Abstract

Abstract:  This study aims to find out (1) how the law regulates bullying behavior (2) the factors that cause bullying behavior in the community of Matakali sub-district, Polewali Mandar district (3) Efforts to overcome bullying behavior in Matakali sub-district, Polewali Mandar district. This research is a qualitative descriptive study. The types and sources of data used in this study are primary data sources and secondary data sources. Data collection techniques include: observation, interviews and documentation. The data obtained from the research were collected and processed by qualitative descriptive data analysis. The results of the study show that: (1) Legal arrangements for bullying behavior are generally regulated in law number 35 of 2014 concerning child protection, the provisions of which are contained in article 1 number 15a, article 9, and article 76C related to the prohibition of committing cruelty to children. Therefore, the legal action given to the perpetrators of bullying is in the form of warning actions, coaching actions and imprisonment as regulated in article 5, article 7, article 10, and article 71 of law number 11 of 2012 concerning the juvenile criminal justice system. (2) The factors that cause bullying behavior are two factors where the perpetrator himself does not like the victim and the lack of emotional control from the perpetrator, the two victim factors are the presence of the victim disturbing the domination of the perpetrator's power, causing competition between the perpetrator and the victim, (3) Efforts In overcoming bullying behavior there are two, namely preventive efforts where law enforcement officers carry out socialization by providing legal understanding and strengthening to students, teachers and parents regarding the impact of the dangers of bullying, both repressive efforts, namely the perpetrators of bullying are given legal action by law enforcement officers in the form of coaching actions. outside the institution by carrying out community services in accordance with the provisions of article 71 of law number 11 of 2011 concerning the juvenile criminal justice system related to the principal crime of children. Keywords: BullyingAbstrak: Penelitian ini bertujuan untuk mengetahui (1) Bagaimana pengaturan hukum terhadap perilaku bullying (2) Faktor – faktor Penyebab terjadinya perilaku bullying pada masyarakat kecamatan Matakali kabupaten Polewali Mandar (3) Upaya dalam mengatasi perilaku bullying di kecamatan Matakali Kabupaten Polewali Mandar. Penelitian ini merupakan penelitian deskriptif kualitatif. Jenis dan sumber data yang digunakan dalam penelitian ini yaitu sumber data primer dan sumber data sekunder. Teknik pengumpulan data meliputi: observasi, wawancara dan dokumentasi. Data yang diperoleh dari penelitian dikumpulkan dan diolah dengan analisis data secara deskriptif kualitatif.  Dari hasil penelitian menunjukkan bahwa: (1) Pengaturan hukum terhadap perilaku bullying secara umum diatur dalam undang – undang  nomor 35 tahun 2014 tentang perlindungan anak  yang ketentuannya terdapat pada pasal 1 angka 15a  mengenai kekerasan anak, pasal 9 mengenai hak perlindungan, dan pasal 76C  mengenai larangan melakukan kekerasan terhadap anak. Oleh Karena itu tindakan hukum yang diberikan terhadap pelaku bullying berupa tindakan peringatan, tindakan pembinaan dan penjara sebagaimana diatur dalam pasal 5 mengenai bentuk penyelesaian dan pasal 71 mengenai pidana pokok anak dalam undang – undang nomor 11 Tahun 2012 tentang sistem peradilan pidana anak. (2) Faktor penyebab terjadinya perilaku bullying ada dua  faktor  dimana dari pelaku itu sendiri yang tidak menyukai korban dan kurangnya kontrol emosi dari pelaku, kedua faktor korban yaitu keberadaan korban menganggu dominasi kekuasaan pelaku sehingga menimbulkan persaingan anatara pelaku dan korban, .(3) Upaya dalam mengatasi perilaku bullying ada dua yaitu upaya preventif dimana pihak aparat penegak hukum melakukan sosialisasi dengan memberikan pemahaman hukum serta penguatan kepada siswa, guru maupun orang tua terkait dampak bahaya bullying, kedua upaya represif yaitu  pelaku bullying diberikan tindakan hukum oleh aparat penegak hukum berupa tindakan pembinaan di luar lembaga dengan melaksanakan pelayanan masyarakat sesuai dengan ketentuan pasal 71 undang – undang nomor 11 tahun 2011 tentang sistem peradilan pidana anak terkait pidana pokok anak. Kata Kunci : Bullying

Abstract

Penelitian ini bertujuan untuk mengetahui (1) Bentuk kegiatan literasi dan numerasi dalam pelaksanaan program kampus mengajar di UPTD SD Negeri 99 Barru. (2) Hasil pelaksanaan kegiatan literasi dan numerasi di UPTD SD Negeri 99 Barru. Untuk mencapai tujuan tersebut maka peneliti menggunakan teknik pengumpulan data melalui data dokumentasi, dan wawancara. Data yang diperoleh dari hasil penelitian diolah menggunakan analisis deskriptif kualitatif.

Abstract

Abstract: This study aims to (1) identify and obtain data regarding the implementation of the functions of the Village Consultative Council in Development Supervision in Enrekeng Village, Ganra District, Soppeng Regency. (2) knowing and obtaining data regarding the inhibiting factors for the implementation of the functions of the Village Consultative Council in the supervision of Development in Enrekeng Village, Ganra District, Soppeng Regency. To achieve this goal, the researcher used a qualitative approach using a phenomenological research type. And to achieve the research objectives, researchers also used data collection techniques in the form of observation, documentation and interviews, using research instruments in the form of observation guidelines, interview guidelines, and documentation forms or form sheets. Using triangulation and member checks as procedures to check the validity of the data. Using data collection, data reduction, data modeling and drawing conclusions as data analysis techniques.            The results of this study indicate that (1) there are 3 (three) implementation of the functions of the village consultative body, namely 1) discussing and agreeing on the draft village regulations with the village head, in the implementation of the first function this is done well as evidenced by the presence of every deliberation held and attended by the head village, village government, BPD and the community. 2) Accommodating and channeling the aspirations of the village community is carried out but not optimally, in carrying out this function the BPD is by conveying aspirations to the BPD and conveying aspirations through village meetings. 3) Supervising the performance of the village head, the implementation of this function is carried out by the BPD by supervising activity plans and supervising the implementation of activities, namely the village head providing an accountability report to the BPD and also evaluating the village head by the BPD (2) factors that impede the implementation of the function The Village Consultative Body includes the lack of facilities and infrastructure for the BPD secretariat, incompetent human resources, and insufficient funding.Keywords: Implementation, Supervision, Village Development Abstrak: Penelitian ini bertujuan untuk (1) mengetahui dan memperoleh data mengenai pelaksanaan fungsi Badan Permusyawaratan Desa dalam Pengawasan Pembangunan di Desa Enrekeng, Kecamatan Ganra, Kabupaten Soppeng. (2) mengetahui dan memperoleh data mengenai faktor-faktor penghambat pelaksanaan fungsi Badan Permusyawaratan Desa dalam pengawasan Pembangunan di Desa Enrekeng, Kecamatan Ganra, Kabupaten Soppeng. Untuk mencapai tujuan tersebut peneliti menggunakan pendekatan kualtitatif dengan menggunakan jenis penelitian fenomenologi. Dan untuk mencapai tujuan penelitian tersebut pula peneliti menggunakan teknik pengumpulan data berupa observasi, dokumentasi dan wawancara, dengan menggunakan instrumen penelitian berupa pedoman observasi, pedoman wawancara, dan borang dokumentasi atau lembar isian. Menggunakan triangulasi dan member check sebagai prosedur pengecekan keabsahan data. Menggunakan pengumpulan data, reduksi data, model data dan penarikan kesimpulan sebagai teknik analisis data.            Hasil penelitian ini menunjukkan bahwa (1) pelaksanaan fungsi badan permusyawaratan desa ada 3 (tiga)  yakni 1) membahas dan menyepakati rancangan peraturan desa bersama kepala desa, dalam pelaksanaan fungsi yang pertama ini dilakukan dengan baik terbukti adanya setiap musyawarah yang dilakukan dan dihadiri oleh kepala desa, pemerintah desa, BPD serta masyarakat. 2) Menampung dan menyalurkan aspirasi masyarakat desa dilakukan namun belum maksimal, dalam pelaksanaan fungsi ini BPD dengan cara penyampaian aspirasi kepada BPD dan penyampaian aspirasi melalui musyawarah desa. 3) Melakukan pengawasan kinerja kepala desa, pelaksanaan fungsi ini dilakukan oleh BPD dengan cara pengawasan rencana kegiatan dan pengawasan pelaksanaan kegiatan yakni kepala desa memberikan laporan pertanggungjawaban kepada BPD dan dilakukan juga evaluasi oleh BPD kepada kepala desa (2) faktor-faktor yang menghambat pelaksanaan fungsi Badan Permusyawaratan Desa antara lain faktor sarana dan prasarana sekretariat BPD yang belum ada, sumber daya manusia yang kurang kompeten, dan faktor dana yang belum mencukupi.Kata Kunci : Pelaksanaan, Pengawasan, Pembangunan Desa

Abstract

Civics Teachers' Perceptions of the 2013 Curriculum Changes Towards an Independent Curriculum at MTs Negeri 1 Watampone. Thesis. Pancasila Citizenship Education Study Program, Department of Law and Citizenship, Faculty of Social and Legal Sciences, Makassar State University. (Supervised by Mustaring and Muh. Sudirman). This research was conducted with the aim of finding out: 1) PPKn Teachers' Knowledge about the 2013 Curriculum Changes Towards an Independent Curriculum at MTs Negeri 1 Watampone, and 2) PPKn Teachers' Readiness regarding the 2013 Curriculum Changes Towards an Independent Curriculum at MTs Negeri 1 Watampone. This type of research is qualitative research using a descriptive approach, therefore, in order to achieve a research objective, data collection techniques are used, namely observation, interviews, documentation. The informants for this research were 3 PPKn teachers. The results show that: 1. PPKn teachers' knowledge about curriculum changes at MTsN 1 Watampone is from several aspects of assessment regarding the concepts and principles of the independent curriculum, it can be seen that the teacher has understood and knows the concepts and principles in the independent curriculum 2. The readiness of PPKn teachers regarding curriculum changes at MTsN 1 Watampone can be categorized as ready, this is proven by fulfilling the assessment aspects, namely having teaching tools, assessment tools, adapting learning methods, as well as attending training or workshops related to the independent curriculum.
