Abstract

The 2012-2017 Regional Medium Term Development Plan (RPJMD) prepared by the BAPPEDA of Bener Meriah District has its own goals, strategies and policy directions so that the development goals to achieve the vision and mission of Bener Meriah District can be realized, but there are still obstacles to implementation. so that the RPJMD targets and targets are not implemented optimally. Therefore, the authors are interested in examining the Task and Function of the Bappeda on the Implementation of the 2017 Bener Meriah District RPJMD Coordination and the Factors that Inhibit the Implementation of the Coordination of 2017 Bener Meriah District Medium Term Development Plans (RPJMD) that  have  been  implemented.  The research method used with this type of qualitative research approach is descriptive as a method of data analysis. Data collection techniques used by the authors in this study are interview techniques, documentation and observation questionnaires. Based on the analysis, the implementation of regional development coordination carried out by BAPPEDA of Bener Meriah District in accordance with its main tasks and functions through inter-sector coordination meetings and SKPD, Forum Group Discussion (FGD), as well as through village, subdistrict, district, provincial and national musrenbang there are still obstacles. Constraints faced were frequent delays in the collection of SKPK work plans and other supporting data which resulted in BAPPEDA in coordinating difficulties in implementing development planning.

Abstract

Research conductedby researchers titled ?Strategi Partai Nasional Demokrat (NasDem) Dalam Menghadapi Pilkada Serentak Tahun 2015 (Studi Pada Dewan Perwakilan Wilayah Partai Nasional Demokrat Provinsi Sumatera Utara?. The purpose of this study aims to know a strategy of the party Nasional Demokrat (NasDem) in the face of the election simultaneously. A strategy of political is a set of the approach overall related to the implementation of the idea of, planning to a political party can win a fight between a variety of thepower of political process of reform happened where the political process be coming more berdinamika and demokrasi colored by a fight between the very open, until finally neededthe existance of a strategy of political using different approaches in which included noticed a political issue that will be sold to the group voters, take account of the power of her own, and observe the ability of the party of the competitors being political rival. Then in the study this will be seen now the Nasional Demokrat (NasDem) do a variety of things strategy in eforts won a political as the location of the study aut hors. How strong a strategy of political party Nasional Demokrat (NasDem) as the party of the bow of nationalist with all the instruments are there in which answered a political happened, to be able to win pilkada serentak that took place on 9 December 2015 and immediately able to be the preferred and take root in a society. In the study aut hors this will use analysis SWOT, as the theoretically to meausure the extent strength, weakness, the odds, and the threat of faced by the party Nasional Demokrat (NasDem). Including how the Nasional Demokrat (NasDem) tackle obstacles faced during the process of a sound in the effort to win pilkada serentak years 2015.

Abstract

This research has been deceived by the importance of implementation of a of a government policy on the residency administrative information system (SIAK) about handling KTP-El has succeeded or did not succceed by reviewing the implementation of government policy which is based on the law of Indonesian RI country Number 24 in 2013 about The Administration of Residency. This study is meant to know how SIAK is implementation in the handling KTP-El and to find out what constraints are in the process. The methods are used in this research?s qualitative methods with the descriptive approach. The data collecting technique  was  carried  out  in  this  research  through  two  ways,  among  others  through secondary data (books, scientific papers, documents/archives) and obtained from field, observation and interview). From the research result it can be seen that the implementation of SIAK about the management of KTP-El has not been maximal, because there are still some obstacles and not yet have Special Regulation in the district office of Medan Baru Medan city, so there is still much need to be addressed. It is reviewed from 4 models of policy implementation according to Edward III, ie communication, disposition/attitude, resources, and bureaucratic structure. In this study, researchers also gain a new understanding that in the implementation of SIAK on the management of KTP-El good state service but it would be good apparatus not only run the activities of population administration, but also need to pay attention and care to public needs.
