Abstract

Saat ini Indonesia berada pada rangking ke 14 negara penghasil emisi karbon dunia(Berdasarkan data Human Development Report tahun 2008), yang sebenarnya masih jauhdari negara-negara industri maju lainnya. Namun peringkat ini dapat saja bergerak naik danmensejajarkan Indonesia dengan negara-negara industri maju penghasil emisi karbonlainnya, seiring dengan pertambahan penduduk Indonesia saat ini, yang salah satuimplikasinya adalah terjadinya rambahan hutan, baik hutan lindung, taman nasional, maupunhutan masyarakat. Masalah tersebut tidak terkecuali di Sulawesi Tengah khususnya diKawasan Taman Nasional Lore Lindu (TNLL). Sadar akan hal tersebut, maka programReduction Of Emission From Deforestation And Degradation (REDD) menjadi salah satusolusinya. Abstract

The objective of this research is to find out the implementation of outpatient rehabilitation services policy atclinicof National Narcotics Central Sulawesi agency. Theresearch type used was qualitative research. The informants determinate by purposive method with certain consideration by set 6 informants. The type of data used was primary and secondary data. The data were collected through interview and documentation techniques. Data analysis used were data collection, data reduction, data presentation and conclusion. The theory used was the theory from Edward III, namely policy implementation, outpatient rehabilitation services for drug consumption.The results of the research show that the implementation of outpatient rehabilitation services policy at clinicof National Narcotics Central Sulawesiagency is: communication insocialization to the community has been organized. Medical and social human resources has been implemented. Facilities and infrastructure become a major support for the implementation of the activities of each field. Disposition is sufficient. The bureaucrachy structure has been implemented well. therefore it is recommended that outpatient rehabilitation services be maintained.

Abstract

The aims of this study were 1) to find out about the migration process of the Bugis ethnic group to Palu City, to explain the driving factors in the area of ​​origin of South Sulawesi, the pull factors in the destination area of ​​Palu City as well as the inhibiting factors and barriers to migrating to Palu City. 2) Knowing about social interactions and socio-cultural adaptations of the Bugis ethnic in Palu City. The method used is a qualitative approach involving 8 informants. The results showed that: Migration of the Bugis Ethnic to Palu City was motivated by economic factors due to limited job opportunities and increasingly competitive life along with population growth in the area of ​​origin of South Sulawesi. The factor of "siri" cultural values, past conflicts and political upheavals also contributed to the migration of the Bugis Ethnic to Palu City. The swift flow of migration of the Bugis Ethnic to Palu City has an impact on social relations, both associative and dissociative which automatically forces Bugis migrants to be more adaptive to the surrounding social environment, therefore, the cultural values ​​possessed by the Bugis Ethnic are internalized in his life is expected to become a social glue in social interaction in the overseas area of ​​Palu City.
