Abstract

Distribution of goods and services along the island of Java still mainly depends on the North Java Coastal Road named PANTURA. Trafict demands along this road are increasing every year and road capacity can not match this growth. The government of Indonesia has plans to develop another trans Java route to meet the demands and to develop the southern corridor of Java. The province of Jogyakarta will experience an impact and needs to provide input to the proposed route, as the road can support development of existing regional potencies. The objective of study is to analyze the economic feasibility of fourth alternative southern Java road route in Jogyakarta province there were evaluated. This analyzewere based on estimated producer surplus of agricultural commodities within influence area. Abstract

ABSTRACTSmart people are the basis of the realization of Smart Cities. This relates to the formation of smart cities, must have intelligent human resources and supported by policies and infrastructure of mobility, governance, economy and environment that are also smart to produce the quality of life as intelligent as desired. Semarang City Government, has been implementing the concept of smart cities since 2013. This travel program is very dynamic in the field. For this reason, it is necessary to consider the effectiveness of the application of the smart city concept by the Semarang City Government to the community. The assessment carried out is by calculating the Human Development Index (HDI) or can also be called the Human Development Index (HDI). Through this evaluation, making information about the application of the Smart Cities concept specifically reviews aspects of human development. ("The process of enlarging people's choices"). Longevity and healthy living, knowledge level and decent standard of living of the community. These findings serve as well as feedback for the implementation of the Smart Cities policy for future policy refinement.Keywords: Human Development Index, intelligence, effectiveness ABSTRAKSmart people merupakan dasar dari terwujudnya akan Smart City. Hal ini dikarenakan untuk membentuk suatu kota yang cerdas, harus memiliki sumber daya manusia yang cerdas dan didukung oleh kebijakan dan infrastruktur dari mobility, governance, economy dan environment yang juga cerdas sehingga menghasilkan kualitas hidup yang cerdas seperti yang diinginkan. Pemerintah Kota Semarang, telah menerapkan konsep smart city sejak tahun 2013. Perjalanan program ini sangat dinamis di lapangan. Untuk itu diperlukan penilaian terhadap tingkat efektifitas penerapan konsep smart city oleh Pemerintah Kota Semarang terhadap masyarakat. Pendekatan yang dilakukan adalah dengan menghitung Indeks Pembangunan Manusia (IPM) atau dapat juga disebut Human Development Indeks (HDI). Melalui pendekatan ini, dihasilkan informasi tentang efektivitas penerapan konsep Smart City khususnya ditinjau dari aspek pembangunan manusia. (“a process of enlarging people’s choices”). Adapun variabel yang diukur meliputi Umur panjang dan hidup sehat, tingkat pengetahuan dan standar hidup layak masyarakat. Abstract

Asphalt Concrete Wearing Course (AC-WC) is a wearing layer on flexible pavements that directly receives traffic loads and environmental influences. However, conventional mixtures are still susceptible to plastic deformation, fatigue cracking, and water damage, so material modification is needed to improve their performance. This study aims to analyze the effect of adding latex and rice husk ash on the Marshall characteristics of AC-WC and to determine the optimal mixture variation. Laboratory experimental methods were used with 60/70 penetration asphalt, aggregates in accordance with the 2025 General Specifications for Highways, latex as an additive, and rice husk ash as a filler, with variations of 0%, 4%, 7%, and 9% latex and 0%, 3%, 6%, and 7% rice husk ash. Marshall test results showed that the combination of materials significantly affected the stability, flow, and stiffness of the mixture, while still meeting Bina Marga technical requirements. The best mixture was obtained with 3% latex and 6% rice husk ash, with VIM 4.82%, VMA 21.63%, VFB 78.01%, stability 831.17 kg, flow 3.73 mm, and MQ 222.33 kg/mm, making this variation recommended as the optimal and environmentally friendly AC-WC mixture.

Abstract

This study evaluates Occupational Health and Safety (OHS) performance in the Ibrahim Tower Phase 1 Construction Project at Roemani Muhammadiyah Hospital, Semarang, using a field-based empirical quantitative descriptive-evaluative approach. The research integrates hazard identification, frequency rate measurement, and assessment of preventive implementation to determine overall safety performance. From 203 identified potential hazards within the project’s SMK3 documentation, 39 were verified as actual occurrences, representing 19.21 percent of the total identified hazards. Frequency Rate calculations based on 985,600 working hours indicate that all actual hazard variables fall within the low-risk category (FR ≤ 5), demonstrating controlled accident intensity. Questionnaire analysis involving managerial and operational personnel reveals good to very good levels of preventive implementation, supporting the low frequency findings. The integration of documented safety systems, empirical verification, quantitative risk measurement, and organizational commitment suggests that the project’s OHS management system functions effectively.

Abstract

The construction sector has a high rate of workplace accidents, necessitating the implementation of an effective Construction Safety Management System (CSMS) to minimize potential hazards. This study aims to evaluate the implementation of the CSMS in the Phase I Flood Control Project of the Tenggang System in Semarang City, assess its compliance with Ministry of Public Works and Public Housing Regulation No. 10 of 2021, and analyze the level of compliance based on respondents’ perceptions. The method used was quantitative descriptive analysis through the distribution of questionnaires to 25 respondents from the Supervising Consultant team of PT Nindya–Sacna KSO. Data analysis was conducted using validity tests, reliability tests, calculation of mean values, and the Relative Importance Index (RII) using IBM SPSS Statistics. The research results indicate that all statement items are valid and reliable, with very high Cronbach’s Alpha values of 0.975, 0.909, and 0.928. The mean values fell into the high to very high categories, ranging from 4.76 to 4.96. This indicates that the implementation of SMKK has been optimal, in accordance with regulations, and has a good level of compliance, although continuous improvement is still needed to maintain consistency in its implementation.

Abstract

Construction project control requires careful planning to avoid delays and cost overruns. This study aims to evaluate the performance of the CBT Laboratory Building construction project at the Faculty of Medicine, Wahid Hasyim University, Semarang, in terms of cost and time using the Earned Value Analysis (EVA) method, and to analyze acceleration alternatives using the crashing method. The method used is a quantitative approach with a case study, based on project data such as the Budget Plan (RAB), S-curve, and work progress reports. The analysis was carried out using the Earned Value Analysis (EVA) method to assess project performance in terms of cost and time through indicators such as CV, SV, CPI, and SPI. Furthermore, an acceleration analysis was conducted using the crashing method to determine the optimal alternative for overcoming project delays by considering time and cost efficiency. The results of the Earned Value Analysis indicate that the project experienced delays and cost overruns, as shown by SPI < 1 and CPI < 1. The estimated project completion time increased to 227 days, longer than the initial plan of 217 days, while the estimated final cost reached RP 5,451,241,064.85, exceeding the initial budget. Acceleration efforts using the crashing method show that adding adding labor is more efficient than working hours (overtime), resulting in a project duration of 212 days with lower costs of RP 5,658,221,364.08. Thus, the Earned Value Analysis method is effective for evaluating project performance, while crashing can be a solution for acceleration by considering time and cost efficiency.
