Abstract

The rising number of divorce in Purbalingga encourages the idea to optimize the divorce prevention effort by conducting family resilience counsulting. The target is neighbourhood association whose members are mostly men. Approach to them are necessary because they were rarely became the target of family counseling. As a social organization, activities within neighbourhood association are highly depends on its chairman. This research analyzes (1) neighbourhood association chairman's view regarding the divorces phenomena in Purbalingga Regency and (2) their roles in prevent divorces in their area. This research was conducted in District of Purbalingga which has high number of divorce cases. Sample locations for this research consist of four urban areas which purposively selected using chairman as responden. Data obtained through questionnaires and discussion groups, analyzed by simple quantitative techniques. The study shows that, firstly, most of respondents are lacking of awareness of the divorces phenomena in Purbalingga regency. This is because the association never receives the information or report of divorces. Second, there are several respondents that reported their cases to chairmen, but most of chairmen did not have the power to prevent it, because people who asked for divorce administration letter had their final decision to separate with their partner. Results lead to conclusion that the effort to decrease the number of divorce can be held by giving continual consultation to men about family resilience.

Abstract

Nowadays the Family Planning Extension (PKB) still plays crucial role in supporting the success of population programs and family development. The implementation of decentralization policies that impacting existence of family planning programs is interesting for further analysis in their relation to the performance of PKB. In Kabupaten Pemalang, their performance is still relatively good. This good performance due to a number of factors such as competence, work motivation, work environment and leadership style perception. This study aims to examine to what extent the influence of four variables on the performance of PKB as a single or common variables. The research used a quantitative approach. Research populations are PKB members which consist of 93 people, all of which are sampled (total sample technique). Data obtained through questionnaires which then analyzed using simple linear regression test and multiple linear regression with the help of SPSS version 20 program. The results showed there is a significant influence of competence on PKB performance of 44.7 percent. Similarly, the work motivation, work environment and perceptions of the leadership style of supervisors individually influence the performance of PKB respectively by 15.3 percent, 39.7 percent and 18.4 percent. These four variables also affect the performance of PKB of 52.8 percent. The research concluded that the effort to improve the performance of PKB in Pemalang Regency is by increasing the competence of PKB through education and training activities, support facilities and work infrastructure and execution of tasks democratic. Another effort is to provide encouragement and appreciation.

Abstract

This research, which was conducted in Cilacap Regency, aimed to study the level of gender responsivity in the counseling sessions ran by the Empowerment and Welfare Organization (hereafter, PKK) at the sub-district and village/urban village levels for society members focused on where the divorce rate is high, particularly those where the divorces were fled by the wives. The research approach was a mixed methodology, implementing both quantitative and qualitative methods at the same time. The samples were taken from three sub-districts which had recorded the highest divorce rates recently. The research population was all of the committee members of PKK in the three sub-districts and villages, which consisted of 180 people. The data were obtained from a questionnaire and focus group discussion, analyzed using descriptive statistics, and refined by gender perspectives. The findings showed that the committee members’ understanding of divorce, family resilience, and gender issues in Cilacap was relatively low. This then affected gender responsivity in their counseling sessions. Low gender responsiveness was signaled by gender stereotyping in relation to targeting the counseling participants (only for the females/wives in each district, without involving the male group at all). Moreover, the counseling materials have not alluded to the rising divorce issue in these areas. As a result, this issue has not received enough attention, particularly among males/husbands. This is even though there are various forums in the neighborhood (RT) and hamlet (RW) levels (in which the major participants are males/husbands) which can accommodate them, raising awareness of these issues and trying to find solutions. Such conditions cannot be separated from the centralized organizational structure of PKK, in which these activities are decided by policies at the regency, province, and central governmental levels. There are no specific policies at the central government level for the prevention and treatment of divorce issues; hence, these issues have not received an adequate amount of attention in the areas with a high divorce rate. PKK at the regency level is more focused on the socialization of parenting patterns, which is also emphasized at the provincial level. As a result, PKK at the regency level has no accurate data on the rising divorce rate within the stated areas.

Abstract

Local Government business management through a Village Owned Enterprise is a new public management application. The Village government’s business is carried out by applying business techniques, values and principles. The purpose of the Village Owned Enterprise is to increase the village’s original income and economy. The differences involved in the success of the Village-Owned Enterprise management is triggered by differences in the application of government business principles, consisting of several aspects including the business plan, capital, accountability, transparency, reporting, corporate accounting and the payroll system. This research focused on the application of government business principles in relation to the management of the Village Owned Enterprise. The research used a qualitative research method and interactive data analysis method. Furthermore, the research was conducted in two villages; Serang Village, Karangreja Subdistrict, Purbalingga Regency and Pernasidi Village, Cilongok Subdistrict, Banyumas Regency. The research findings showed that the involvement of the village head in the preparation and socialisation of the business plan, the delegation of authority in relation to capital, the commitment to implementing transparency, the control over the officer's accountability and reporting, audits on accounting and the participation and cooperation from various stakeholders to motivate the officers in managing Village-Owned Enterprise for village welfare. The listed are the preconditions of village government business management through the Village-Owned Enterprise. Based on the funding of the phenomenon in the field regarding village business management through the Village Owned Enterprise, there are several recommendations to strengthen the management of the economic institution itself.
