Abstract

The result of development planning in the district of Langgam in 2012 shows that there ara many planning proposals from the public who are not accommodated well, the proposal in the absence of the proposed project from the bottom, and the approach is top-down planning.The purpose of study is to determine the development planning in the district of Langgam and find out the cause of why the district development planning of Langgam patterned top-down planning.This research used descriptive qualitative research method. The primary data obtained through interview with people who understood local development planning; The secondary data obtained from relevant agencies such as District Office of Langgam and District Development Planning of Regency Pelalawan.The results found that; First, many proposal of public who are not accomodated and not realized by local governments, and inversely proportional to the proposed project arrived-suddenly appread at the end of the discussion of regional development planning. Second, the development planning process that lead to top-down approach, the cause is as follows: First, the public regarded as supporters of the planner is not executing. Second, planning is the desire of the public is not a necessity. Abstract

Participation or involvement society in politics are the form of democracy in a country, the one of that democracy is a Musrenbang from the village to the national level. Musrenbang would be successful if all the delegation of society involve to participate and the process of implementation could be appropriate as Musrenbang principle in Kepmendagri No.050-187 / Kep / Bangda / 2007, there are equality, discussion, alignments, anti-domination, anti-discrimination, development village holistically. This research aims to investigate the implementation of Village Musrenbang in Pekan Heran Village already appropriate of the principles in Kepmendagri Musrenbang No.050-187 / Kep / Bangda / 2007.This research is a qualitative research is conducted with a descriptive approach. The technique of this research is using purposive sampling with 14 informants. The methods of data collection using interview techniques, and documentation.The technique of the data analysis is using triangulation.Based on the research results of the stages of the implementation of the Village Musrenbang Pekan Heran in 2014 is an appropriate conformity with as established, but a society participation in the activities of the Village Musrenbang low levels, because a society lack of education, social and economic, as well as the lack of socialization of village appliance, and the process of implementation Musrenbang Pekan Heran Village in 2014 is in appropriate yet with the principles Musrenbang in Kepmendagri No.050-187 / Kep / Bangda / 2007 in the principle of anti-domination, and holistic development.Keywords: Rural planning, Participate of Society, and Musrembang

Abstract

The existence of woman in Indonesia parliament is still far from insufficient. Woman Legislators either in central or region of parliament has not indicate any significant growth. The electoral support is become one of the capital required of woman candidates to compete in elections. In Karimun, a region from Province of Riau Island recorded only three candidates were succeed to become the legislator as one of them able to achieve significant vote. Based on the background of these problems researcher interested to conduct more in-depth study on “Winning Factor of a Woman Candidate Golongan Karya Party in District III Karimun Region Riau Island Province”. The method used in this study is a qualitative research method. From the research that has been made known that the required capital with a good management could make a candidate take the victory in Legislative Election. The capital is divided into three part as known as social capital, political capital, and economic capital.The three based capital with prudent management is able to give victory to candidates. Abstract

The public concern in political issues recently rises up. They concern to the embodiment of woman representation in Indonesian election. Hence, the power of woman attraction indeed takes another enthusiastic in some political issues. R.A Kartini ,Former political woman, drags the spirit in early her movement. The spirit of Kartini brings another chance for women empowered to be involved in political part. 30% of women quota proves their dedication for Kartini’s spirit. With constitution agreement, the public incredulity and hesitance still continue. The public assumption of women nature in line with their inabilities in politics is implicit. Moreover, women do not have a principal standing in political parties and appropriate rank in election process actually.Though, cultures, families, elites do not prevent their political willing for women interest needs. They build their own power through women organizations, background and hierarchy to compete in election process. The coherence both politic and women unified. Thus, because women consciousness of political rights. Abstract

This research aims to see the victory of the Batak ethnic candidates in legislative elections in the electoral district Siak 4 on 2014 and the focus of this research is how the political strategy of the Batak ethnic candidates in the legislative elections unum. Besides that are the focus of this research was the influence of ethnic communities in the Batak winning candidates in the electoral district Siak 4 on the Siak district legislative elections in 2014. In this research, using qualitative methods, then to describe the data presented in the form of qualitative describe the real situation in detail and the actual look at the problem and research objectives. This research using purposive sampling and interviewing informants as objects of information that aims to achieve the purpose of obtaining information in the study. Abstract

This research was conducted with the aim to determine the factors that hinder the growth and development of village-owned enterprises in Causeway Village tebih Ujung Batu District of Rokan Hulu years 2014-2015 were reviewed based on growth indicators Owned tebih Desa Mandiri years 2014-2015. The main problem in this study is not the development of village-owned enterprises tebih Mandiri while village-owned enterprises tebih Mandiri has the potential of natural resources that can be developed to increase revenue and economic growth Village. The theory used in this research is the theory of village-owned enterprises, and the factors that hinder the growth and development of village-owned enterprises. This research uses descriptive analysis method using a qualitative approach. This study using purposive sampling and snowball sampling that interview with the informant as the object information that aims to achieve the goal. Data collection techniques used in this study was observational, a note of Field, documentation and interviews with informants research. Village-owned enterprises, hereinafter referred to BUMDes is an institution or agency The village economy is formed and owned by the village government, professionally managed with capital wholly or largely a village separated wealth. Village-owned enterprises tebih Mandiri is one of the village -owned enterprises which are in Sub Ujung Batu Rokan Hulu standing on date 10 November 2013. Owned Desa Mandiri tebih until now only engaged in the financial business, namely savings and loans, while the village-owned enterprises tebih Mandiri has sufficient resource potential support for development. As for the factors that hinder the growth and development of village-owned enterprises tebih Mandiri include (a) Lack of knowledge of administrators in understanding the meaning of leadership, managerial and governance of village-owned enterprises with the lack of experience of a director in entrepreneurship weeks to manage a business organization, (b) not relations research agreement with any party because the village-owned enterprises is only running one business unit, (c) Owned Rural tebih Self is not born out of the spirit of emancipation local, (d) the absence of tradition berdesa strong due to a lack of solidarity, cooperation and mutual cooperation between the villagers and (e) does not get full support from the Village supra. Abstract

Kabupaten Kuantan Singingi is one area that participate in implementing simultaneous local elections in Indonesia in December 2015. The organization of local elections in other areas do not have an impact on health services in district hospitals (RSUD). However the reality in the District kuantanSingingi, the elections have resulted in interruption of health services.Since March 7, 2016 outpatients especially BPJS (Social Security Administrator) patients do not get health care.The results of this study showed that there are several factors that cause the cessationof health services in hospitals Kuantan Singingi. First, the political elite in the executive and the legislature is too busy with the activity of winning candidate in the local election;Second, the candidate who supported bye the incumbent was defeated.  Then they do a lawsuit to the Mahkamah Konstitusi (Constitutional Court);Third, the Bupati (incumbent regent) and Team (Local Government Budget) is inaccurate and unwise when making budget planning. Including Health Care Budget;Fourth, the bureaucracy has been involved in practical politics. So that they do not carry out their duties and functions as a budget planner;Fifth, the execution time of the lovcal election at the same time with the drafting of the budget.This study is using behavorial approach and the method isqualitative. The data collection is using interviews.Keywords: Elections, Political Budget, Health Services.

Abstract

This study examines the Golkar Party victory in legislative elections in Siak 2014 and are the focus of this research is what strategy the Regional Leadership Council II Golkar Party to win the election. The focus of this research is the influence of regents to win the election in 2014. In this study, the use of qualitative methods for descriptive analysis of the data presented in the form of qualitative portrait of the real situation in detail and the actual look at the problem and research objectives. This study using purposive sampling and interviewing informants as infor-mation objects that aims to achieve the goal to get the information in this study. Data used in this study are primary data and secondary data. The results showed in making the strategy un-dertaken by the leadership of the Regional Council II Golkar Party in legislative elections in Siak 2014, there are several strategies undertaken by the Regional Executive Council II Golkar Party of which recruit potential legislative candidates won the election, forming network Suc-cess Team in each district, featuring issues appropriate to their own desires to the community, district head in the direction of Regents of the Golkar Party.Keywords: Political party, legislative election, local election.

Abstract

In the history of general election of regional head (Pemilukada) at Dumai City (Kota Dumai), the incumbent candidate always beaten by new challenger candidate. Interestingly, Khairul Anwar-Agus Widayat is the winner of the general election of regional head 2010. They are candidates in the election Dumai in 2005 and has been a crushing defeat compared to Zul AS-Sunaryo. This study explains why they succeed win that general election. This study is using po-litical behavior approach. Collecting data of this study is using field research and data analysis using quantitative and qualitative method. The finding is,there are three main causes of victory Khairul Anwar-Agus Widayat. First, this candidates promising change issues. Second, there are many people were disappointed to the icumbent. Third, there are correspondence between vision with the will of the people. Voter has made his choice based on many factors, and other factors have a smaller effect than the three factors.Keywords: Incumbent, challenger, local election.
