Abstract

Pada era globalisasi saat ini, Manusia tidak hanya dituntut menguasai bahasa nasional, tetapi dituntut juga menguasai bahasa asing guna menunjang kebutuhan berkomunikasi dengan orang di seluruh dunia. Maka, Pemerintah Kota Surabaya mendirikan tempat pelatihan bahasa asing, yaitu Rumah Bahasa pada 4 Febuari 2014. Terkait kepengurusan struktural, Rumah Bahasa Surabaya berada di bawah Bagian Administrasi Kerjasama Pemerintah Kota Surabaya, sebagai penanggung jawab terhadap pelaksanaan program kerja. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kuantitatif. Penelitian ini menggunakan teori Efektivitas Program menurut Pertiwi dan Nurcahyanto (2017) meliputi sasaran program, pemahaman program, ketepatan sasaran program, tujuan program dan perubahan nyata. Teknik pengumpulan data dalam penelitian ini menggunakan kuisioner, wawancara, dan observasi.Populasi dalam penelitian ini adalah 4083 responden, dengan sampel 98 responden. Penelitian ini menggunakan teknik sampling insidental. Dari kelima indikator yang digunakan sebagai teori penelitian tersebut menunjukkan bahwa program rumah bahasa berjalan sangat efektiv, meskipun terdapat kekurangan dalam pelaksanaannya. Indikator sasaran program mempeloreh prosentase 87,43%. Indikator sasaran program memperoleh prosentase 88,98%. Indikator ketepatan sasaran program memperoleh prosentase 92,61%. Indikator tujuan program memperoleh prosentase 82,68%. Indikator perubahan nyata memeperoleh prosentase 89,56%. Saran yang dapat peneliti berikan mengenai penelitian ini yaitu dengan meningkatkan sosialisasi dengan bekerjasama dengan mitra tertentu, memperbarui mengenai kegiatan yang dilakukan dirumah bahasa pada website, dan menambah jumlah sumber daya pengajar non bahasa inggris. Abstract

Today's public sector organizations operate in a dynamic environment that forces organizations to adapt to changing environmental conditions. Organizational performance measurement is understood as one of the functions of management, but is currently being analyzed as a branch of science that develops independently. In order to measure the performance of public sector organizations, it is very important to apply appropriate performance measurement methods. Strategic human capital development must take into account the organization's specific educational background, job-specific experience, and job-specific experience, and that human capital must also be valuable, rare and not easily imitated. The development of human capital has a positive effect on organizational performance. Have a highly specific skilled workforce for certain jobs, to generate higher rents unless there is a match between culture and human resources. When a performance measurement system is adapted to an organization in the public sector, it is important to differentiate the focus of the mission, include all stakeholders in the organization, and emphasize the importance of human resources. HRD practitioners in the public sector should develop more sophisticated plans to create a learning culture that encourages independence and can have a positive impact on civil servant career satisfaction and ultimately organizational effectiveness. Many public sector studies regard rewards for achievement, including salaries and other benefits, such as pensions, as incentives or disincentives for productivity. Therefore, more than one performance measurement method can be chosen for performance measurement in the public sector.
