Abstract

Meningkatnya jumlah penduduk dan jumlah penggunaan kendaraan pribadi di Kota Balikpapan setiap tahunnya menyebabkan padatnya jumlah kendaraan yang melewati Jalan Jendral Sudirman Kelurahan Klandasan Ilir. Adapun Jalan Jenderal Sudirman di Kelurahan Klandasan Ilir dilewati jumlah kendaraan yang paling tinggi di Kota Balikpapan, sebanyak 17.938 kendaraan, dengan mayoritas modanya merupakan kendaraan pribadi. Disamping itu, terjadi penurunan jumlah armada angkutan kota pada kedua trayek yang melewati Jalan Jenderal Sudirman, trayek 5 dan 6. Melihat arahan RTRW Kota Balikpapan terhadap Kelurahan Klandasan Ilir terkait peruntukkan perumahan kepadatan tinggi, perdagangan dan jasa, serta perkantoran swasta, sehingga mampu meningkatkan mobilitas penduduk di Jalan Jenderal Sudirman dan mengakibatkan penurunan efisiensi pergerakan Jalan Jenderal Sudirman. Dengan kondisi dan permasalahan tersebut, kepemilikan dan penggunaan kendaraan pribadi yang tidak terkendali akan membawa dampak buruk bagi sistem transportasi di Jalan Jenderal Sudirman Kelurahan Klandasan Ilir. Oleh karena itu, dibutuhkan pemodelan pemilihan moda transportasi antara kendaraan pribadi dan angkutan kota. Dilakukan identifikasi faktor-faktor yang mempengaruhi pemilihan moda dengan menggunakan analisa deskriptif kuantitatif dan analisa crosstab untuk mencari korelasi antar variabel dan dilakukan analisa model pemilihan moda antara kendaraan pribadi dan angkutan kota dengan menggunakan regresi logistik binery. Adapun pelaku perjalanan di Jalan Jenderal Sudirman, mayoritas lebih memilih menggunakan sepeda motor daripada angkutan kota. Berdasarkan hasil regresi diketahui bahwa pertimbangan biaya, lama waktu perjalanan, kenyamanan dan ketersediaan fasilitas ruang tunggu penumpang sebagai faktor yang mempengaruhi pemilihan moda oleh pelaku perjalanan di sepanjang Jalan Jenderal Sudirman.

Abstract

Pemanfaatan sumberdaya alam secara optimal menjadi indikator keberhasilan pengembangan ekonomi salah satunya melalui komoditas subsektor perkebunan. Kecamatan Penajammemiliki potensi terbesar pada sektor pertanian khususnya subsektor perkebunan sebagai arahan pemanfaatan lahan perkebunan seluas 39,707 ha dibandingkan kecamatan lainnya. Dengan potensi lahan yang besar membuat Kecamatan Penajam memiliki peluang untuk meningkatkan pengembangan ekonomi melalui pemanfaatan komoditas subsektor perkebunan. Disisi lain potensi fungsi lahan perkebunan yang tinggi, terdapat pemanfaatan yang belum optimal pada subsektor perkebunan. Sehingga diperlukan upaya pengembangan ekonomi sebagai identifikasi pengembangan wilayah berbasis ekonomi yang dapat dilakukan dengan penentuan komoditas unggulan subsektor perkebunan di Kecamatan Penajam. Penelitian ini bertujuan untuk mengetahuikomoditas unggulan subsektor perkebunan sebagai upaya pengembangan ekonomi di Kecamatan Penajam, Kabupaten Penajam Paser Utara dengan menggunakan metode analisis kuantitatif terhadap data sekunder yaitu hasil produksi komoditas perkebunan tahun 2014 – 2019. Adapuntahapan analisis terdiri dari: 1) Menentukan komoditas basis/non basis subsektor perkebunan menggunakan teknik analisa Location Quotioent (LQ), 2) Menentukan nilai pertumbuhan dan daya saing menggunakan teknik Shift Share Analysis (SSA), 3) Menentukan komoditas unggulan dengan teknik analisa komulatif hasil LQ dan SSA. Berdasarkan hasil penelitian didapatkan bahwa komoditas unggulan subsektor di Kecamatan Penajam yaitu komoditas kelapa dan komoditas kelapa sawit.

Abstract

Penelitian ini bertujuan untuk mendapatkan potensi pendapatan dan penurunan lalu lintas kendaraan pribadi saat Bus Rapid Transit (BRT) beroperasi di Balikpapan. Metode yang digunakan pada penelitian ini adalah dengan menggunakan data hasil survey responden tentang kesediaan pengguna mobil pribadi dan motor untuk menggunakan BRT dengan variabel tarif dan waktu tunggu di halte atau terminal. Penurunan lalu lintas kendaraan pribadi saat BRT beroperasi didapatkan dari volume lalu lintas eksisting dikurangi dengan prosentase perpindahan moda masyarakat menggunakan BRT. Hasil menunjukan bahwa masyarkat cenderung memilih pelayanan BRT dengan waktu tunggu yang singkat dan tarif yang murah. Ini ditunjukan pada skenario dengan waktu tunggu terkecil dan tarif termurah memberikan prosentase perpindahan dan penurunan kendaraan pribadi baik mobil pribadi dan motor yang terbesar. Namun, prosentase terbesar tidak menjadikan pendapatan yang tinggi, beban subsidi yang diperlukan untuk memastikan skenario berjalan dapat mengurangi pendapatan dari operasional BRT Balikpapan.

Abstract

Corridor of the commercial area of Jalan MT. Haryono Balikpapan City specifically from the MT. Haryono Bridge to the Traffic Light Beruang Madu Monument has the characteristics of high mobility by motorized vehicles. Under these conditions, efforts are needed to encourage non-motorized movements. One of the efforts that have been made in the provision of pedestrian paths in the trade and service area. However, the lane has several problems, such as damaged sidewalks, motorized vehicles that often park around the sidewalks, and there are no guiding blocks for disabled users. Therefore, this study aims to plan a pedestrian path in the commercial area in the corridor of Jalan MT. Haryono uses the concept of walkability. This research uses walkability suitability analysis, community satisfaction level analysis, and Photo Mapping analysis. The results of the suitability analysis showed that segment 1 of the research area was not following the walkability and it was necessary to improve the pedestrian path infrastructure and add supporting facilities such as chairs, trash cans, CCTV, and shade plants, to guide blocks. While in segment 2, almost all of the variables are appropriate and require maintenance of several pedestrian path facilities. In the analysis of the level of community satisfaction using the Multicriteria Satisfaction Analysis, the planning priorities of the 4 walkability indicators are obtained. The results of this analysis show that segment 1 requires planning for the development of safety and comfort indicators, while segment 2 requires planning related to the development of safety and beauty indicators. The results of Photo Mapping show that it is necessary to add road barrier facilities, guiding blocks, parking ban signs, resting chairs, green lanes, repairing pedestrian lane infrastructure, and improving zebra crossing in segment 1. Segment 2 requires additional parking ban markers, speed bumps, chairs, trash cans, green paths, and care for weeds growing along the walkways

Abstract

At least 617 cases of fire disasters were recorded in Balikpapan City from 2010 to 2020. In response, fire disaster mitigation is still a problem, especially in dense residential areas and unclean environments. One of the sub-districts with the characteristics of dense settlements and a history of fire incidents is Karang Rejo Village. This condition can be an obstacle in disaster mitigation. Therefore, it is necessary to identify appropriate mitigation efforts for this sub-district. Vulnerability assessment can be an essential first step to reducing the impact and losses of a fire disaster. The purpose of this study is to formulate fire disaster mitigation based on the level of vulnerability in Karang Rejo Village, Central Balikpapan District, using the spatial multi-criteria analysis method. The research results obtained are structural fire disaster mitigation at low, medium, and high vulnerability by mitigating aspects of building density, percentage of built-up areas, building materials, the width of access roads, availability of water reservoirs, availability of vacant land, the portion of households working in the informal sector, and the ratio of poor people.

Abstract

The growth of Balikpapan City can be seen from the rapid development. The influence of land use change and reduced water catchment areas is one of the problems that occurs in Balikpapan City. It is known that the area of forest land use in 2014 was 22,856.95 ha, while in 2018 the area of forest land use decreased to 18,418.76 ha. This study aims to analyze the level of land capability groundwater supply and determine strategies for optimizing groundwater supply land capabilities in Balikpapan City. Based on the results, ability of land in providing groundwater in Balikpapan City is divided into 4 classifications. The strategy of optimizing land capabilities providing groundwater in Balikpapan Utara is the application infiltration wells to improve groundwater conditions and maintain the stability of high groundwater levels. In Balikpapan Selatan, Balikpapan Tengah and Balikpapan Kota, additional infiltration capabilities are carried out such as the creation of Biopori Infiltration Holes (LRB) and Biopori Infiltration Channels (SPB), in Balikpapan Timur strategies are environmental pollution control and groundwater quality management, while in Balikpapan Barat, the strategies is maintain land capabilities maintaining the quality of water and controlling the conversion forest functions into built-up land.

Abstract

Implementing bus as a public transport system could reduce traffic congestion on urban roads. This study aims to identify the effectiveness of Sarana Angkutan Umum Massal (SAUM) bus in congestion reduction in Balikpapan. This study uses a macroscopic approach to analyze the changing in traffic characteristics when SAUM buses operate. Modal shift percentage is gained from the previous study. The focus of traffic characteristics is the degree of saturation, operational speed, and travel time. The result shows that decreasing the degree of saturation, increasing operational speed, and shorter travel time occurred. However, the result also found that operating buses do not contribute significantly to increasing operational speed on low-traffic corridors.
