Abstract

Coordination is a very complex problem that has occurred in the management of protected forest in Indonesia.  The purpose of this study is to elucidate  how the Soft Systems Methodology (SSM) is used as a basis for rearranging coordination in  the  management of protected forest.  SSM demonstrates various aspects of coordination to be addressed and concrete steps that decision makers in the management of protected forest should make. Using the case example of protected forest management in Wonosobo Regency, Central Java, Indonesia, this study suggests that there are 9 steps to be considered in coordinating the management of protected forest. The findings of this study are relevant to decision makers in which the stages in SSM can assist decision makers to address problems in the coordination of protected forest management.

Abstract

A final project or Tugas Akhir Program (TAP) ADPU4500 is one of the difficulties courses to be completed by students at Universitas Terbuka. It requires learning assistance that can meet the need of all UTs students. One of the learning services that is suitably developed is Compact Disk multimedia, because of its flexibilities and practicality. This research is addressed to produce Compact Disk multimedia that is easily acquired by the student and meet the students requirements. There are several steps in developing a Compact Disk multimedia, those are needs assessment, media technological option, developmental strategy and instructional design process, prototype production process, and test-driving. Needs assessment is needed to get real students requirement view. Script Writer should be intensified in production process to get production result that suits script and avoids repeated production process requiring time and expenses. Students perception of the Compact Disk multimedia TAP ADPU4500 appearance is that it is interesting and attractive. The contents can be easily studied, help students accomplish test exercises, and increase students comprehension to TAP ADPU4500. However, the Compact Disk needs to be evaluated to improve the content.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis kinerja ASN dalam pembangunan zona integritas di kantor Pertanahan Kabupaten Majene, menelaah faktor-faktor yang mempngaruh i analisis kinerja ASN dalam pembangunan ZI di Kantor Pertanahan Kabupaten Majene. Pengumpulan data primer dan data sekunder maka peneliti menggunakan beberapa teknik pengumpulan data melalui observasi yaitu metode yang menitik beratkan pada pengamatan langsung di lokasi penelitian guna melihat dan mengetahui secara pasti, dan wawancara yaitu kegiatan tanya jawab lisan secara langsung kepada informan dengan terlebih dahulu merancang suatu pedoman wawancara yang akan dipakai sebagai panduan untuk menggali informasi yang relevan dengan tujuan penelitian.Wawancara dilakukan adalah untuk mengkonstruksi mengenai seseorang, kejadian, organisasi, perasaan, motivasi, tuntutan, kepedulian: merekonstruksi kebutuhan-kebutuhan sebagai yang telah diharapkan untuk dialami pada masa yang akan datang, memverifikasi, mengubah dan memeperluas informasi yang diperoleh dari orang lain, baik manusia maupun bukan manusia (triangulasi); dan memverifikasi, mengubah dan memperluas konstruksi yang dikembangkan oleh peneliti sebagai pengecekan anggota. Hasil penelitian menunjukkan bahwa kinerja ASN yang berkaitan dengan aspek hasil kerja, sehubungan dengan pembangunan zona integritas yang menunjukkan hasil dari pada kerja ASN dalam pembangunan zona integritas tersebut belum terlaksana secara maksimal, Faktor yang mempengaruhi kinerja yaitu faktor individu dan dukungan organisasi terhadap hasil kerja, kedisiplinan dan kerja sama. Faktor individu dimaksudkan adalah kemampuan dan keterampilan, dalam hal pendidikan merupakan salah satu alat ukur penguatan SDM yang dimiliki bagi ASN dalam capaian kinerja yang dapat melahirkan hasil kerja yang diolah dari suatu proses kerja yang dilaksanakan oleh individu dalam mencapai tujuan. Kemudian kedisiplinan yang dimiliki oleh individu ASN juga dapat memberi dampak terhadap kinerja organisasi, kemampuan yang berdasar pada pendidikan sebagai alur berfikir untuk perluasan wawasan individu ASN terhadap proses capaian kinerja individu maupun organisasi, dalam hal ini Kantor Pertanahan Kabupaten Majene.

Abstract

This study aims to analyze the influence and competence on the employees performance of Central Statistics Agency (BPS) in Pangkalpinang City and South Bangka Regency. This type of research is quantitative research. The object of research was the employees of BPS Pangkalpinang City and BPS South Bangka Regency with total population 40 people. The analytical tools used in this research were: frequency analysis, descriptive analysis, validity test, reliability test, hypothesis testing, regression analysis, and coefficient of determination. The results of this study indicated that motivation and competence have a significant effect on the employees performance of BPS Pangkalpinang City and BPS South Bangka Regency, either partially or simultaneously. The value of the coefficient determination (R2) is 0.811, meaning that 81.1% of the employees performance of BPS Pangkalpinang City and South Bangka Regency was influenced by motivation and competence variables, while the remaining 18.9 % was influenced by other variables.

Abstract

This study examines UT Indonesia's experience and learning in an effort to expand the quantity and improve the quality of higher education in Indonesia. The aim is to comprehensively analyze the role of UT Indonesia in providing higher education services, increasing the outreach of higher education, and quality assurance. This study uses literature studies to assess, critique, and synthesize literature on research topics that allow for the emergence of new theoretical frameworks and perspectives. The review process includes four phases: design, implementation, analysis, and finally writing a review. Studies show that UT Indonesia has a very important role in optimizing the field of higher education for the community. UT's excellence as a distance university is largely determined by the quality of service in the form of student satisfaction. In addition, with the characteristics of the distance education system, UT can be considered as a solution to various educational problems, especially those related to equity and democratization of education, as well as expanding access to quality education for all levels of society across time and space. Lastly, high-tech learning models and quality assurance systems can be implemented based on ICT. It is important to use a quality circle approach in developing DE courses and learning materials for students. UT has an important role in improving the accessibility and quality of ICT-based education in Indonesia because of its cost effectiveness and flexibility in the implementation of learning.

Abstract

This study aims to study how community participation in the development of the Telaga Biru Desert Tourism Village program. This study uses a qualitative method. The results of the study show that participation in the development of the Telaga Biru Desert Tourism Village is not comprehensive for all levels of society because the development of the Tourism Village is managed by a group of people who work together or are coordinated by BUMDes of Busung Village, Bintan Regency. The form of working relationship among group members is not top-down in nature but provides an opportunity for group members to participate in the form of ideas or suggestions for the development of the tourism village. The conclusion of this research is that it is hoped that BUMDes will be more intense in encouraging participation, especially group members in the development of the Telaga Biru Desert Tourism Village so that the income of community members can be further increased because the impact of the Covid-19 outbreak has caused the development activities of the Telaga Biru Desert Tourism Village to be less than optimal. Abstract

This article aims to examine the development of tourist villages, especially from the perspective of public participation and tourism marketing. Bengkulu is one of the provinces in Indonesia that has natural beauty and attractive tourist destinations; however, the development of its tourist villages has not been optimal in order to improve the welfare of rural communities. From the results of the study, it is hoped that there will be a deep understanding of tourist villages and the problems they face. The method used is comprehensive and systematic qualitative research on the problems of developing tourist villages in Bengkulu. To obtain comprehensive information, interviews were conducted with competent sources in the field of tourism villages in Bengkulu. Research findings show that public participation and tourism marketing in Bengkulu are not as expected. On the other hand, unclear regulations and authority have hampered the implementation of tourism village development in Bengkulu. This article provides lessons on how to optimise public participation and market tourism in a tourist village optimally. Apart from that, it is important to increase cooperation between stakeholders so that tourism village problems can be addressed comprehensively. The author suggests optimising clarity in the management of tourist villages so that people do not find it difficult to participate. It is necessary to ensure that tourism marketing is carried out in a sustainable manner by paying attention to preserving the environment and local culture and providing benefits to local communities.

Abstract

Isu sentral dalam penelitian ini adalah kurang optimalnya performa para pegawai di Kecamatan Bunguran Timur Laut, Kabupaten Natuna. Situasi ini kemungkinan disebabkan oleh penerapan yang belum optimal dari gaya kepemimpinan demokratis dan kurangnya disiplin kerja di kalangan para pegawai di Kecamatan Bunguran Timur Laut, Kabupaten Natuna. Metode penelitian yang digunakan oleh peneliti adalah explanatory survey, suatu pendekatan yang bertujuan untuk mengklarifikasi hubungan sebab-akibat dan menguji hipotesis. Dengan menggunakan data, penelitian ini bertujuan untuk menjelaskan hubungan kausal antara berbagai variabel melalui pengujian hipotesis. Dalam kerangka metode ini, data lapangan dikumpulkan, kemudian diuraikan dan dianalisis dengan menggunakan statistik yang relevan, untuk kemudian merumuskan kesimpulan tentang interpretasi data tersebut. Variabel yang menjadi fokus dalam penelitian ini meliputi Gaya Kepemimpinan Demokratis (X1) dan Disiplin Kerja (X2) sebagai variabel independen, serta Kinerja Pegawai (Y) sebagai variabel dependen

Abstract

Penelitian ini bertujuan menganalisis kualitas pelayanan Perpustakaan Daerah pada Dinas Perpustakaan dan Kearsipan Kabupaten Natuna, Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Pengumpulan data primer dilakukan melalui wawancara, pengumpulan data sekunder dilakukan melalui penelusuran dokumen. Informan wawancara berjumlah 11 (sebelas) orang. Temuan penelitian menunjukkan bahwa pada dimensi Realibility (keandalan) dan Tangible (bukti fisik) masih kurang dan perlu mendapat perhatian, selanjutnya pada dimensi Responsiveness (daya tanggap), Assurance (jaminan) dan Empathy (empati) cukup baik dan memuaskan. Penelitian ini menyimpulkan bahwa pelayanan perpustakaan daerah di Dinas Perpustakaan dan Kearsipan Daerah Kabupaten Natuna yang diukur dengan 5 (lima) dimensi Serqual secara umum sudah baik. Untuk meningkatan kualitas layanan pada Perpustakaan Daerah pemenuhan dan peningkatan kapasitas Sumber Daya Manusia, pemuktahiran koleksi baik melalui APBD maupun pelibatan Pihak Ketiga atau Corporate Social Responsibility (CSR) setiap tahunnya serta peningkatan sarana dan prasarana pendukung perlu dilakukan dan disamping itu optimalisasi pemanfaatan epusda dan penambahan waktu layanan serta kegiatan-kegiatan seminar, Focus Group Discussion (FGD), Lokakarya perlu dilaksanakan untuk memancing minat masyarakat tertarik datang ke Perpustakaan Daerah Kabupaten Natuna.
