub-District, Bengkulu City). The research method uses a descriptive method with a qualitative approach. As an analytical tool in conducting this research, the researcher used Wibowo's theory of performance management which consists of seven indicators, namely goals, standards, feedback, tools or means, competencies, opportunities and motives. Informants consist of key informants, totaling nine people. Data were collected using interview techniques, observation and documentation. The results of this study indicate that the purpose of the headman division is to reduce the level of underage marriage by socializing Law No. 16 of 2019 to the general public. The standard from the division is to work according to the SOP and TUPOKSI applicable at the KUA, Singaran Pati sub-district, Bengkulu City. Feedback from the division in reducing the level of child marriage is very good based on the policy of the Ministry of Religion and the input given by the head of the KUA. The tools or facilities for the division in reducing the level of child marriage, seen from other facilities, are not yet adequate. The competencies possessed by the division are in accordance with the standards set by Law No. 16 of 2019 concerning the age limit for marriage. The opportunities from the division in reducing the level of child marriages are to provide opportunities for employees to promote brochures on the dangers of marrying under the age of 19. The motive of the division in reducing the level of age marriage, is the existence of a decree from the Ministry of Religion to disseminate information on the prevention of child marriage based on Law No. in terms of performance, it is quite good, but the researcher found findings that have an impact on the performance of KUA Singaran Pati Sub-District headman, where there are still minors who are still doing underage marriages, this is due to promiscuity and many are pregnant out of wedlock so that the parties of KUA Singaran Pati Sub-District Bengkulu City must marry off the couple.

Abstract

This study aims to determine the performance of Central Bengkulu Regency Fire Department in dealing with fire hazards. Data collection techniques were carried out by means of in-depth interviews, observation and documentation. After the research results were obtained, they were analyzed by means of data reduction, data presentation and conclusion drawing. There were 6 informants in this study consisting of 3 key informants and 3 main informants. This study used the theory of Lazer 1977 in Bintoro and Daryanto (2017:153). The Technician component, in accepting prospective employees at the Fire Department, must have requirements such as an equivalent high school diploma, physically and mentally healthy, male height 165 cm and female 160 cm and have special skills. The training and seminars conducted by the firefighters are limited in nature, not all officers receive special training, only firefighters who are close to the leadership can attend training and seminars. Conceptual ability, the way the leader overcomes problems that occur in the field by using a personal approach to firefighters or employees to overcome the problem of fire hazards. The leadership takes a personal approach to each officer and the existing units or posts so that they can give direct responsibility to Danton in giving orders to existing officers. Interpersonal Relations Ability, the leaders only receive reports from Danton about information on fires that have occurred in the community. The leaders rarely go directly to the scene of a fire incident. The community was dissatisfied with the performance of the firefighters in extinguishing the fire at the fire site due to the delay in the fleet of cars arriving at the location to extinguish the fire.

Abstract

This study aims to determine the "Policy Evaluation of Pagar Dewa Village Head, Pondok Kelapa Sub-District, Central Bengkulu Regency in the Use of Village Funds in 2020". Data collection techniques were carried out by means of in-depth interviews, observation and documentation. After the research results were obtained, they were analyzed by means of data reduction, data presentation and conclusion drawing. There were 5 informants in this study consisting of 2 key informants and 3 main informants. The theory used in this research is the theory According to Wayne Parsons (2008:549-552), there are two kinds of policy evaluation models used, namely Formative Evaluation and Summative Evaluation. Based on the results of the study, conclusions can be drawn, namely: 1. Formative Evaluation: a. The implementation of Village Government, the services provided by village officials are quite good but there needs to be improvements in providing services for the community. b. In the field of Village Development Implementation, the construction of concrete rebate roads is of poor quality, seen that the resilience of the building is still very lacking even though the village has budgeted a very large amount. c. The field of Community Development, training, meetings and competitions held by the village or outside the village, the village head always provides information on activities to the community. d. In the field of Community Empowerment, in planning and making programs in the village, everything is involved from the village head, village officials, community leaders, BPD leaders, traditional leaders, religious leaders, youth organizations, and representatives from the community. e. Emergency Disaster Management Sector, In the case of natural disasters such as flooding, village heads and village officials are quick to respond and respond to help people whose houses are flooded and damaged. 2. Summative Evaluation, namely: a. The construction of concrete rebate roads had an impact before the construction was carried out where two-wheeled vehicles were difficult to pass during the rainy season. b. The impact of the construction of concrete rebate roads makes it easier to transport agricultural products, cheaper transportation costs and faster time. c. There is no land compensation by the village government to the community, it is difficult to access roads to bring building materials, and the workforce is quite high. d. The decision of the village head to carry out the construction of the concrete rebate road is in accordance with the results of consultations with the community represented by village officials and community leaders.
