Abstract

Democratization in Indonesia has been manipulated through various instruments of administrative reform. The Indonesian bureaucrats, consequently, faces up the pressures from the political elites who have then new comfort space in bureaucratic government. This paper describes the dynamics of political interaction of the bureaucrats within the new government of Indonesia.

Abstract

The city of Makassar is an example of smart city development practice and considered successful in emerging with a new policy innovation. The city was able to build a smart city not only based on information technology (IT) but also involves a local wisdom called “sombere”. The value of sombere in the life of the people of Makassar is a manifestation of the attitudes and behaviors that includes friendliness, kindness, and care. This study examines how the application of sombere local wisdom in supporting smart city-based policy in Makassar. This study uses qualitative methods with case study designs. Data collection is carried out through interviews, observations, and documentation, and were analyzed using an interactive model. The results showed that the value of friendliness, kindness, and care in sombere is the key to a successful implementation of smart city policies. Sombere could maintain the policy so that it remained sustainable and easily accepted by the people of Makassar. Local wisdom significantly has a positive effect on each service and program created. However, in some of the programs, local wisdom is difficult and even too forced to combine with the smart city program. The dimensions that are well supported by local wisdom are found in the dimensions of smart governance, smart living, and smart society. Meanwhile, the dimensions of the smart environment and smart economy are difficult to combine local values with the use of technology. Moreover, the value of local wisdom seems to be just a slogan in smart branding.

Abstract

Contemporary military education positions high discipline as an operational foundation that not only ensures order but also serves as a crucial determinant of cadets' holistic academic achievement. This study aims to formulate an adaptive PjBL model, termed Tactical Project-Based Learning (T-PjBL), to enhance Cadet leadership competence. Employing an Explanatory Sequential Mixed Method, this study found that the low influence of standard PjBL on leadership (R Square 10.5%) was caused by external variables such as physiological fatigue and command culture rigidity. Through the integration of quantitative and qualitative data, the T-PjBL model was developed with five main phases: Mission Briefing, Tactical Planning, Command Timeline, Supervised Maneuver, and After-Action Review (AAR). The results indicate that pedagogical engineering through the T-PjBL model can synchronize academic activities with regimented service rhythms and mitigate Cadets' cognitive barriers. The study concludes that learning innovation in military environments requires contextual adaptation that respects doctrine and the learners' physical conditions.

Abstract

The character of global security is currently undergoing a paradigm shift, driven by the emergence of hybrid warfare and rapid technological disruptions. This dynamic necessitates a profound redefinition of military officer competencies. This study aims to analyze strategic transformation frameworks within Professional Military Education (PME), focusing on the integration of cognitive readiness and technological innovation. Employing a qualitative methodology with a systematic case study approach, the research evaluates the effectiveness of incorporating Artificial Intelligence (AI), virtual reality simulations, and adaptive learning environments into modern military curricula. The findings reveal a significant gap between traditional pedagogical models and the complex operational requirements of contemporary conflict zones. Specifically, the results suggest that technical proficiency alone is insufficient; rather, strategic success depends on enhanced critical thinking and decision-making under pressure. Consequently, this research proposes a human-centric educational framework that harmonizes digital literacy with strategic leadership soft skills. The implications provide a strategic roadmap for military academies to produce leaders capable of navigating the volatility, uncertainty, complexity, and ambiguity (VUCA) of future armed conflicts. Ultimately, this transformation is essential for maintaining strategic superiority and national defense resilience in an increasingly unstable global landscape.
