Publisher : Universitas Gadjah Mada

SPAM Regional Kartamantul is one of the steps of Special Region of Yogyakarta Government to realize the RPJMN 2015-2019 in the provision of drinking water for 100 percent of the population in 2019. Because Sleman District is one of the areas included in SPAM Regional Kartamantul, this study seeks to identify the readiness of 4 SPAMDes in this district to welcome SPAM Regional Kartamantul. The results of this study are expected to be descriptive assessment of the readiness of those Regional SPAM. This study identified that some SPAMDes are still not ready to be integrated with SPAM Regional Kartamantul. In the future, the ready SPAMDes should be directed to cooperate with or be formed into BUMDes. In adittion, clear tariff arrangements are required for entrepreneurs of fishing ponds, laundry or car washers, whether they are subject to progressive rates or are not allowed to become SPAMDes customers. Nevertheless, there are still a subjective element of the Chairman of PERPAMDES Association that determines the successful and unsuccessful SPAMDes. Therefore, we suggest that in the next study the standard indicators needs to be identified so that the subjective element can be reduced.

Developments in Yogyakarta City have driven residents of the city and its outskirts to access available social facilities, such as education, healthcare, and employment. If this continues, various social and urban problems may emerge, including increased population density and traffic congestion. Another implication of this process is decreased environmental carrying capacity as a result of continued use of non-sustainable approaches to development. This study aims to model the complexity of the relationships between aspects i.e., social, economic, and environmental of the area studied. The system dynamics method is used, as it is a disciplinary approach that is able to fully explore problems that occur in interconnected systems rather than examining incidents partially. As the basis for this model, the causal loop diagram (CLD) model has been applied based on literature studies and field observations. The result shows that developments in the tourism and education sectors are the main factors affecting the intersections of social, economic, and environmental considerations.

Background: Franchising is a choice in developing a business network. One of the rampant franchise businesses in Indonesia is the development of retail store networks. Unfortunately, the presence of modern store-based retail stores is feared to threaten local businesses in the area such as the case in Kulon Progo. TOMIRA is seen as the best solution that mediates the interests of the private sector as retail owners, cooperatives, and local governments with the main goal of improving community welfare. Aim: This paper aims to reveal TOMIRA policy problems that occur and explore innovations in management strategies needed in the form of passive franchises. Method: Through a qualitative approach, this paper is able to present the results and policy problems of multi-actors, namely the government, private sector, cooperatives, and SMEs. Findings: Passive franchising is seen as a form of mitigation of policy problems in TOMIRA because it is able to provide a delegation system for cooperatives and the merger process with a temporary credit fund facilitating cooperatives while having an impact on increasing profits for both cooperatives and SMEs. The success of passive franchise implementation depends on the role and involvement of local governments, retail policies themselves, human resources, and management.

Changes in the demographic structure and its impact on the economy are becoming interesting issues in almost all countries in the world, including Indonesia. Until 2030, the working age group dominates almost 60 percent of the total population in Indonesia. This phenomenon is a valuable asset which should be used optimally. Moderate adjustment of interest rate policy is an effort applied by Bank Indonesia to maximize the access to credit and public savings. Therefore, this study aims to determine the effect of demographic aspects and the real sector on the effectiveness of monetary policy in the presence of interest rate shocks. This study employed time series data with a time period of 1987Q1 – 2020Q4 in Indonesia. The analysis was performed by using time varying parameter-vector autoregressive (TVP-VAR) and fully modified-ordinary least square (FM-OLS). The results revealed that the population and the elderly population aspects had significant positive effects on the monetary policy, while the variable of productive age and the number of dependence aspects has significant negative effects. The relationship between the real sector and the monetary policy has a different relationship, such as a positive relationship between the savings and technology variables and the domestic credit variable which has a significant negative relationship with the monetary policy.

This study analyzes the monetary reaction function with shocks and the fear of floating phenomenon in the inflation targeting period in Indonesia. This study uses a new neoclassical synthesis approach. The unit root test result explains that all variables are stationary or I(0), and the long-run regression model is estimated. The results show that interest rates respond positively to future inflationary (counter-cyclical) in the log-run. The effect of triple shocks on interest rates in Indonesia is estimated using the Forward-Looking Model (FLM) and Error Correction Model (ECM). Using a predictive model performance (informal test), the best model in this study is FLM. In the short-run, only fluctuations in world oil prices significantly affect interest rates (counter-cyclical policy). Furthermore, BI's response to future inflation cannot be compared with BI's response to economic fluctuations, so this study has not been able to explain the significant effect of economic fluctuations on deposit interest rates. It means that the fear of the floating phenomenon cannot be explained in this study.

The Ministry of Transportation’s Vocational Education Public Service Agency (BLU) has been underperforming in asset optimization, indicating inefficiencies in its asset management plan. This study critically examines existing asset management strategies and leadership effectiveness within the Ministry’s vocational education sector. Employing a phenomenological research approach, this investigation prioritizes a deep dove into asset management practices through semi-structured interviews and literature reviews. The findings highlight significant shortcomings in the BLU’s asset management and leadership, particularly in failing to meet its asset performance targets. These inadequacies are evaluated using ISO 55000 standards alongside human resources data, assessing five key areas: procurement and supply chain integration, innovative leadership, effective organizational structure, dynamic organizational culture, and human resource development. Analytical Hierarchy Process (AHP) analysis was used to prioritize issues under the Human Resources and Organization criteria. It identified asset management leadership as the most critical focus, with a weight of 0.40. This was followed by organizational culture at 0.23, competency management at 0.17, and both procurement and supply chain management and organizational structure at 0.10. The development of business units was highlighted as a priority over other strategies such as asset utilization and management collaboration. The regulatory framework guiding these strategies includes Minister of Finance Regulation 202/PMK.05/2022, which outlines four strategic asset utilization options. The analysis was proven to be consistent, with all priority weight matrices showing consistency ratios (CR) below 0.1, ensuring the reliability of the findings.

Physical infrastructure development is a key instrument for promoting regional economic growth, particularly in Java as the center of national development activities. However, infrastructure development also generates varying spillover effects across regions. This study aims to analyze the impact of physical infrastructure on regional economic growth in six provinces on Java Island during the 2011–2022 period. Infrastructure variables include the length of public roads, toll roads, airport cargo activity as a proxy for airports, port cargo activity as a proxy for seaports, electricity sold, and the Construction Cost Index. Data were obtained from Statistics Indonesia (BPS), the Ministry of Public Works and Housing, the Ministry of Transportation, and CEIC Data. Spatial regression analysis using the Spatial Durbin Model (SDM) was applied to identify both direct effects and interregional spillover effects. The results show that the highest economic growth occurred in DKI Jakarta, while the spatial distribution of spillover effects across provinces is not clustered. Public road length and airport proxies have a significant positive impact on economic growth with positive spillover effects on neighboring regions. In contrast, toll road length exhibits a negative spatial effect with negative spillovers. Meanwhile, port proxies generate positive spillover effects. These findings indicate the need for careful consideration in infrastructure development planning to ensure alignment with regional interactions and balanced regional development.
