Pendekatan pembangunan, harus berorientasi kebutuhan. Pandangan yang dimiliki oleh negara-negara berkembang pada umumnya, dan negeri-negeri Muslim khususnya. tentang diri mereka sendiri dan negara-negara industri. Pada tahap tertentu, pandangan ini merupakan suatu warisan kolonialisme. Namun, hal ini juga merupakan hasil pola-pola pembangunan konvensional yang telah dilakukan masyarakat di negara berkembang. Analisis, atas peranan informasi inil. harus dikembangkan dengan suatu pendekatan yang kritis dan seimbang. Akhirnya, hanya dengan mengembangkan teknologi-teknologi informasi yang sesuai. dan memenuhi kebutuhan dan kriteria nilai yang khas-Iah. negeri-negeri Muslim akan dapat bertahan dengan integritas dan kemandiriannya di abad informasi.

Kehancuran negara-negara berhaluan komunis pasca Perang Dingin menyebabkan keabsahan ideologi komunis yang digagas Marx dipertanyakan kembali. Kendati demikian, hancurnya pemerintahan negara-negara komunis tersebut tidak berarti matinya komunisme. Banyak pemikiran baru muncul mereinterpretasi gagasan Marx berlandaskan pada kritik dan otokritik yang dilakukan sejumlah Marxis, mulai dari Friedrich Engels yang hidup sezaman dengan Marx, hingga Marxis-Marxis sesudahnya seperti Herbert Marcuse, Roger Garaudy, Jurgen Habermas dan T.W. Adorno. Disimpulkan, Marxisme sebagai sebuah gerakan pemikiran tidak akan pernah mati, karena akan selalu diinterpretasi untuk menjawab tantangan zaman dewasa ini, yang masih ditandai oleh saratnya permasalahan manusia, alienasi, ketimpangan, ketidakadilan, dan berbagai penyakit masyarakat lainnya. Dalam konteks masa kini, paham Marxis bertransformasi menjadi multimuka Marxisme yang menawarkan gagasan-gagasan segar, sekaligus kontroversial seperti Gerakan New Left dan usulan kerjasama antara kaum agamis dan komunis dalam Teologi Pembebasan Amerika Latin.

Kemajuan peradaban manusia di dunia pada abad milenium memberikan dampak pada, bukan hanya negara maju bahkan, negara berkembang, sehingga setiap individu dapat lebih kritis dalam mengantisipasi perkembangan umat manusia, terutama pada pelaksanaan penyelenggaraan negara. Negara sedang berkembang senantiasa mendambakan bentuk pemerintahan yang baik, bersih, dan berwibawa di mata masyarakatnya. Dengan sendirinya diperlukan konsep atau teori tentang pemerintahan yang baik dan diharapkan secara maksimal dalam sistem pemerintahan yang berlaku. Penggunaan metoda kualitatif diharapkan dapat menjawab dan memberikan bentuk contoh kegiatan praktis maupun teoretis dalam penyelenggaraan pemerintahan yang bersih dengan sendirinya akan menggunakan pendekatam multidisiplin yang selalu menjadi dasar dalam perkembangan pemerintahan secara dinamis.

Penelitian ini dilakukan untuk memberikan gambaran tentang bagaimana proses penyelesaian konflik sosial yang dilakukan oleh SAMSAT Penanganan Dampak Sosial dan Lingkungan Pembangunan Waduk Jatigede dalam menyelesaikan konflik sosial yang terjadi antara Pemerintah dan Orang Terkena Dampak (OTD) Pembangunan Waduk Jatigede akibat adanya pembangunan Waduk Jatigede. Permasalahan utama yang menjadi pemicu konflik sosial ini adalah masalah ganti rugi pembebasan lahan, relokasi penduduk, dan relokasi situs budaya. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukan bahwa SAMSAT menyelesaikan konflik sosial dengan menggunakan strategi pemecahan masalah. SAMSAT melakukan upaya penciptaan kerjasama, penciptaan keseimbangan kekuatan, dan upaya penciptaan Perceived Common Ground (PCG) di antara Pemerintah dan OTD pembangunan Waduk Jatigede dalam menyelesaikan konflik sosial yang terjadi

Politics dynamics in regional legislative election system is found the problem there are conditions that are not in harmony between the format election system and the format regional government system. This problem can lead to low political representation of local communities by their legislators. This research contributes to gaining knowledge about the dynamics of regional politics and the ideal electoral system and harmony with local government systems that can be used in the future; with a high level of political representation, and to find out what factors are related to the regional legislative election system. This research uses ethnographic methods through in-depth interviews, direct participant observation, and documentation Data of 5 informants at the home of regional representatives, 5 political parties (in 2 different districts). His findings are that the electoral system still uses a semi-district model that is already out of proportion to the regional government system. Therefore this research is very important to change the improvement of the system which is also supported by a quality, integrity, professional, honest and fair election system; so that it will give birth to regional legislators who have a high level of political representation to their constituents; and at the same time can be effective in the administration of regional government.

The objective of this article is to explain the ambivalent existence related to actor domination in the collaborative governance. As a precondition for the collaborative governance process, domination is a factor which must be prevented to maintain equality and mutual trust between actors. Therefore, the core question of this article is that is it true that the actor domination has negative effects to the collaboration sustainability? This article was written by using qualitative method. Data were collected with deep interviews, document studies, and literary studies and data were analyzed by using descriptive technique. The case of Lampung province central government displacement in 2004-2016 was made to be a research basis to answer the core question. The research finding showed that actor domination was dilemmatic. The collaboration process was in fact very dependent on the main actor who â€œcontrolâ€ the collaboration process, both in the planning stage (through Planning Coordination Team) and in implementation stage (through forum of Region Management Agency). This finding was very important because in spite of violating equality between actors, the actor domination in this policy case was beneficial. The inequality which was assumed to produce mutual untruths was not proven. In conclusion, actor domination is an ambivalent; something that must be prevented, but it then becomes a key factor. In what situation this actor domination gives a meaning? This article tries to answer it.
