Abstract

The aim of his study is to know innovation communication and innovation as the process of renewal, utilization, development by creating new things different from before. Innovation also can be interpreted new invention in technology or ability in introducing new findings different from pre-existing. Broadly speaking the mass media is divided into three namely print media, audited electronic media, and audio-visual electronic media. Online media is an online journalistic product that is defined as reporting facts or events that are produced and distributed over the internet. This study uses qualitative method that produces descriptive data of how the words written or oral from observation and observation techniques of data collection conducted through an observation with the recording of the state or behavior of the target object, methodologically the reason for observation user is the observation optimizing the ability of the writer in terms of motives, beliefs, attention, unconscious behaviors and habits and the media can be interpreted with the tool channel while online term materials in the internet which means an information that can be accessed with internet network. The result conducted that the next researcher will discuss from the analysis conducted can be seen that Online Media Innovation in Facing Mass media Competition in Bengkulu City. Communication Planning Innovation is used as a guide for online media, especially bengkulunews.co.id become reference for important online media innovation in facing mass media of Bengkulu City. Cyber media in Indonesia are also part of freedom of speech, freedom of expression and freedom of the Press. Cyber media is any form of media that uses inlet and carry out the activities of journalism, and meet the Press Law and standard press companies in the set.

Abstract

This research aims to describe how the implementation of population growth control policy in Bengkulu Province. This research based on the rate of population growth which always experienced a high increase caused by the increase of Total Fertillity Rare (TFR). This research is used George Edrward III approoach implentation model of communication, resources, disposition and bureaucratic structure. The method used in this research is descriptive qualitative. Data collection techniques used were interviews, obeservations and documentation. The results of this research is that the implementation of population control policy in Bengkulu Province has been effective enough, altough still found few of obstacles and problems in the implementation. By using the approach of George Edward III, it can be analyzed that the implementation KKBPK Program in Bengkulu Province has been running as has been determined, although there are still some indicators which are insufficient. The recomendations of this reseasrch are (to BKKBN office of Bengkulu Province): 1. should to improve communication between implementer, stakeholders, and cross-sector partners; 2. Should increase human and non-human resources (means, facilities and infrastructure); 3. Should to improve the nature of honesty and commitment in carrying out its duties and functions; 4. Should to maintain coordination among institutions or organizations.

Abstract

his study aims to find out the quality of health services in Kembang Seri Public Health Center atTalang Empat Sub-District, Central Bengkulu Regency. This research is a qualitative research presented descriptively. The informants in this study amounted to 6 people consisting of key informants and principal informants. The data were collected by interviews, observation and documentation method. The technique data analysis used were data reduction, data presentation, and conclusion. Based on the results show that the quality of Health Services in the Kembang Seri of Talang Empat Sub-District of Central Bengkulu Regency is seen from the theory of service quality 1)The Reliability has done a good service but nurses are still not friendly in patient. 2) Responsiveness of nurses are ready and sufficiently skilled in treating patients but there are also nurses who are still arrogant and play their own cellphones while patients need service.3) Assurance of nurses are less friendly and polite to patients and nurses still distinguish services from rich patients and poor patients in terms of service but nurses are active in communicating with patients. Empathy of nurse is easily contacted in every room that keeps and communicates with the patient ready to be called by the patient’s family if needed. However, in terms of medicines and intravenous needles there is still a lack of availability. 5. Tangibles (Physical Facilities) seen from the building of Kembang Seri Public Health Center is good and medical equipment is sufficient.

Abstract

This study aims to determine the influence of employee work productivity on archival management at PT. Pelabuhan Indonesia II (Persero) Bengkulu Branch Baai Island. The subjects of this study were the employees at PT. Pelabuhan Indonesia II(Persero) Bengkulu Branch Pulau Baai, with a total of 62 employees through 16 questionnaires. The form of this research his associative research with quantitative analysis, with the intention to find the influence between the independent variables and the dependent variable. Data analysis techniques used in this research is a quantitative technique to test the relationship / influence between independent variables and dependent variables using statistical calculations, namely product moment correlation, determination test, and T-test. he results of product moment correlation analysis show r-count>rtableis=0.454>(Rtable)= 0.254, which means there is a correlation between the two variables, at the level of the moderate correlation 0.40-0.599, while the direction of the correlation is positive because the value of Rispositive. The Coefficient of Determination Test Results (R²) can be obtained (0≤0.206≤1), which means that the correlation between employee work productivity to wards archival management has alow influence of 20.6%. The results of the T-test show that the value of countis 3.922, sot-count>ttable is 3.922>1.670, the employee work productivity variable has a positive and sign if i can’t influence on the management of archives at PT. Pelabuhan Indonesia II (Persero) Bengkulu Branch.

Abstract

This study aims to determine the Effectiveness of the Performance of secretariat commission for general election (KPU) Bengkulu City on the organization of the Election of Regional Heads (PILKADA) of Bengkulu City in 2018. The Data were collected by using in-depth interviews, observation and documentation. The obtained data were analyzed by means of data reduction, data presentation and conclusion. This is a qualitative-descriptive study which takes two groups as the informants.The informants are categorized as key informant and principal informants. Key informant in this study was the secretary of KPU Bengkulu City while the principal informants were the secretariat staff of KPU Bengkulu City. The researcher chose the secretary of KPU as the key informant because he knew and mastered the information needed by the researcher. Meanwhile, the secretariat staff of KPU Bengkulu City were selected as the principle informants because they can provide information about organizing the election. The result shows that the performance of the employees of the Secretariat of the General Election Commission (KPU) of Bengkulu City was quite effective in completing the Election of Regional Heads (PILKADA) in 2018.The election run successfully and on time as it is expected.

Abstract

Walaupun pembangunan kapasitas aparatur pemerintah wajib dilaksanakan, namun pada pelaksanaannya di lapangan belum sesuai dengan yang diharapkan. Berkaitan dengan hal tersebut, penelitian ini bertujuan untuk mengetahui masalah-masalah dalam pelaksanaan capacity building aparatur pemerintah kecamatan se-Kota Bengkulu dalam memberikan pelayanan publik. Metode penelitian menggunakan pendekatan deskriptif kualitatif. Informan penelitian berjumlah 21 orang yang terdiri Camat dan staf kecamatan Kota Bengkulu, masyarakat Kota Bengkulu, dan mahasiswa. Pengumpulan data penelitian menggunakan wawancara, dokumentasi, dan studi pustaka. Hasil penelitian menyimpulkan bahwa dalam pengembangan kapasitas aparatur pemerintah kecamatan se-kota Bengkulu masih terdapat berbagai masalah diantaranya: 1) masih terdapat pegawai tamatan SMA, 2) usia pegawai didominan oleh pegawai dengan kisaran usia 40 tahun keatas, 3) tingkat pendidikan pegawai yang belum mampu untuk menjalankan tupoksi yang ada secara maksimal, 4) sistem kenaikan pangkat yang belum transparan dan masih bersifat administratif, 5) database sudah ada tapi belum maksimal untuk memberikan informasi, 6) serta adanya kelemahan pada pola diklat. Dengan demikian masalah-masalah tersebut akan berdampak pada kurang maksimalnya pelayanan yang diberikan oleh aparaur pemerintah kecamatan kepada masyarakat.

Abstract

This study aims to determine the results of the Evaluation of E-Government Development at the Bengkulu Province Communication, Information and Statistics Office. The method used in this research is descriptive research with qualitative data analysis. The subject of this research is the Bengkulu Province Communication, Informatics and Statistics Office which has carried out E-Government Development in the context of bureaucratic reform based on Presidential Instruction No. 3 of 2003 at the Bengkulu Province Communication, Information and Statistics Office. Data collection techniques used include: Observation, Interview, and Documentation. The results of the study show that: (1) The Bengkulu Provincial Government has made preparations in the development of e-government, namely by creating a website with the name bengkuluprov.go.id which is one of the portal websites that functions as a means of information, communication and transactions between the public and the government. can be done via the internet. (2) At the maturation stage in the development of E-Government at the Bengkulu Province Communication, Informatics and Statistics Office, two things have been done, namely the creation of an interactive and easy-to-access public information site, and the creation of interfaces with other institutions or applications that are indirectly connected. / link with websites owned by other institutions in the Bengkulu provincial government. (3) The bengkuluprov.go.id website is an application developed by the Bengkulu Provincial Government as a form of communication and information facility in improving the quality of services to the people of Bengkulu Province. (4) The bengkuluprov.go.id website is a service application by the Bengkulu Provincial Government to the people of Bengkulu Province. So that the function of providing information services by Government to Government (G2G), Government to Business (G2B), and Government to Citizen (G2C) can be carried out by the Bengkulu Provincial Government.

Abstract

This study aims to determine the Administrative Services of the Faculty of Social Sciences, Dehasen Bengkulu University to Students During the Covid19 Pandemic. This research uses qualitative research methods. The focus in this research is administrative services which are measured through the indicators of the Bengkulu Dehasen University Administration System in the Covid 19 Pandemic Period in Providing Services to Students. Methods of data collection using interview techniques, observation and documentation. Based on the research results, it is known that: (1) Tangibility (Direct Evidence): FIS buildings and rooms are good because they are neatly arranged, clean and beautiful. Providing services to students is carried out in a faculty room that has been given a glass partition or through a service locker. Where in the locker there is a notification regarding the prohibition for crowding, the 3M rule (wearing a mask, washing hands and keeping a distance). (2) Reliability: The reliability provided by the staff of the Faculty of Social Sciences, Dehasen Bengkulu University in providing administrative services to students during the COVID-19 pandemic is guided by the principles of efficiency and effectiveness. (3) Responsiveness: Responsiveness which is the principle of administrative services to students at the Faculty of Social Sciences, University of Dehasen Bengkulu, applies indicators: fast and timely service, and clear information delivery. (4) Assurance (Assurance and Certainty): The Faculty of Social Sciences, University of Dehasen Bengkulu, provides guarantees and certainty to students in providing administrative services. The guarantee and certainty referred to in this administrative service regarding the time and accuracy of the administrative services received by students. (5) Empathy (Attention): Employees/administrative staff at the Faculty of Social Sciences, University of Dehasen Bengkulu, are quick to respond and are responsive in providing information to all students who need administrative services with polite and friendly service.

Abstract

The objective of this research is to describe the Human Resource Management Planning at PT. Batang Hari Bengkulu Pratama. This research is categorized as a qualitative descriptive data collection by means of interviews, observation and documentation. The selection of informants was done by purposive sampling of five people with theory. According to Schuler's opinion, (1987: 62-78) it can be concluded that there are four important stages in the HR planning process of (1) Gathering, Analizing, and Forecasting Supply and Demand Data. Collecting, Analyzing, Predicting Supply and Demand Data. Employees at the company are given special training, recruitment of new employees complete the requirements, placement of employees in accordance with their expertise and are professional but employees still get knowledge and technology. (2) Establishing Human Resource Objectives and Policies. Setting HR goals and policies. Not all employees get training and seminars, only a certain section on education, no help with student fees for formal education provided by the company. (3) Humand Resource Programming. There are incentives for employees who reach the target, pension funds and layoffs are given by the company in accordance with the work period of employees who are 55 years old, calculated as working years, while employees who are laid off are calculated as their years of service in the company. (4) Humand Resource Planning-Control and Evaluation. HR Planning and Evaluation Control. Supervision and evaluation of employee performance is carried out by the foreman to laboratory analysis of the company leadership, there is no specific space for counseling. There is a special forum formed by the company to select employees who excel to be promoted and occupy certain positions.

Abstract

This study aims to determine the strategy of the National Narcotics Agency of Bengkulu Province in Overcoming Drug Abuse among Teenagers in Bengkulu Province. This research uses qualitative descriptive method, data collections using interviews, observation and documentation. The selection of informants by purposive sampling were six people. Some of the steps that organizations need to take in formulating strategies (Hariadi, 2005), namely: (1) Identifying the environment that the organization will enter in the future and determining the company's mission to achieve the vision. Restricting drugs among teenagers goes according to the vision and mission of the BNNP office to eradicate illicit drug trafficking therefore teenagers and the community are protected from the dangers of drug use. (2) Analyzing the internal and external environment to measure strengths and weaknesses as well as opportunities and threats. There is a lack of support or response from the local government regarding the P4GN program and the lack of uniform socialization conducted by the BNNP Bengkulu Office. (3) Formulating key success factors from the strategies designed based on the previous analysis. The strategy of the BNNP Bengkulu Office has been effective in suppressing the rate of drugs among adolescents. the BNNP Bengkulu Office conducts outreach to schools, campuses and communities by conducting raids among teenagers, providing inspiration and education through social media, TV, radio, cellphones and newspapers. (4) Determining measurable goals and targets, evaluating various alternative strategies by considering the resources owned and the external conditions faced. The employees at the BNNP Bengkulu Office are still lacking in human resources, both in quality and in adequate quantity, and there are limited personnel to control drugs. (5) Choosing the most suitable strategy to achieve short term and long term goals. The BNNP Bengkulu Office already has a short-term socialization and counseling program that is carried out at schools, campuses and the community and in the long-term and the regulations take the form of a regional regulation on P4GN.
