Abstract

Poverty in Banten province is still a serious problem that should be addressed by the local government. The efforts to resolve is implementing Program Jaminan Sosial Rakyat Banten Bersatu (Jamsosratu). The purpose of this research is focused on the implementation of Jamsosratu Program in health sector in Pandeglang District, with case studies on Mekarjaya and Pandeglang sub-districts. Researcher use the implementation model of Van Meter and Van Horn as theoretical approach and qualitative approach as research method. Data collected through observation and in-depth interviews. The results of this research show that the implementation of Jamsosratu Program in Pandeglang and Mekarjaya sub-districts has been reachedbased on the size and policy objectives. The Attitudes of Jamsosratu program implementers, especially on counselors at the kecamatan level is passive to do mentoring. Communication and co-ordination of counselors are less proactive with the sub-district, puskesmas, poskesdes and midwives or posyandu. The result shows that social aspect, economic and political environment strongly supports the implementation of the Jamsosratu Program.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. Abstract

Dump removal has been a remaining issue in Serang, the capital city of Banten Province. Domestic waste could be seen on some side roads over illegal dumping. The local government comes out with a yet-to-be proper responds to the problem. This study aims at assessing the implementation and waste management based on the law no 10 year 2012 concerning waste management in the City. The research aproach is descriptive qualitative underpinning critical systemic thinking paradigm. This study adapts Van Metter Van Horn policy model to frame the issue. The findings indicate that the waste management policy needs to be reconstructed in terms of budgeting and resources. Relocating and redistributing are vital to network all stakeholders related to the waste management issue. Public communication and public education are a necessity given the dump removal issue has long been dominated by government lenses, excluding those at the receiving ends of the policy.

Abstract

The purpose research is to find out how the supervision of the agriculture and food security service in Pandglang Regency and the effectiveness of the performance of its employees, and to find out how much influence the supervision has on the effectiveness of the performance of its employees. This study uses an associative method with a quantitative approach. The population in this study were all civil servants and non-PNS employees. The sample in the study, namely the entire population that was used as the research sample, totaled 46 employees, taking the sample with total sampling. The entire population is used as a sample if it is below 100. Data collection techniques in this study are observation, direct observation at the research location, questionnaires, and library research. The results of this study, there is a positive and significant influence of the monitoring variable on the effectiveness of employee performance at the agriculture and food security service in Pandeglang district with the results of hypothesis testing if tcount > ttable then the hypothesis is accepted. From the results of the research with the help of SPSS v.23, the results were 5.960 > 2.015 with a significance level of 0.000 (0.000 <0.05). Meanwhile, in the interpretation table of the correlation coefficient, the correlation value is 0.612. This figure is in the range between 0.60-0.799 so that it has a strong level of influence. This means that if the value of the monitoring variable increases, the effectiveness of employee performance will also increase.

Abstract

In order to provide comprehensive transparency and convenience to the community in service activities, the Provincial Government of DKI Jakarta issued Regulation of the Governor of DKI Jakarta Province No. 47 of 2017 concerning Guidelines for Implementing One-Stop Integrated Services The government is innovating an electronic platformto implement One-Stop Integrated Services online, named Jakarta Evolution (JakEVO). One of the areas in DKI Jakarta that is actively participating in organizing One Stop Integrated Services (PTSP) is the City of East Jakarta. This study uses the public policy implementation model according to Charles O. Jones (1996), namely Organization, Interpretation, and Application (Implementation). This study uses qualitative methods, by collecting data through observation, interviews, and documentation. The data analysis technique used is proposed by Miles and Huberman (1984). The results of the study show that the Implementation of the One Stop Service Policy (PTSP) on the Jakarta Evolution Electronic Platform(JakEVO) in East Jakarta City has not been maximized. This can be seen starting from the existence of a platformowned by the Central Government, namely OSS (Online Single Submission) which is similar to JakEVO, the limited Human Resources it has, the authority for One Stop Integrated Services has not been fullyhanded over to UP PMPTSP in East Jakarta City, so that it has not socialization directly to the community.
