Abstract

In the last 20 years, the ‘conservative turn’ toward overtly Islamic identity in Indonesia paved the way for raising political Islamism. This political Islamism aspires to the continuing Islamization, implementation of sharia, and even the establishment of a global caliphate. Emerging Islamist forces such as Front Pembela Islam, Jemaah Tarbiyah, and Hizbut Tahrir Indonesia along with the conservative turn, therefore, pose the normative-political challenges to both republican and liberal notions of citizenship. This paper deals with the question of religion and citizenship under the democratic space in contemporary Indonesia. By examining three variants of Islamic citizenship, religion vigilant, pragmatic, and rejectionist citizenship, this paper tries to address the following question: to what extent Islamism challenges the discourse of citizenship in contemporary Indonesia? We argue that while Islamism apparently rises and gains followers, the state and mainstream Muslim organizations (Nahdlatul Ulama and Muhammadiyah), and their emphasis on Pancasila and commitment to NKRI successfully manage to reconcile Islam and citizenship under democratic space.

Abstract

Based on empirical case of Husein and Budhi‟s victory in the Banyumas local election in 2013, this article gives contribution to the study of political communication, especially on the issue of the campaign. The context of this article is the incumbent head of regency candidate, who had more chances to win, was defeated by the other candidate. The research method used was descriptive qualitative. This research was conducted in Banyumas. The data collected by interview and informant were chosen by purposive sampling technique. The aim of this research is to report Husein-Budhi campaign team and political party members. This article includes analysis of the Husein and Budhi‟s strategy to win the local election and the contextual factor supported their winning. Those strategies encompass areas of party consolidation, segmentation, targeting, positioning, and .the image of candidate Those strategies are the creation of images that he is not part of the incumbents so he cannot be in charged by any criticism to the local government, the campaign issues that correspond with the weakness of the potential rival and the campaign objectives, the party rooting by involving elements of civil society and the party consolidation which is included from the candidacy process to campaign by employing local legislative candidates. The contextual factor is the information about the potential rival candidate‟s weakness that caused voters' disappointment to him. In conclusion, the future head of regency can win an election by doing the same strategy as Husein-Budhi.

Abstract

This article is to describe the political culture of the Prosperous Justice Party (PKS) in Purbalingga. Political culture in this article are understood as the number of values, knowledge and fundamental beliefs that give shape and substance to the political processes. This article will also discuss the political socialization experienced by PKS cadres to gain a good understanding of the political culture of PKS. The approach used in this article are therefore more focused to institutional analysis approach of the processes that institutionalized. Values and beliefs that form the basis of political culture from the PKS their understanding of Islam. Islam as a religion is believed its teachings to include all areas of life, including politics. Political activity is believed to be part of the missionary activity. Political socialization experienced by the PKS cadres, mainly obtained through halaqah.

Abstract

The prevailing national regulation on the recruitment of PPK, PPS, and KPPS staff sets forth that those temporary officers can be of service for only two periods of general election and cannot be involved afterwards. This regulation actually has positive aspect, but is not easy in its implementation. This article aims at examining the challenges and problems faced by the election management body at local level (Regency KPU) in preparing the human resource of ad hoc staff for the 2019 general election in Indonesia. This article was based on a qualitative research conducted in 2020 in Banyumas Regency, Central Java. This article shows that challenges that had to be faced by Regency KPU in the recruitment of ad hoc employees were the duration of screening and the way village leaders socialized the information regarding the recruitment. Whereas, the involvement of young generation and women as general election ad hoc workers in Banyumas was still low because of a number of factors, from know-how of general election to having lack information of the recruitment. This study concludes that actor’s action choice is limited by a number of matters, such as the path previously taken, rules regulating the agency, and social-political context.

Abstract

In post-authoritarian Indonesia, although the position of followers of belief (kepercayaan) before the state has relatively positive progress, some still face problems related to their religious identity. One of the followers of belief groups that still receive religious discrimination is the Sapta Darma community in Brebes, Central Java, Indonesia. For example, the followers of Sapta Darma in this region face problems of the availability of cemetery for their deceased members, while just like some other religions; a burial ground is an important part of their religious ritual and identity. This article attempts to explain what restrictions prevent the Sapta Darma community from obtaining cemetery land for their members and what the Sapta Darma community has conducted to settle the problem. This article is based on qualitative research that was conducted in Brebes. This article shows that the availability of Public Cemetery (TPU) and some people’s acceptance of this community serve as the main restriction for the Sapta Darma community to fulfill their need for cemetery land. To settle this problem, they have made some attempts, including seeking the state’s recognition and solution independently.

Abstract

Artikel ini bertujuan untuk mengkaji tata kelola tenaga adhoc pemilu yang lebih akomodatif terhadap generasi muda dan perempuan. Tata kelola tenaga adhoc yang akomodatif penting dilakukan agar KPU kabupaten/kota dapat melakukan peremajaan tenaga adhoc yang dimilikinya. Artikel ini berdasarkan penelitian kualitatif yang dilakukan pada tahun 2021 di Kabupaten Banyumas dengan pengumpulan data melalui wawancara dan FGD yang melibatkan informan dari berbagai latar belakang. Tata kelola tenaga adhoc pemilu dalam riset ini dibatasi hanya pada proses rekrutmen dan tidak sampai mengkaji elemen lain dari administrasi tenaga adhoc KPU. Kajian ini mengusulkan bahwa dalam proses rekrutmen tenaga adhoc pemilu perlu memanfaatkan teknologi dan media terkini. Selain bertujuan untuk menjangkau sebanyak-banyaknya masyarakat, khususnya generasi muda, pemanfaatan media sosial untuk sosialisasi dan rekrutmen juga bermanfaat untuk mengurangi monopoli informasi rekrutmen yang dilakukan oleh birokrat dan kepala desa.Kata kunci: pemilu, tata kelola, tenaga adhoc

Abstract

Malaysia merupakan salah satu negara demokrasi di Asia Tenggara dengan ciri yang unik. Keberadaan demokrasi didasari oleh fakta bahwa Malaysia memiliki instrumen prasyarat demokrasi. Selain itu, Malaysia adalah negara yang relatif heterogen dengan masyarakat multietnis. Namun, sejak pascakrisis finansial Asia pada tahun 1997, Malaysia mulai mengalami gejolak dan perubahan politik dengan meningkatnya populisme dengan penggunaan wacana etnis dan agama dalam persaingan elektoral. Dengan menggunakan metode kualitatif, studi ini berfokus pada bagaimana perkembangan populisme etno-religius dalam rezim hibrida di Malaysia dengan membahas populisme yang berangkat dari tiga faktor: komposisi etnis, konfigurasi partai politik dan pemerintahan, dan revivalisme agama Islam. Temuan penting dari studi ini adalah bahwa populisme yang terjadi di Malaysia tidak serta-merta sesuai dengan definisi populisme klasik (populisme dengan “p” kecil) karena lebih berputar pada persaingan ideologis elite partai politik daripada perjuangan rakyat vs elite. Populisme etno-religius ini menandai akhir dominasi UMNO dan awal dinamika politik antara kelompok nasionalis Melayu, Islamis konservatif, dan progresif-reformis.

Abstract

This study aims to elucidate the motivations and risks experienced by female poll workers (KPPS) who served at the village level during the 2019 general elections in Banyumas Regency. Researh on the motivations and risks of KPPS members, critical to the success of election, remains limited. Existing studies have primarily focused on the implementation of policies to ensure 30% political participation by women. Employing a qualitative approach, this study identifies three main motivations that encouraged women to join as KPPS members in Banyumas Regency. Firstly, their established track record and expertise in coordinating elections motivated their participation. Secondly, having a background as social activists served as a driving force for active engagement in the electoral process. Thirdly, close and patron-client relationships with the village heads and officials provide additional motivation. The female poll workers also faced three risks. Firstly, working in a patriarchal culture posed challenges, as it tended to restrict women’s employment opportunities in private sectors. Furthermore, there was a potential risk of assuming only a complementary role. Moreover, the patron-client political structure at the village level created vulnerabilities. A key finding of this study is that female KPPS members with a background in activism exhibit greater self-assurance in their participation compared to those primarily recruited through close and patron-client ties with village elites.
