Abstract

This article aims to formulate a conceptual design of a participatory digital approach to strengthen the legal protection of women and children in disaster situations. The study employs a conceptual-normative approach through a narrative literature review of scholarly publications published between 2023 and 2026. The reviewed literature covers legal protection for women and children, prevention and response to gender-based violence, restorative justice, digital technology acceptance, community participation, and character education. The findings propose a design framework based on four key principles: accessibility, participation, security, and sustainability. In addition, seven integrated digital platform components are identified to support reporting mechanisms, legal and social education, assistance services, stakeholder coordination, and case follow-up monitoring. The proposed framework is further complemented by a five-stage workflow, ranging from problem identification to service evaluation, as well as a risk mapping and mitigation strategy. The study suggests that a participatory digital approach has the potential to improve the effectiveness of legal protection for vulnerable groups during disaster situations. However, this article does not present empirical field data, and the proposed design remains conceptual in nature. Therefore, expert validation and limited-scale pilot testing are required in future studies to assess the feasibility, usability, and effectiveness of the proposed framework.
