The family planning program (kb) inurban village, sub-district and kampar bangkinang langgini family planning should be conducted by officers located in the organizational structure and work procedures of the local district kampar kampar is on the region regulation no. 6 / 2010.Officer for the family planning program is in office in the centre of the function of the article 106.The study is done in kelurahan langgini due to the lack of community participation for kb is the policy of the government the lack of the ability to communicate in the field of energy ( pkb ) in the socialization of family planning, and the social impact in understanding of cultural and religious family.It ' s a problem with the performance of the house why plkb in urban village to village / sub-district in langgini bangkinang kampar in 2011-2012 not run optimally.The purpose of this research is to find out ( plkb ) on the implementation of the program participants, a member of the family, and know nothing of all constraints plkb job itself.The concept was a concept to be used by edward iii who suggested the concept of which there are four things which are important in communication resources, the disposition and the bureaucracy.Based on the results of the research at this skripsi the authors conclude that it is not enough to lack the officer for the family planning program by the government is keikut sertaan to join kb program in the community.And advice as one who is in the improvement of co-operation between harapkannya to the public to support the officer for the family planning program(kb).Keywords: implementation, participation, and public policy

Pemilihan Kepala Daerah di samping merupakan prosedur dan mekanisme pendelegasian kedaulatan rakyat kepada penyelenggara Negara, juga yang terpenting merupakan prosedur dan mekanisme perubahan politik secara tertib dan periodik, baik perubahan sirkulasi elit, maupun arah dan pola kebijakan politik. Tidak dapat dipungkiri bahwa Partai Politik masih menjadi media yang paling dominan dalam Pilkada bahkan dalam kasus di Provinsi Riau belum ada satupun ruang politik dari jalur independen yang berhasil memenangkan kontestasi politik Pilkada di Riau. Dominannya partai politik itu menjadikan partai hegemoni dalam menetapkan kandidat termasuk Partai Amanat Nasional pada Pilkada Kota Pekanbaru 2017. Kajian ini secara spesifik melihat konfigurasi aktor dan peran institusi partai politik dalam penetapan bakal calon kepala daerah sebagai bagian dari mekanisme pendelegasian kedaulatan rakyat kepada penyelenggara negara tersebut. Studi aktor dalam demokrasi lokal dan interaksi aktor dalam ranah politik menjadi konsep pokok yang dikedepankan dalam analisis kajian ini. Selanjutnya, kajian ini dilakukan dengan pendekatan kualitatif dengan penekanan pada interpretasi terhadap fenomena yang dimaksud yaitu konfigurasi aktor dan peran institusi partai politik dalam penetapan bakal calon kepala daerah. Hasil penelitian ini menunjukkan bahwa konfigurasi aktor dalam penetapan calon Kepala Daerah dari PAN tergambar bahwa aktor daerah (lokal) tidak memiliki pengaruh yang cukup signifikan karena pada akhirnya penetapan calon menjadi domain DPP PAN. Asumsi ini diperkuat dengan diberikannya status kader kepada Irvan Herman yang jelas-jelas belum mengikuti kaderisasi (LKAD) pada Partai Amanat Nasional. Situasi kelembagaan yang timbul akibat penetapan calon Kepala Daerah oleh DPP PAN yakni lemahnya peran DPD atau struktur partai di tingkat lokal dalam mengawal Pasangan Calon yang ditetapkan oleh DPP. Hal itu semakin menguatkan terjadinya politik transaksional dalam penetapan calon kepala daerah oleh Partai Amanat Nasional yang berdampak pada mundurnya demokratisasi di tubuh partai karena semua keputusan strategis partai ada di tangan DPP.

The research present describe the coaching Cooperation by Cooperation, UKM and Society Empowerment Agency Dumai City in Medang Kampai District in 2016-2017. One of economic activity in Indonesia based on the constitution articles 33 are economic based on families effort. Cooperative are one of economic intitutions that have purposed to support economic society, however untill now cooperative in Dumai City are non documented by activeated.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Medang Kampai District Dumai City and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head Agency of Coperation, micro small and middle Dumai City, Head of Coaching Cooperative Dumai City and staff of coperation in Medang Kampai district.The conclution of this research are the coaching Cooperation by Cooperation, UKM and Society Empowerment Agency Dumai City in Medang Kampai District are have done by some activity likes give some regulation and guidelines standart operational procedure by intern and extern, give some supervised and consultating about cooperations and training educations for staff cooperation in Dumai City by persuasive and preventive. Some factors that cause the coaching Cooperation by Cooperation, UKM and Society Empowerment Agency Dumai City in Medang Kampai District are not optimall are low of human resources quality in Coperation, micro small and middle Dumai City, low of participation and communication between staff in Coperation, micro small and middle Dumai City.Keywords: coaching, institutions and coperation.

Essay this aim for knowing how role Unit Police Civil Service Administration (SATPOL PP) on the sale of alcoholic beverages in the District Pangkalan Kerinci, Pelalawan Regency and the obstacles or obstacles experienced Satpol PP in Supervision of Alcoholic Drinks in Pangkalan Kerinci District districts Pelalawan. Drink alcoholic could bother peace and order general, this is Duty from Unit Police civil servant Soldier for maintain peace and order common in society.This study uses a qualitative approach and the type of descriptive data. The data used in this research are primary and secondary data, primary data through interviews with several sources and secondary data in the form of documents document or data which Writer take in office Satpol PP related drink alcoholic. Collection data via interview, observation and documentation.The results of the study show that the Satpol PP has carried out its role as a law enforcement officer tasked with maintaining peace and order general wrong the only one drink alcoholic to public in districts Base Kerinci districts Pelalawan, However from results raid which conducted there are still many stalls/kiosks selling alcoholic beverages to the public with evidence of the findings of alcoholic beverages, every Satpol PP conducts raid. This is due to community factors, law enforcement and the law alone. The form of supervision carried out by Satpol PP is direct supervision and no live. Mutation is generally a transfer of employees from one activity to another agency institutions with the aim to improve the efficient and effective operation of the organization concerned . The basic foundation of the process of mutation has been stated in Government Regulation No. 63 Year 2009 on the Authority Appointment , Removal , and Termination of Civil Servants . And the decision of the Civil Service Agency No. 70 / KEP / 2003 on the Delegation of Authority Head of Regional Office for State Personnel Board and the Agreement Establishing the Decree on Civil Service Civil Movements .Activities aimed mutation as a form of refreshment functions and duties . It is very important in improving employee performance , and spur employees to work better with the hope of getting a better position anyway . However, mutations also can be given to employees who excel and also serves as a means of giving sanction for errors or misuse that has been done by employees . There are two factors that cause mutations reasons , namely : (1) On its own desires , (2) Transfer productive tasks .This study was conducted to determine the factors that cause the number of civil servants of the Government mutation Pelalawan to Riau Provincial Government , and to determine whether the employee with a boss proximity factor is a political element in the process of mutation . Location of the study was conducted at the Regional Employment Agency and Employment Board the regency of Riau Province . The research is a qualitative study , with descriptive methods . The intervention of the Riau provincial government through various policies needs to be carried out to develop village-owned enterprises (BUMDes). One form of intervention that has been carried out is formulating a regulatory policy regarding the provision of special financial assistance for the development of BUMDEs, which will be described in this article. The Riau provincial government has made changes to regulatory policies related to the use of Special Financial Assistance (BKK) funds which can be used to develop business units and village-owned businesses. In this case, the Riau provincial government prohibits using BKK funds to establish business units that do not drive the community's economy, banking business units such as savings and loans and financing. The theory used as a reference is the opinion of (Haeder & Yackee), (Goo & Heo) and Saravade et al. Data were collected through interviews and documents and then analyzed qualitatively. This study concludes that regulatory policies have caused changes in the types of BUMDes business units developing in Riau province in 2020-2022.
