Abstract

THE GOVERNMENT’S STRATEGIES TO INCREASE INVESTMEN IN THE REGENCY OF CIREBON 2015MEGA DAYANA PUTRI(DEPARTMENT OF GOVERNMENT SCIENCE, FACULTY OF SOSIAL AND POLITICAL SCIENCE, DIPONEGORO UNIVERSITY, SEMARANG)ABSTRACTThis study intends to identify how local governments strategies to increase investments at the Regency of Cirebon in 2015. This research is qualitative-descriptive research, the data have derived from primary sources. To determine informants is executed by snowball sampling method, it intends to determine two types of them. First, the government elements that consists of regent, parliament, BPPT, and BAPPEDA of Cirebon. Second, businessman or investors in Cirebon. For collecting data purposes, the researcher used two method, they are interview and observation method. Data processing techniques consists of data reduction, data presentation, conclusions, and verification, they are executed by a cyclic process.The research result shows that there are four strategies carried out by the Government of Cirebon to attract investments, they are image marketing, attraction marketing, insfrastructure marketing, and people marketing. The four strategies are running smoothly, it is conducted due to social welfare purposes. However, the results have not yet successfuly optimal because none of certainty and clarity rules of the law regarding investment and licensing. This bureaucratic process is considered very complicated. The strategies are only looked at the investment realization, but it does not have significant impact on regional and community development equally.Keywords: regional strategies, local government, investment

Abstract

One of the policies in the concept of good governance relating to the prevention of corruption is the Budget Transparency. Batang Regency Government is one example of the local governments that implement this policy. It is important to know the perceptions of bureaucracy and stakeholders on the implementation of budget transparency in Batang Regency Government, perception is analyzed so that it can be evaluated for various parties, it was then the purpose of this study.With the quantitative approach which uses a questionnaire as a research tool, the research data is extracted from the sample of respondents consisting of 37 Public, 31 Private and 23 Society. Then the data was analyzed using SPSS Program. The results showed an average knowledge of respondens to access information and documents was less out due to involvement in the management of budget that is less active. With the average knowledge of the respondens believe is very important and a good rate on the implementation aspect of budget transparency. It thus also affect the respondens who ecxpressed very agree an very support of all the implications and the attitude of budget transparency in Batang Regency Government.Keywords : Perception, Budget Transparency, Batang Regency Goverment

Abstract

This Reasearch discusses about how the realization of partnership that held by the City Government of Bandung and PT Telkom to build the Smart City program and any program as result from the partnership. This partnership is carried out by the Government of Bandung as a government effort to implement the principles of good governance at the local level by involving the business sector in regional development. The results showed that PT.Telkom is the one who takes a lead in the creation of programs of Smart City because of the resources they have are the most widely used than resources owned by the Government of Bandung. In regards to a form of partnership that was used is Build Operation and Transfer in the sense that PT.Telkom responsible for building facilities and infrastructures needed after creating such facilities operated and given ownership to the government as a grant, PT.Telkom was using CSR money to funded it. At the level of program implementation involves many government agencies in accordance with the program generated and therefore needs a decent supervision of the main actors of the partnership. in fact the Government of Bandung surveillance mechanism is so weak that the risk of poor performance of the program is still very possible. However this partnership has resulted programs of innovative public services as a support service improvements. It is expected that the government could improve the oversight function so that the continuity of the program can be guaranteed.Keywords: Partnership, Smart city, Public service
