Abstract

This research aimed at finding out the role of local government in facilitating irrigation management held by P3A and identifying factors determining P3A in irrigation management. Results of the research showed that (1) the role of local government in facilitating the management was undertaken by providing supervision to P3A. Supervisions were included institutionalization, financial, and technical assistance, (2) supervision was not said successful yet in good manners since there were the following obstacles: (a) technical, (b) knowledge, and (c) institutional obstacles. (3) the role of P3A in the management was undertaken in irrigation infrastructure and water distribution activities. However, such a role had not been generated optimal benefits for making P3A autonomy in overcoming arising conflicts among its members. and (4) factors of P3A development were determined by P3A capability in organizational management as an internal factor, and effects of natural condition, population, and market pressures, and government intervention as external factors.

Abstract

Penelitian ini bermaksud untuk mengevaluasi pelaksanaan program jaring pengaman sosial bidang kesehatan khususnya pada jenis kegiatan pelayanan kebidanan dan rujukan rumah sakit di Kabupaten Banyumas. Penelitian ini lebih memfokuskan pada bentuk evaluasi proses, yaitu ingin melihat apakah pelaksanaan program sudah sesuai dengan petunjuk pelaksanaan yang ada. Metode penelitian yang diambil dengan cara survei dan teknik analisisnya dengan menggunakan teknik analisis kuantitatif dan kualitatif. Hasil penelitian ini adalah sebagai berikut: (l) Ada perubahan kriteria Penentuan kelornpok sasaran;( 2) Target cakup dan pelaksanaan program sampai tahun kedua belum dapat terpenuhi. Namun demikian, persentasenya cakupan dari kelompok sasaran yang terlibat di dalam program menunjukkan angka yang cukup besar; (3) Program dipandang mampu memberi manfaat yang besar bagi masyarakat kelornpok sasaran(;4 ) Keberadaan program dapat dijadikan sarana untuk lebih memberdayakan para bidan desa / puskesma(5); Keberadaan dukun bayi hendaknya di jadikan mitra bagi para bidan dalam membantu proses persalinan sehingga tidak menjadi faktor penghambat dari pelaksanaan program.

Abstract

Human resource management becomes a challenge in the process of organizing the public organization. The successful of human resources management can be impactful on the achievement of public organizations goals. Bad administration  of human resources can have further influence on the performance of the organization. Espesially in Banyumas, 8 job departements still have low achievements, below 90% of RKPD targets. Two of them are in SKPD of Library Office and Regional Archive of Banyumas Regency This research aims to determine the performance of the Public Library and Archive Office and find several factors that can improve performance in public organizations. This research was conducted in the Banyumas Public Library and Archive Office, and the respondents of all office employees. This research use deductive model and using data analysis method of correlation kendall tau and ordinal regression The results showed that the performance of employees at the Public Library and Archive Office is good but not optimal. This study also found the relationship and influence where the work discipline affect the performance of 20.3%, while the employee's ability to affect the performance of 24.4%, and employee perceptions of the work environment affect the performance of 32.2%. Abstract

Decentralization policy in Indonesia has been expanded to the level of the  village since 2015. The main purpose of this policy is to improve the performance of village government in providing more effective public service and efforts to poverty alleviation in rural areas. The authors argue that social capital, governance practices, leadership capacity, and resources can be important factors influencing the performance of village government. However, knowledge about to which extent village governments present their actual performance concerning  social capital, governance practices, leadership and resources is  still not sufficient yet. Using survey data conducted in 2015, this study aims to describe the early state of village government performance and examines links among social capital, governance practices, leadership capacity and resources with village government performance. The survey has selected 10 villages representing upland and lowland areas in Banyumas Regency, Central Java Indonesia. From each village, we choose 30 community leaders to express their opinion on our variables. Data is analyzed by descriptive statistics and ordinal regression since it was an  ordinal scale. The result shows that village governments still have a good ability to formulate strategic planning, to realize development outcomes relevant to community needs, to utilize public participation in decision-making stages, to develop community organization capacity and to empower villagers.

Abstract

The reduction of kelurahan (Sub-District Government) authority has decreased its duties and functions after the implementation of the Law No. 23/2014 on Local Governance. This policy stimulates several kelurahan at Wonosobo Region to propose their villages’ status changing from kelurahan into desa (Rural Government). Based on this case, this research aims to analyze the actual performance of kelurahan, and the motives of the village status changing. This research uses descriptive qualitative approach to answer those objectives.Observation, in-depth interview and focus group discussion are used to obtain data from informants who represent kelurahan, local government, non-government organizations and community leaders. Technique ofdata analysis of this research uses interactive data analysis including collecting, condensing, and describing data which is ended by conclusion. Results of study show that although the main function and tasks of kelurahan has decreased significantly, in general, the performance in service area still satisfies the public. However, services for development of public facilities are still far from public expectation. Furthermore, this research also found that there are 4 aspects encouraging the kelurahan to change into desa, namely economic, political, geographical and community profile motives. Implication of this research leads to the need of strengthening of kelurahan particularly in developing physical facilities provision service. It is intended to anticipate the possibility of kelurahan which will be left behind by desa.

Abstract

Nowadays the Family Planning Extension (PKB) still plays crucial role in supporting the success of population programs and family development. The implementation of decentralization policies that impacting existence of family planning programs is interesting for further analysis in their relation to the performance of PKB. In Kabupaten Pemalang, their performance is still relatively good. This good performance due to a number of factors such as competence, work motivation, work environment and leadership style perception. This study aims to examine to what extent the influence of four variables on the performance of PKB as a single or common variables. The research used a quantitative approach. Research populations are PKB members which consist of 93 people, all of which are sampled (total sample technique). Data obtained through questionnaires which then analyzed using simple linear regression test and multiple linear regression with the help of SPSS version 20 program. The results showed there is a significant influence of competence on PKB performance of 44.7 percent. Similarly, the work motivation, work environment and perceptions of the leadership style of supervisors individually influence the performance of PKB respectively by 15.3 percent, 39.7 percent and 18.4 percent. These four variables also affect the performance of PKB of 52.8 percent. The research concluded that the effort to improve the performance of PKB in Pemalang Regency is by increasing the competence of PKB through education and training activities, support facilities and work infrastructure and execution of tasks democratic. Another effort is to provide encouragement and appreciation.

Abstract

Pembangunan sudah semestinya harus memberikan kegunaan dan keberpihakan terhadap kepentingan masyarakat, sehingga pembangunan dapat hadir sebagai sebuah bentuk usaha perubahan kondisi menjadi lebih baik dalam semua aspek kehidupan masyarakat. Tujuan dari penelitian ini adalah mendeskripsikan dan mengidentifikasi faktor-faktor yang mempengaruhi implementasi program Gerakan Pembangunan Kampungku di Distrik Jagebob Kabupaten Merauke. Sumber data yang digunakan adalah data primer dan data sekunder dengan metode deskriptif analisis dengan pendekatan kuantitatif. Hasil dari penelitian ini menunjukan bahwa pelaksanaan program GERBANGKU belum maksimal mendorong peningkatan kualitas hidup masyarakat kampung serta belum maksimal untuk berkontribusi memberdayakan berbagai potensi dan sumber daya yang dimiliki masyarakat kampung. Terdapat beberapa faktor yang mempengaruhi implementasi program Gerakan Pembangunan Kampungku yaitu komunikasi, karakteristik wilayah kampung, pendampingan masyarakat serta interaksi program dengan masyarakat kampung. Pemerintah daerah perlu secara terus-menerus membangun proses komunikasi dengan masyarakat kampung melalui sosialisasi yang intensif dengan melalui pendekatan formal dan informal dengan tujuan agar mencapai tujuan program dan mampu menghasilkan pembangunan kampung yang lebih maksimal. Abstract

Penelitian ini dilatarbelakangi oleh hasil survei pada situs PDAM Tirta Satria, yang menunjukkan 508 pelanggan atau 74,5 % menyatakan pelayanan masih belum maksimal. Selain itu, terdapat 1506 keluhan hingga bulan Juli 2017. Oleh karena itu, perlu adanya penelitian mengenai manajemen keluhan pelanggan PDAM Tirta Satria beserta aspek-aspek yang mempengaruhinya. Tujuan penelitian adalah untuk mendeskripsikan manajemen keluhan PDAM Tirta Satria, dan mengidentifikasi aspek-aspek yang mempengaruhinya. Penelitian menggunakan metode penelitian kualitatif. Teknik pemilihan informan menggunakan teknik purposive sampling. Metode pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan manajemen keluhan PDAM Tirta Satria belum terlaksana secara maksimal berdasarkan teori Stauss dan Seidel. Sebagian pelanggan belum mengetahui informasi layanan Call Center dan media penyampaian keluhan lainnya. Standar operasi prosedur penanganan keluhan belum memiliki batas waktu maksimal yang jelas. Jumlah pegawai teknis terbatas sehingga terkadang sulit menangani banyak keluhan secara bersamaan. Survei kepuasan pelanggan atas penanganan keluhan belum terlaksana. Sementara itu, aspek-aspek yang mempengaruhi manajemen keluhan PDAM Tirta Satria adalah aspek sumber daya manusia, organisasional, dan teknologi informasi.

Abstract

AbstrakKantor Kecamatan Baturraden merupakan salah satu institusi pemerintah yang bertugas untuk memberikan pelayanan administrasi kependudukan. Pelaksanaan pelayanan administrasi kependudukan sudah berjalan dengan baik hanya saja waktu penyelesaian surat surat kependudukan belum dapat selesai tepat waktu. Penelitian ini mencoba melihat dari berbagai variabel untuk dapat menemukan variabel apa yang mempengaruhi kualitas pelayanan administrasi kependudukan. Tujuan akhir penelitian ini adalah menguji kualitas pelayanan administrasi kependudukan pada Kantor Kecamatan Baturraden.Kata kunci : Kualitas Pelayanan, Kedisiplinan Pegawai, Manajemen Pelayanan, Motivasi Kerja, Koordinasi Kerja. AbstractThe Batturraden District is one of the government institutions that has a duty to provide population administration service. The implementation of population administration services has been going well, only when the settlement of the residence certificate has not been completed on time. This study tries to look at the various variables to be able to find what variables affect the quality of population administration services.
