Abstract

Language and cultural richness of Biak Numfor in Papua is part of a national identity characterized by "Bhineka Tunggal Ika" (Unity in Diversity) as the basic foundation in building Indonesia. This article aims to reveal the identity system of speech in a community of Biak Numfor, Papua from an anthropolinguistic perspective. While the theoretical approach is an exploration of anthropolinguistic theory, the methodological approach is a descriptive one with an explanative dimension. From an anthropolinguistic perspective, this study seeks to apply scientific principles of socio-cultural data and adapt the steps in scientific studies to other fields of science. This study follows several stages, including providing data, analyzing data, presenting the results of the analysis. As a result, we holistically identify problems that refer to the system of phonology, naming and dialect differences, morpheme interference, syllable patterns, phoneme series, numeralia, unit of measurement, time unit, language vitality, language and culture migration, ritual tradition, dou tradition, faith, social unity and place of living, social stratification, marriage, kinship, legal culture (adat), legal sanctions, and forest ecology. The practical implication of this study is that it can be used as a basic reference in human resource development in Biak Numfor Regency. In addition, since anthropolinguistic theory has not been able to codify all language and socio-cultural systems, we suggest that theoretical collaboration in other fields is needed to complement the development of the theory.

Abstract

Practical problems from the presidential and development of customary peoples form traditional villages legally based on applicable laws and regulations. This mentoring program aims to increase the knowledge, attitudes, and skills of the provincial and district/city apparatus in understanding village and customary village administrations. The target is to discuss how the assets and potential of villages in West Papua Province can be identified as ingredients in preparing academic studies on traditional villages. The output is expected to contribute to (1) understanding the territory and characteristics of culture in West Papua and (2) Develop recommendations for forming institutions that can support custom and cultural preservation in West Papua. This activity uses a Participatory Exercise Model or Participatory Andragogi for adults with lecture, training, and assistance methods. Mentoring activities took place from 07-07 December 2019. The activity classification consists of elements (1) of the provincial Government and regency/cities throughout West Papua, (2) universities, (3) customary institutions, (4) women activists, and (5) Head of the Big Man (Big Man) with 75 participants and eight speakers. The impact of this activity is the congestion of provincial regions on traditional villages, and technical institutions related to the coaching and empowerment of villages can carry out the process of establishing traditional villages.

Abstract

Kelembagaan masyarakat adat Waropen secara legal berdasarkan peraturan perundang-undangan belum terbentuk di Provinsi Papua Barat. Untuk itu, kegiatan ini menjadi urgensi yang harus dilakukan dalam rangka penguatan dan penataan kelembagaan adat. Tujuan kegiatan ini adalah untuk (1) membangun kesadaran dan solidaritas sosial; (2) mendorong kohesivitas sosial yang harmoni; (3) membentuk organisasi modern berbasis adat; (4) membangun organisasi sebagai benteng penerus nilai dan tradisi luhur; dan (5) ikut berpartisipasi dalam pembangunan. Luarannya adalah diharapkan berkontribusi dalam (1) memahami wilayah dan karateristik budaya Waropen yang sama dan berbeda pada setiap kampung, keret dan rumah; dan (2) menyusun kelengkapan organisasi lembaga adat dan kemasyarakatan dalam mendukung pelestarian adat dan budaya Waropen. Mitra dalam kegiatan ini adalah (1) Pemerintah Provinsi Papua Barat, (2) Pemerintah Kabupaten Waropen, (3) Pemerintah Kabupaten Manokwari, dan (4) Dewan Adat Daerah Suku Waropen Provinsi Papua. Metode kegiatan ini adalah participatory learning and action (PLA) dengan paradigma sosio-etnografis agar dapat belajar pada komunitas, menempatkan nilai yang sama antara pengetahuan dan pengalaman masyarakat adat, dan kapasitasnya dalam memberikan solusi atas masalah yang mempengaruhinya. Bentuk kegiatannya terdiri atas: (1) Musyawarah Besar, dan Pengukuhan. Hasil kegiatannya adalah terbentuknya kelembagaan: (1) Struktur Organisasi dan Tata Kerja Adat, (2) Peradilan Adat, dan (3) Kerukunan Keluarga Waropen
