Abstract

One of the policies in the concept of good governance relating to the prevention of corruption is the Budget Transparency. Batang Regency Government is one example of the local governments that implement this policy. It is important to know the perceptions of bureaucracy and stakeholders on the implementation of budget transparency in Batang Regency Government, perception is analyzed so that it can be evaluated for various parties, it was then the purpose of this study.With the quantitative approach which uses a questionnaire as a research tool, the research data is extracted from the sample of respondents consisting of 37 Public, 31 Private and 23 Society. Then the data was analyzed using SPSS Program. The results showed an average knowledge of respondens to access information and documents was less out due to involvement in the management of budget that is less active. With the average knowledge of the respondens believe is very important and a good rate on the implementation aspect of budget transparency. It thus also affect the respondens who ecxpressed very agree an very support of all the implications and the attitude of budget transparency in Batang Regency Government.Keywords : Perception, Budget Transparency, Batang Regency Goverment

Abstract

This paper examines the discourse on disaster governance issues in Indonesia. By focusing on discourse analysis, disaster studies can be viewed with a social science perspective and with a discursive governance approach. This paper is also an alternative to the dominant concept of "disaster management" in the previous studies. The study was conducted by searching for primary data on one keyword, namely "Penanggulangan Bencana" on Twitter with Netlytic application – social media text and social network analyzer. Through schemes of text analysis, social cognition and social analysis, the results of data collection and analysis show the dominance of speech and the role of government and the diverse significance of other actors. This discusses the unorganized "double track policy-making" model and disaster-conscious behavior through an internalized "living with disaster" view.

Abstract

Konsep Good Governance kini telah hangat diusung oleh pemerintah demi terciptanya perbaikan pemerintahan. Untuk mewujudkan cita-cita good governance, pemerintah saat ini telah mencoba menjalankan sistem aplikasi pajak e-SPT PPN. Namun implementasinya, aplikasi tersebut belum dapat dikatakan maksimal, perlu adanya perbaikan-perbaikan agar sistem aplikasi tersebut benar-benar dapat dikatakan sebagai elemen untuk menuju kepada prinsip-prinsip Good Governance sesungguhnya.

Abstract

This research study was held to examine internal variables that can determine the effect of stock underpricing levels when conducting an IPO (Initial Public Offering) on the IDX (Indonesia Stock Exchange) 2021-2022. Internal factors include ROE and ROA. Research is quantitative and uses secondary data, explanatory research study type, using methods by purposive sampling when determining samples. The novelty of the study can be seen from the overall data and the latest samples used by 64 issuers and the periods used, namely 2022 and 2021. The study used hypothesis testing methods, including multiple linear regression analysis through the help of Eviews (Econometric Views). The source of data used in this study is prospectus data issued by companies or issuers that go public with underwriters. The calculation results obtained partially produce ROE and ROA variables have a significant influence on the level of underpricing in IPO shares, and simultaneous results show that ROE and ROA variables together have a significant effect on the level of underpricing of IPO shares. The result of a positive value coefficient is obtained at the IPO stock underpricing level, then the ROE variable has a negative coefficient and the ROA coefficient is positive, this is interpreted by the increase in the ROE value, the stock underpricing level will decrease and apply to vice versa, and for the ROA variable that has a positive coefficient means that the more the ROA value increases, the stock underpricing level will also increase and vice versa.

Abstract

This paper examines the construction and contextuality of the discourse on the Capital City of the Nusantara by President Joko Widodo's Twitter account. Focusing on the phenomenon of the relocation of the capital city with a discourse perspective can contribute to discussions about the operation of ideological power in power through political or governmental communication. Using the research method of critical discourse analysis, this paper finds that the discourse on the new State Capital is constructed through three stages of discourse, namely the study discourse, the strategic decision discourse, and the political economy consolidation discourse. While the context in the discourse is in three situations, namely the agenda engineering situation, the policy formulation situation, and the policy implementation situation. These three situations have tug-of-war at their respective moments and tend to create contradictions between one statement and another from President Joko Widodo about the new National Capital. However, the context of the discourse on the new State Capital by President Joko Widodo in this paper also tends to prove the arguments in previous writings, namely that President Joko Widodo is building a legacy strategically in ambitious ways.

Abstract

This paper reviews the results of research that examines the relevance of the concepts and practices of budget transparency and the concepts and practices of good and clean government. This paper re-analyzes the data on general perceptions of budget transparency in the Batang Regency Government in 2012-2017 with existing general data in 2022. The results of the re-analysis show that general perceptions are more or less the same between pre-2017 and post-2017 can be reviewed by there is an explanation of the leadership context, implementation context, and strategic context.

Abstract

Pemerintahan digital telah menjadi suatu paradigma yang mendasar dalam transformasi administrasi publik, termasuk dalam konteks penilaian kinerja organisasi perangkat daerah. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan pemerintahan digital pada sistem penilaian kinerja secara elektronik (E-Sikap) di Organisasi Perangkat Daerah di Riau. Metode penelitian ini menggunakan pendekatan kualitatif. Analisis data dilakukan dengan menggunakan teknik analisis kualitatif, menggunakan kategorisasi, dan interpretasi. Hasil penelitian menunjukkan bahwa implementasi pemerintahan digital pada E-Sikap di organisasi perangkat daerah di Riau telah memberikan dampak positif terhadap efisiensi, transparansi, dan akuntabilitas dalam penilaian kinerja. Penerapan teknologi informasi dan komunikasi (TIK) telah memfasilitasi proses penilaian kinerja secara elektronik, mengurangi keterlambatan dan meningkatkan aksesibilitas informasi bagi para pemangku kepentingan. Dalam penelitian ini beberapa tantangan yang dihadapi selama implementasi, termasuk keterbatasan sumber daya manusia, dan resistensi terhadap perubahan. Oleh karena itu perlu upaya memperkuat kapasitas pegawai, meningkatkan kegiatan sosialisasi dan pelatihan, serta mengatasi isu-isu keamanan dalam penerapan E-Sikap.

Abstract

This program focuses on designing a Governance-based Digital Village model. Digital Village is designed as a starting point for building social resilience, economic resilience and ecological/environmental resilience (Building Village Index). The difference between the design of this Digital Village and existing best practices is that this program makes media, websites and applications more as instruments, while the substance to be emphasized is on government literacy, especially in fulfilling digitalization on transparency, accountability and participation in Government and Village Communities.

Abstract

Sengketa akibat konflik pertanahan masih sering terjadi di Provinsi Riau. Penelitian ini ingin mendeskripsikan Dinamika Konflik Kepemilikan Lahan. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan studi kasus. Teori yang dijadikan sebagai dasar analisis adalah Teori Fisher tentang tahapan dinamika konflik yang meliputi prakonflik, konfrontasi, krisis, dan pasca konflik. Hasil Penelitian menunjukkan bahwa dinamika konflik yang pertama adalah ketidakjelasan status kepemilikan lahan sehingga terjadi sengketa karena masing-masing pihak merasa memiliki hak atas tanah tersebut. Kedua putusan pengadilan Mahkamah Agung melalui Pengadilan Negeri Rengat yang memenangkan penggugat Abdul Musaka atas kepemilikan lahan tersebut, Masyarakat menduga adanya indikasi keberpihakan pemerintah daerah memenangkan putusan pengadilan mengenai kasus sengketa tersebut, karena lahan tersebut tidak lagi menjadi aset daerah berdasarkan Keputusan TAPD yang di pimpin oleh Sekda Indragiri Hulu pada tahun 2022. Ketiga, Terjadinya eksekusi Lahan oleh PN Rengat dengan memasang plang nama kepemilikan lahan diatas lapangan bola belilas tersebut. Keempat, pihak Abdul Musaka mengubah  alih fungsi lahan yang sebelumnya lapangan bola menjadi lahan perkebunan sawit.

Abstract

Riau Province is confirmed as the largest and most affected area by forest fires from 2015. This study aims to look at forest fire disaster mitigation based on social engineering of tourism villages based on economic empowerment in Riau Province. The method used in this research is mix method, which is a combination of quantitative and qualitative approaches. This research explains the Disaster Mitigation Policy Model for Forest and Land Fires in Disaster Aware Digital Tourism Village (DWDSB) Based on Economic Empowerment in Riau by describing the mitigation policy for forest and land fires (karhutla), the level of village readiness in facing forest and land fires and the analysis of disaster-aware digital tourism villages (DWDSB) on local economic empowerment in Riau. The results showed that Riau Governor Regulation Number 9 of 2020 became the legal basis for the Riau Province Regional Disaster Management Agency (BPBD) in the aspect of forest and land fire disaster mitigation. The results also show that the Disaster Aware Digital Tourism Village (DWDSB) can be an alternative to developing disaster mitigation-based social engineering policies through green economy-based community empowerment activities based on local wisdom.
