Abstract

This research is a descriptive study with the aim to produce a model of planning for therecruitment and training of the institution in creating a professional labor export. The methodologyused by the technique of collecting data through surveys, koesioner, and interviews, the sample isprospective migrants who apply through the recruitment agency in West Sumatra. The resultswere obtained that the model include the need to pay attention to the existence of recruitment, thecharacteristics of the workers, paperwork / documents TKI, giving skills / expertise of workers andthe provision of debriefing Final Departure (PAP) before workers dispatched. From the analysisconducted that models used give a significant effect of more than fifty percent. This means that thismodel should be applied against those involved in sending workers abroad, namely recruitmentand skills training institutes place. As for the government of this model can be used as a referencein making a policy in sending workers abroad in order to minimize problems abroad.

Abstract

One of the characteristics of regional financing in implementing autonomy is the source of Local Own Revenue (PAD), which consists of the results of local taxes, the results of regional retribution and the results of the management of local wealth that is separated as a major component of APBD sources. In order to increase PAD, the Government must first know what is the source of the PAD. Potential and potential revenue source sources are Parking Levies on the Public Roads as set forth in Article 1 of Padang City Regional Regulation No. 1 of 2016 on the Second Amendment to Padang City Regulation Number 11 Year 2011 on Public Service Levies stating "Parking Levies in The Public Road is a local levy as payment for public roadside services provided by the Regional Government. From the observation while not yet well coordinated parking places beside public roads in Padang City, it seems there are still many unofficial parking officers who operate on the side of the road, therefore it needs to be studied how the management of public roads parked in the city of Padang. This research is an empirical law research or sociological law research, the data needed is primary and secondary data, while the data collection technique used is with observation and structured interviews, After the data is processed then done data analysis by using qualitative analysis that is by expressing reality in the form of a sentence, to the data obtained from the results of the study, without using the figures in the statistical formula. From the results of research and discussion can be concluded, parking providers in the city of Padang: a. The responsibility for the implementation of parking is implemented by the Department of Transportation. b. For implementing the operational technique of parking operation is carried out by the technical implementing unit of the agency, abbreviated as UPTD.c. UPTD is under and responsible to the Head of Transportation Department.

Abstract

Sumatera Barat dengan landasan kehidupan masyarakat (Basis Filosofi) “Adat Basandi Syara Syara Basandi Kitabullah” yang berbudaya Islami menjadi terganggu dengan semakin luas dan berkembangnya perbuatan maksiat di tengah-tengah masyarakat yang mengakibatkan tidak saja merusak kehidupan sosial ekonomi, bahkan terlihat gejala-gejala kehancuran mental moral masyarakat khususnya generasi muda yang pada dasarnya akan merusak ketertiban dan keamanan. Dalam menjalankan peranannya, satuan Polisi Pamong Praja berpedoman pada Peraturan Daerah Kota Padang Nomor 11 Tahun 2005 tentang Ketertiban Umum. Faktor-faktor yang menghambat peranan Satuan Polisi Pamong Praja Kota Padang dalam pencegahan dan pemberantasan maksiat ada 2 faktor, yaitu faktor internal : sumber daya manusia yang terbatas, belum adanya Peraturan Daerah Kota Padang yang mengatur khusus tentang maksiat, tersebarnya jadwal razia, sarana dan prasarana yang belum memadai, anggaran yang tidak mencukupi. Faktor Eksternal : kurangnya dukungan oleh masyarakat, minimnya kesadaran dan rasa malu pelaku maksiat.

Abstract

Kota Padang The capital of West Sumatra Province has many business entities, such as the cement, rubber, wood, restaurant, warehouse and many other industries, which can have an impact on environmental quality. in responding to that matter, the City Government of Padang provided an environmental quality testing laboratory to run the Padang City Regulation No. 12 of 2011 concerning Business Service Levies, the problem here is how to implement business service levies at the UPTD Laboratory of the Environmental Service Office of the City of Padang, to answer the above questions The author conducts research using the method of legal research of sociological juridical or legal research that focuses on field research to obtain primary data, besides that it also conducts research on secondary data obtained from primary legal materials, secondary legal materials and tertiary legal materials. the nature of this research is descriptive which illustrates broadly the Implementation of Business Service Levies in the UPTD Laboratory of the Padang City Environment Agency. From primary data and secondary data collected then the data is processed by editing, coding, tabulating, after the data is processed then analyzed qualitatively to get conclusions. based on research by the author, it can be concluded that the implementation of Business Services Levies in the UPTD Laboratory of the Padang City Environment Agency, where the quality assurance of the results of the test is very accurate and reliable because the UPTD Laboratory of the Padang City Environment Agency has been accredited by the National Accreditation Committee (KAN) and has fulfilled the National standard based on ISO / IEC 17025 the latest edition of the general requirements of the competence of testing and calibration laboratories.

Abstract

After the implementation of the Padang City Regional Regulation No. 8 of 2012 concerning Supervision, Control and Prohibition of Alcoholic Drinks has implications for the circulation of alcoholic drinks in the City of Padang. The Civil Service Police Unit as a regional apparatus in carrying out its duties has a supervisory function over the community, apparatus, or legal entity for the implementation of Regional Regulations and Regional Head Regulations. Satpol PP in supervising alcoholic drinks in the city of Padang is carried out against 1) Direct sellers or retailers of alcoholic drinks of class B and / or C, or alcoholic drinks containing spices, herbal medicine and / or the like, 2) Sales and / or packaging of drinks class B and / or class C alcoholic drinks, 3) The location for storing or selling alcoholic drinks of class B and / or class C. As for the constraints of the role of the civil service police unit in monitoring alcoholic drinks in Padang city, namely: 1) Limited number of personnel and facilities making the Satpol PP of Padang City in supervising alcoholic drinks not maximally, 2) There is resistance by direct sellers or retailers of alcoholic drinks, 3) Business actors who have been repeatedly disciplined are still carrying out activities to sell alcoholic drinks. How to Overcome Obstacles From the Role of Civil Service Police Units in Supervision of Alcoholic Drinks in Padang City, namely: 1) Padang City Satpol PP tries to meet the number of personnel and facilities needed by recruiting personnel and purchasing facilities, 2) Padang City Satpol PP continues supervise alcoholic beverage sales places that are not in accordance with the provisions in a humane and professional manner, 3) Satpol PP will continue to supervise alcoholic drink sellers consistently and continuously.
