Abstract

Dump removal has been a remaining issue in Serang, the capital city of Banten Province. Domestic waste could be seen on some side roads over illegal dumping. The local government comes out with a yet-to-be proper responds to the problem. This study aims at assessing the implementation and waste management based on the law no 10 year 2012 concerning waste management in the City. The research aproach is descriptive qualitative underpinning critical systemic thinking paradigm. This study adapts Van Metter Van Horn policy model to frame the issue. The findings indicate that the waste management policy needs to be reconstructed in terms of budgeting and resources. Relocating and redistributing are vital to network all stakeholders related to the waste management issue. Public communication and public education are a necessity given the dump removal issue has long been dominated by government lenses, excluding those at the receiving ends of the policy.

Abstract

This article aims to describe how the movement carried out by the Juang Community of Lebak, Indonesia, encouraged and empowered the community to develop honey bee cultivation in Lebak Regency amidst the growing issue of local food innovation and diversification. This study contributes to the studies of the movement of honey bee cultivation, which are so far still understudied. Research on honey bees commonly focuses on collaboration with government or community empowerment. This study, however, tries to look at the social movements aimed at developing honey production in local contexts using a qualitative research method with a descriptive approach. The results show that the Juang Community of Lebak was a driving force for the community in Kampung Buana in cultivating honey bees. It attempted various activities such as building collaboration, strengthening and developing resources, and seeking wider networks for a more open market. However, the movement had difficulties in establishing good collaboration from various parties to jointly develop the potential of honey bees in Lebak Regency.

Abstract

Malinau Regent Regulation Number 6 of 2021 Concerning Detailed Spatial Planning (RDTR) for Urban Areas of Malinau Regency Year 2021-2041 is a guideline for implementing development programs and policies in the Malinau urban area which covers several villages within the administrative area of ??Malinau Kota District, North Malinau District, and West Malinau District. To prove suitability and find out the factors that determine the implementation of green open space policies in the Malinau urban area based on the provisions in Article 25 regarding the city's green open space zone, it is necessary to conduct research on policy implementation using the variables proposed by George C. Edward III which includes communication, resources, commitment, and bureaucratic structure. Based on the research that has been conducted, it is evident that the implementation of the green open space policy in the Malinau urban area is not in accordance with the Regent's Regulation Number 6 of 2021 concerning Detailed Spatial Plans for the Malinau Urban Area 2021-2041. In addition, it is also known that communication is a determining factor in demonstrating the success of synergy between institutions to implement green open space policies in the Malinau urban area. So it needs to be optimized so that the policy can be implemented properly.

Abstract

In this study, there is an identification of a gap between what is expected and the actual reality in the efforts of the Tangerang district government in fulfilling the rights of persons with disabilities. This gap, which is called das sein and das sollen, encouraged researchers to make a thesis on the issue. The purpose of this study is to provide a detailed description of the level of accessibility of public services available to individuals with disabilities within the Tangerang Regency local government. Zeithaml, Parasuraman, and Berry (as cited in Hardiansyah, 2018: 63) propose that to assess the quality of service actually perceived by consumers, there are specific indicators of service quality that can be categorised into five categories of service quality, namely tangible, reliability, responsiveness, assurance, and empathy. The results of this study have several points 1) Incomplete regulations or technical implementation standards for public services for persons with disabilities in the form of Tangerang Regent regulations as guidelines for the implementation of Tangerang Regency PERDA No. 11/2018 concerning the protection and fulfilment of the rights of persons with disabilities; 2) The attitude of government officials towards persons with disabilities The government is one of the important actors in the successful implementation of public service accessibility for persons with disabilities. 3) Attitudes of non-disabled people towards people with disabilities and people with disabilities towards non-disabled people In addition to the government as an important actor in the successful implementation of accessibility of public services for persons with disabilities, non-disabled people have an important part in the successful implementation of public service accessibility for persons with disabilities. Suggestions for the Tangerang Regency Government, especially public service providers from the executive branch, to immediately make a Tangerang Regent Regulation (PERBUP) regarding the fulfilment of the rights of persons with disabilities so that it can become a guideline and technical guidance for all public service providers.
