Abstract

Penelitian ini dilatarbelakangi oleh kurangnya tingkat kualitas pelayanan yang diberikan oleh pegawai dan kurangnya kesadaran pemohon untuk mempersiapkan berkas yang menjadi persyaratan untuk melakukan suatu urusan pelayanan pembuatan paspor pada Kantor Imigrasi Kelas II Tempat Pemeriksaan Imigrasi Biak. Tujuan penelitian ini adalah untuk mengetahui, memahami, mengkaji dan mendeskripsikan hasil temuan peneliti terkait kualitas pelayanan pembuatan paspor pada Kantor Imigrasi Kelas II Tempat Pemeriksaan Imigrasi Biak dengan menggunakan 5 indikator kualitas pelayanan yakni bukti langsung (tangibel), daya tanggap (responsiviness), keandalan (realibility), jaminan (assurance), serta perhatian (emphaty). Adapun metode yang dipakai adalah metode pendekatan kualitatif dengan jenis studi kasus, dengan menggunakan teknik pengumpulan data yaitu observasi, wawancara, studi kepustakaan dan dokumentasi. Jenis data dengan menggunakan data primer dan data sekunder. Lokasi penelitian di Kantor Imigrasi Kelas II Tempat Pemeriksaan Imigrasi Biak Kabupaten Biak Numfor. Hasil penelitian menunjukkan bahwa kualitas pelayanan pembuatan paspor yang diberikan kepada para pemohon belum tercapai dengan baik dan maksimal dilihat dari aspek keandalan (reliability) dimana sistem atau jaringan pada sangat pembuatan paspor masih sering terhambat/gangguan dan harus menunggu sampai bisa digunakan kembali.Dilihat dari aspek lain seperti bukti langsung (tangible), daya tanggap (responsiveness), jaminan (assurance) dan perhatian (emphaty) yang sudah tercapai secara maksimal pada saat proses pembuatan paspor.

Abstract

Coronavirus is stated to have almost spread throughout the world. Indonesia became one of the countries exposed to the coronavirus. Therefore, Indonesia has made policies in dealing with coronavirus. One of these policies is the collaboration between the government and Palopo citizens in dealing with the coronavirus. This study aims to determine the implementation collaboration policy between the government and Palopo citizens in dealing with the coronavirus. This study employed literature research. Literature research is research used in collecting information and data with the help of various materials in the library such as documents, books, magazines, historical stories, and news. The sources in this study are based on the object studied and based on sources affiliated with the research. In this study, data collection was obtained from news and articles in online journals. This study showed that the implementation of collaboration policy between the government and Palopo citizens measured the communication, resources, disposition, and bureaucratic structure. These are considered a lack of implementation.

Abstract

Many people in Papua do not know how to use the online system well so online tax registration, payments and reporting are not implemented well because many taxpayers do not understand the steps for filling out, are unfamiliar with taxation which then makes them have to carry out services manually. This research aims to find out the transformation of e-government services at the Pratama Biak Tax Service Office. The research method used is qualitative with the case study method used to collect data through interviews, observation and documentation. The results of the research show that the implementation of innovation has been carried out well, such as the transfer of books, speeding up work completion, where previously 21 working days were accelerated by 7 days, internal redesign which was initially done manually is now done digitally, there is a service electronically from the central government and KPP Biak which has provided security such as a password which is given to each taxpayer when registering so that the security of the taxpayer's data is guaranteed to be safe. However, it is sometimes hampered by disrupted signals and employees who still lack IT which is considered to be an obstacle in navigating the innovation system in e-government based service transformation.

Abstract

Keberhasilan proyek ini dapat dilihat dari meningkatnya efisiensi dan transparansi pelayanan publik, serta meningkatnya rasa kepercayaan masyarakat terhadap pemerintah. Dalam hal ini, kolaborasi antara berbagai sektor publik dan masyarakat menciptakan efisiensi dalam penggunaan sumber daya dan memudahkan masyarakat dalam mengakses layanan publik yang sebelumnya terpisah-pisah. Penelitian ini menggunakan pendekatan kualitatif literature review untuk mengkaji efektivitas model collaborative governance dalam layanan publik di Indonesia. Metode literature review dipilih karena memberikan gambaran yang komprehensif dan mendalam mengenai topik yang telah banyak diteliti sebelumnya serta memberikan dasar teori yang kuat untuk menginterpretasikan fenomena yang sedang dikaji. Proses ini mengumpulkan, menilai, dan menganalisis berbagai studi terdahulu yang relevan dengan tema penelitian, guna membangun pemahaman yang lebih menyeluruh tentang penerapan collaborative governance dalam pengelolaan layanan publik. Adapun Langkah- Langkah dalam Metode Literatur Review adalah mencari penentuan kriteria Temuan utama dari kajian literatur yang ada, tantangan yang dihadapi, serta pandangan ahli terbaru yang relevan dalam konteks ini. Penerapan Collaborative Governance dalam Layanan Publik Model collaborative governance dalam pengelolaan layanan publik telah banyak diterapkan di berbagai negara, termasuk Indonesia. Kemitraan antara pemerintah dan masyarakat dalam penyelenggaraan layanan publik merupakan salah satu pendekatan yang semakin berkembang dalam upaya meningkatkan kualitas pelayanan publik di berbagai sektor. Model kemitraan ini bertujuan untuk mengoptimalkan Berdasarkan kesimpulan yang telah disampaikan, berikut beberapa saran untuk meningkatkan efektivitas model kemitraan pemerintah dan masyarakat dalam layanan publik

Abstract

This study analyzes the implementation of Standard Operating Procedures (SOP) in non-population administrative services in Pisugi District, Jayawijaya Regency, Papua Pegunungan, using a descriptive qualitative approach. Data were collected through observation, interviews, and documentation involving nine key informants, consisting of the district head, service officials, and service users. The analysis applied the SERVQUAL framework (tangibles, reliability, responsiveness, assurance, and empathy) to examine gaps between service expectations and realities. The findings indicate that SOP implementation in Pisugi District faces major challenges. Service facilities are available but limited, and SOPs are not publicly accessible, undermining transparency. Service reliability is low due to inconsistent completion times, while responsiveness is constrained by limited staffing and non-standardized communication, despite officials’ efforts to explain procedures. The assurance dimension is weakened since SOPs serve only as internal guidelines, leading citizens to question service legitimacy. Empathy is demonstrated through friendliness and use of local languages, but remains inconsistent due to human resource constraints. The novelty of this research lies in its focus on non-population administrative services in remote Papua, a context rarely explored in prior studies. It extends SERVQUAL theory by showing that in remote areas, service quality is not only shaped by physical facilities and officials’ behavior but also by SOP transparency, institutional capacity, and socio-geographic conditions. The study highlights the need for greater procedural transparency, publication of SOPs, and bureaucratic adaptation to local contexts.

Abstract

This study aims to assess how effective the implementation of digital-based public service applications is in the context of Makassar Smart City and its impact on public satisfaction. Digital services such as Rindu Capil, Smart RT/RW, Service Portal, and Call 112 are designed to improve the efficiency, access, and quality of public services in Makassar City. The method used in this study is qualitative descriptive with data collection techniques through in-depth interviews, observation, and documentation, as well as data analysis following the Miles and Huberman model. The results of the study indicate that the application of digital in public services facilitates access and increases efficiency. However, the effectiveness of its implementation still faces various challenges. Some of the main obstacles include the lack of adequate internet infrastructure, low comfort of using applications by the general public, slow response of institutions to complaints, and lack of socialization and understanding of digital in the community. In addition, it was revealed that there was a difference between what the system promised and the reality of services in the field. Support from the government through training programs, digital education, and the role of RT/RW heads are very important in encouraging the use of applications evenly and sustainably. This study reveals that success in digital transformation in the public service sector is not only determined by the availability of technology, but is also influenced by the readiness of human resources, the speed of institutional response, and cooperation between various levels of government and society. The findings of this study are expected to be the basis for policy recommendations for the Makassar City government in improving the digitalization strategy of public services towards a smarter, more inclusive, and participatory city.

Abstract

The application of the Discovery Learning model is one of the effectiveapproaches to solving problems in the learning process. The Discovery Learningmodel gives students the responsibility to solve problems independently and withtheir group friends, making them more active. The research problem is whetherthere is an influence of using the Discovery Learning model on the mathematicslearning outcomes of fourth-grade students at SDN 105 Sangkala, BulukumbaRegency. This study uses a quantitative approach with an experimental researchtype where the design used is a pre-experimental design in a one-group pretest-posttest format. The sample in this study was selected intentionally usingpurposive sampling techniques to represent the population. The research sampleconsisted of 24 students from class IV B 105 Sangkala, Bulukumba Regency. Thedata collection techniques used are observation sheets, written tests, anddocumentation. The data analysis techniques used are descriptive analysistechniques, which include descriptive statistics and N-Gain tests, as well asinferential analysis techniques, including normality tests and hypothesis tests. Theresults of the inferential statistical analysis conducted with the t-test on the posttestdata analyzed using SPSS version 27.0 for Windows. The t-test consists of themathematics learning outcomes in the experimental class. This is demonstrated bythe hypothesis testing sig. (2-tailed) < α. Consequently, due to the value, H0 isrejected and H1 is accepted 0.001 > 0.05. Furthermore, the data shows that theaverage post-test scores of the experimental class ranged from a highest of 100 toa lowest of 60. Therefore, it can be concluded that the level of student learning isinfluenced by the application of the Discovery Learning model in mathematicseducation.

Abstract

The rapid development of digital technology has brought significant changes to the lives of elementary school–aged children, particularly in relation to the increasing use of gadgets that is not always accompanied by adequate digital literacy. Excessive and unsupervised gadget use can lead to various negative impacts, including decreased learning concentration, declining academic achievement, risks of digital addiction, exposure to negative content, and ethical issues in online interactions. This community service activity aimed to enhance elementary school students’ awareness and understanding of digital skills and negative content management through education on wise gadget use. The program was conducted at SD Inpres Sero, Makassar City, involving fifth- and sixth-grade students and teachers as partner participants, using a Participatory Action Research (PAR) approach. The methods included initial observation, interactive seminars, educational videos, quizzes, discussions, and evaluation. The results showed very high levels of student participation and enthusiasm, as well as an increase in students’ initial awareness of the importance of managing screen time, selecting safe and appropriate content, and applying digital ethics. This educational intervention proved effective in building a positive foundation of digital literacy despite being implemented within a limited time frame and with minimal resources. Overall, this activity confirms that a school-based educational approach oriented toward active student participation can serve as an adaptive alternative strategy for fostering healthy and responsible digital habits from an early age.

Abstract

Pendekatan disiplin positif merupakan metode pengelolaan perilaku yang berfokus pada pembentukan hubungan saling hormat dan percaya antara pendidik dan peserta didik. Pendekatan ini penting untuk diterapkan di sekolah-sekolah karena mengedepankan kesadaran diri, tanggung jawab pribadi, dan pemecahan masalah secara konstruktif tanpa menggunakan hukuman atau ancaman. Disiplin positif diyakini mampu menciptakan lingkungan belajar yang aman dan nyaman, sehingga relevan untuk mendukung program Sekolah Penggerak. Lokakarya ini menggunakan metode partisipatif, melibatkan pengawas sekolah, kepala sekolah, dan dua perwakilan guru dari tiga sekolah dasar, yaitu SD Negeri 85 Labettang, SD Negeri 92 Panaikang, dan SD Negeri 103 Bontompare di Kabupaten Sinjai. Kegiatan yang diadakan pada Sabtu, 6 Mei 2024 ini menghasilkan dua produk utama: keyakinan kelas sebagai pedoman perilaku dan rencana dukungan implementasi disiplin positif bagi guru dan sekolah. Hasil lokakarya ini sangat penting karena membantu guru menciptakan suasana kelas yang kondusif, memperkuat hubungan antara pendidik dan peserta didik, serta meningkatkan kualitas pembelajaran. Dukungan ini diharapkan mampu mendorong keberhasilan Program Sekolah Penggerak di tingkat sekolah dasar. Secara keseluruhan, lokakarya ini memberikan dampak positif dengan membekali guru dan sekolah strategi efektif dalam menerapkan disiplin positif. Implementasi berkelanjutan dari produk yang dihasilkan akan mendukung terciptanya budaya sekolah yang lebih inklusif dan mendukung pengembangan peserta didik secara holistik.
