Abstract

The problem in this research is (1) how policy implementation No. 19 of 2009 about quality control guidelines Audit on the Inspectorate of Right Way District, (2) What aspects inhibit policy implementation number 19 year 2009 Audit quality control Guidelines on the Inspectorate of the right Way district. This method of research is using a qualitative research type with a descriptive analysis method. The use of this method is to examine and describe qualitatively, how the implementation of policy No. 19 of 2009 on quality control guidelines for Audit on the Inspectorate of Way Kanan District. The results showed that the implementation of policy No. 19 of 2009 on the Audit quality control guidelines on the Inspectorate of Way Kanan District, has been running by utilizing the human resources potential, according to the concept (1) communication, Implementation of policy No. 19 year 2009 is always communicated to the target institution, (2) the disposition/attitude of the officer, in general the employee has been good according to the provisions in carrying out the task, (3) resources, standards of Human resources competency The inspectorate has not been fulfilled, so the audit results are relatively less than optimal (4) bureaucratic structure, it has to do the task and authority is at the leadership of the organization that distributes tasks to subordinates. Aspects that inhibit policy implementation No. 19 year 2009 about quality control Audit at the Inspectorate of the right Way,  (1) The unit of results, the result of the monitoring of the aforementioned Bulum is fully acted upon on the Findings by OPD; So that the results of the audit is relatively less than optimal, (2) The unit time inspection is not uniform, so the timeliness in can impede the smooth audit quality, (3) The quality of work, with the weak audit techniques to uncover The substance of the findings is still weak, the results of work done relatively not optimal.

Abstract

The problems in this study are: (1) Is there an influence of Workload on the Performance of Employees in the Protocol and Communication Section of the Bandar Lampung City Leaders, (2) Is there any influence of Motivation on the Performance of the Employees in the Protocols and Communication of the Bandar Lampung City Leaders, (3) Is there an influence of Workload and Motivation on Employee Performance in the Protocol and Communication Section of the Bandar Lampung City Management.The research method used in this study is a survey using survey methods. By means of the census it is intended that all populations are also sampled because the population is limited and allows researchers to examine all populations by using questionnaires as a data collection tool. In completing the main data (primary data) also used interviews with section leaders and staff to strengthen and explore factors which cannot (yet) have been revealed in the questionnaire.The results showed that there was a significant influence of Workload and Motivation on Employee Performance in the Protocol and Communication Section of Bandar Lampung City Leaders, the biggest influence of the dimensions of workload forming was the dimension of external factors, while the smallest dimension of the variables forming workload was an internal factor, then The biggest dimension of forming motivation is financial motivation, while the smallest influence of forming variables motivation is non-financial motivation. Based on the results of the study, it can be suggested that the need to increase the division of labor properly, so that the workload can be divided properly, and employee motivation in being increased according to the workload so that employee performance in the Protocol and Communication Section of the leadership of the Bandar Lampung City, can increase as expected.

Abstract

Performance of Public Servant Civil of In Improving Service Quality of On Duty Education of National of Young Fellow And Athletics of Regency Lampumg Selatan.this Research Target is to know and analyse : (1) To know and analyse the Performance of Public Servant of Civil At On Duty Education of National of Young fellow and athletics of Regency Lampung Selatan, (2) To know and analyse the service Quality of At On Duty Education of National of Young fellow and athletics of Regency Lampumg Selatan.this Research Method is use the research type qualitative with the descriptive analysis method. this Method use is to mendeskripsikan of Performance of Public servant of civil At On Duty Education of National of Young Fellow And Athletics of Regency Lampumg Selatan, studying qualitative, how All data obtained is direct the than field informan by using interview and obsevasi.Conclusion that officer performance of On Duty Education of National of Young fellow and athletics of Regency Lampumg Selatan not yet goodness, that matter because not yet been supported with the storey;level of officer education, good of formal education, and also with the education and training which have been followed by the officer. later;then officer skill which relative not yet baik, so that service not yet optimal, because not yet full supported by adequate experience because generally existing officer represent the officer which not yet old undertake at On Duty Education of National of Young fellow and athletics of Regency Lampumg Selatan although have there are some officer also which is since lifted to undertake at the office. But that way, constraint found by after following education and training, officer behave and is behavioral in work attitude which not yet as according to expectation so that can lessen the officer performance, in giving service.

Abstract

The existence of such rapid social change movements in people's lives requires anticipation in the form of increased competence and capacity of Satpol PP personnel and institutions that are able to respond to these changes. This is also intended so that unnecessary social collisions and losses can be suppressed in such a way. With such competencies and abilities, it is hoped that Satpol PP duties will be more professional, have minimal social losses, succeed in accordance with the objectives of local government policies, and get full support from the community. In order to increase the capacity of human resources and optimize the performance of Satpol PP, the Government has established a Civil Service Police Functional Position based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform Number 4 of 2014 concerning the Functional Position of the Civil Service Police and its Credit Score. The data collection techniques in this study are observation, interview and documentation. There are 7 informants in this study (objectives) people. The research method uses qualitative research methods. In general, the results of the study are that the implementation of the performance of functional officials at the Satpol PP of Lampung Province in an effort to prevent the spread of COVID-19 in Lampung Province is quite effective because based on the indicators in measuring the improvement in performance that have been described, the role of functional officials is highly correlated with these activities. activities carried out in the midst of a pandemic that occurred, so that the implementation of functional activities synergized with prevention efforts carried out by the Satpol PP of Lampung Province.

Abstract

Drug problems are not a common problem but are something urgent, complex and a serious threat. As a form of attention from the Indonesian government, the government formed an institution, namely the National Narcotics Agency which has a legal basis, namely Law No. 39 of 2009 concerning drugs in charge of prevention, eradication of abuse and illicit trafficking of psychotropics, precursors, and other addictive substances except materials for tobacco and alcohol. . Drug users are no longer criminals according to PP 25 of 2011 concerning Self-Reporting at the Recipient Institution for Compulsory Reporting (IPWL). In this case, drug users will carry out rehabilitation both outpatient and inpatient with counseling activities. The study used the outpatient method. The purpose of this study was to determine the effectiveness of outpatient counseling at the National Narcotics Agency of Lampung Province. This study uses a qualitative method with a descriptive approach. The results of the study indicate that outpatient client counseling at the National Narcotics Agency of Lampung Province has been quite effective but facilities and infrastructure need to be improved to support the implementation of counseling. In the implementation of counseling, it is inseparable from the supporting aspects, namely having qualified and professional human resources and the use of advice and infrastructure can be maximized by the counselor for good counseling and the inhibiting aspect is related to commitment or the presence of clients who sometimes like to pass the session.   Key Words: Effectiveness, Counseling, Clients, Outpatient

Abstract

Rumusan pertanyaan penelitian ini membahas apakah motivasi berpengaruh terhadap kinerja pegawai, kemudian apakah kedisiplinan pegawai juga berpengaruh terhadap kinerja pegawai, serta apakah motivasi dan disiplin pegawai berpengaruh terhadap kinerja pegawai pada Sekretariat Daerah Kota Metro. Penelitian ini menggunakan metode survei dengan populasi penelitian berjumlah 40 orang pegawai pada Sekretariat Daerah Kota Metro, penelitian ini bersifat sensus sebab seluruh populasi menjadi sampel dalam penelitian. Dari penelitian yang telah dilakukan terdapat hasil yang menunjukan bahwa motivasi dan disiplin memiliki pengaruh yang cukup signifikan terhadap kinerja pegawai Pada Sekretariat Daerah Kota Metro, dimana diketahui bahwa motivasi yang memiliki pengaruh besar adalah dimensi motivasi internal sedangkan variabel disiplin dengan dimensi pengaruh yang kecil yaitu dimensi motivasi eksternal. Dari hasil penelitian juga diketahui bahwa motivasi dan kedisiplinan pegawai belum berjalan dengan optimal hal ini ditunjukan dari beberapa variabel yang banyak mempengaruhi dan berakibat pada ketidak telitian dari para pegawai dalam melaksanakan tugas dan tentu saja berpengaruh pada penurunan kinerja

Abstract

The village government is a form of regional autonomy in order to provide space for the community in regional development, related to this, the role of the Village Consultative Body is very much needed in improving the village development system, this research aims to find out the role and inhibiting aspects of the Village Consultative Body (BPD) in the development of Margojaya Village, East Mesuji District, Mesuji Lampung Regency, through qualitative methods with data collection techniques in the form of interviews, observation, and documentation. The results of research on the role of the Village Consultative Body in Development consist of carrying out development supervision, carrying out planning, and assisting in the positioning of village organizations. The Village Consultative Body provides benefits for development by the village government so that development becomes more optimal. However, in implementing the role of the Village Consultative Body (BPD) there are still many obstacles, namely the determination of members of the Village Consultative Body tends to be passive and not optimal in processing village regulations.AbstrakPemerintah desa merupakan salah satu bentuk otonomi daerah  guna memberikan ruang gerak bagi masyarakat dalam pembangunan daerah. Terkait dengan hal itu sangat dibutuhkan peran Badan Permusyawaratan Desa dalam meningkatkan sistem pembangunan desa. Penelitian ini bertujuan untuk mengetahui bagaimana peran dan aspek-aspek penghambat Badan Permusyawaratan Desa (BPD) dalam pembangunan desa Margojaya Kecamatan Mesuji Timur Kabupaten Mesuji Lampung, melalui metode kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa peran Badan Permusyawaratan Desa dalam Pembangunan terdiri dari pelaksanaan pengawasan pembangunan, melakukan perencanaan, dan membantu permosisian organisasi desa. Badan Permusyawaratan desa memberikan manfaat terhadap pembangunan oleh pemerintah desa sehingga pembangunan menjadi lebih optimal. Akan tetapi dalam melaksanakan perannya Badan Permusyawaratan Desa (BPD) masih banyak menjumpai beberapa kendala, yakni penetapan anggota Badan Permusyawaratan Desa cenderung bergerak pasif dan belum optimal dalam memproses penetapan peraturan desa.

Abstract

The problems in this study are (1) How is the development of human resources in improving employee performance at the Lampung Provincial Personnel Agency? (2) What aspects are the supporters and obstacles in the development of human resources in improving employee performance at the Lampung Provincial Personnel Board? The method used in this research is a descriptive qualitative research method. The use of this method is to describe the development of human resources in improving employee performance at the Lampung Provincial Personnel Agency, to examine qualitatively, The results showed that the development of human resources in improving employee performance at the Lampung Provincial Personnel Board, through) education, there were still employees with high school education (SMA), training had been carried out but not all employees participated regularly Skills, in general, employees have good work skills, although not optimal. While the inhibiting aspects are (1) existing human resources, each of which has an employee who has a high school education background, (2) lack of various supporting facilities in completing work, and frequent lights out, so that it can interfere with the smooth completion of work. (3) The relative absence of educational assistance to employees who continue their education.

Abstract

The problems in this research are (1) How the Regional Development Planning Agency (Bappeda) Functions in Developing Policies in the Development Sector of Mesuji Regency is one of the issues with this study. (2) What factors limit the Regional Development Planning Agency's (Bappeda) ability to formulate policies for the Mesuji Regency's development sector. This research design uses qualitative research with qualitative descriptive analysis method. The research design intends to describe and qualitatively examine the Role of the Regional Development Planning Agency (Bappeda) in Formulating Policies in the Development Sector of Mesuji Regency. The findings revealed that: (1) The Regional Development Planning Agency's (Bappeda) role in developing policies for the Mesuji Regency's development sector has been carried out in accordance with its role as a formal authority.
