Abstract

Abstrak Parameter kondisi perkerasan jalan seperti International Roughness Index (IRI) dan Nilai Kerusakan (NK) jalan sangat jamak digunakan untuk menentukan kinerja pelayanan ruas jalan selain parameter dari sisi lalu lintas. Selain dipakai sebagai kinerja pelayanan jalan, IRI dan NK juga banyak dipakai sebagai input dalam penghitungan Biaya Operasi Kendaraan. Penentuan nilai IRI umumnya cukup sulit dari segi biaya karena harus menggunakan peralatan yang hanya bisa didapatkan di tempat tertentu saja, sementara itu Nilai Kerusakan relatif mudah untuk dilaksanakan.Kartika, dkk (2005) telah berhasil menunjukkan hubungan antara nilai IRI dengan NK yaitu dengan persamaan; IRI=7,765(NK)0,0891. Namun demikian persamaan tersebut dirasa kurang valid mengingat nilai validitasnya (R2) hanya sebesar 0,3215. Hal ini kemungkinan disebabkan dalam menentukan persamaan tersebut belum dilakukan uji korelasi yang cukup terhadap variabel-variabel jenis kerusakan yang terjadi. Artinya semua kategori kerusakan dimasukkan dalam penentuan persamaan tersebut tanpa melihat apakah semua jenis bebar-benar berpengaruh atau tidak.Setelah mempertimbangkan jenis-jenis kerusakan yang paling berpengaruh dengan menggunakan analisis faktor dan analisis korelasi, maka bentuk persamaan yang baru adalah; IRI=7 + 0,066NKRetak + 3,340NKPenurunan + 0,296NKShoving + 0887NKPothole…(R2=0,571)Kata kunci: biaya operasi kendaraan, roughness, IRI, Nilai Kerusakan Jalan

Abstract

The queue that occurs at U-turn is affecting its performance decreases of urban road performance. The maximum length of queue on Dr.Ir.H.Soekarno Street, Surabaya which is 102 meters decreases its performance. The Simulation is based on Poisson distribution using the arrival rate (λ). The time that used to turn is using formulation of cumulative frequency distribution of the time to turn. The result of the simulation was corrected by correction factor that add it to the turn time. The result of the simulation is length of the queue that is used on the analysis of road performance. The result of analysis is the maximum length of queue is 102 meter with the correction factor is 0.9 second. The capacity of weaving C is decreases from 3960 pcu/h to 3858 pcu/h and the decrease of V/C ration from 0.77 to 0.79 is caused by the length of the queue. In order to reduce the effect of queue is by expand the road width from 8 meter to 11.5 meter. In this condition, the capacity could increase from 3496 pcu/h into 5113 pcu/h and V/C ratio from 0.88 into 0.60.

Abstract

Under the terms of the capacity, the railway mode is more efficient in terms of moving passengers and goods as to accommodate more passengers and goods than bus modes. Moreover, when there are obstacles in the road such as road maintenance progress, and hole on the road, flooding, existence of demonstration and others, bus modes will not be able to serve passenger well. However in terms of mobility and flesibility the bus is more flexible than the train because it hasn’t limited by the schedule The government started to build new tracks to reduce the delay in the arrival of trains and increase the frequency of train departures. The new tracks are expected to make better services for passengers and goods. Under these conditions, they need to do research on the possibility displacement modes of transportation on passengers. Stated Preference technique used to obtain data on the willingness of passengers to switch modes by distributing questionnaires to Surabaya-Mojokerto line passengers. Those questionnaire are distributed in three terminals which are Joyoboyo Terminal (Surabaya), Purabaya Terminal, Bungurasih (Sidoarjo), and Kertajaya Terminal (Mojokerto). The obtained data were analyzed using Binary Logistic Regression. The result shown that respondent who spent 45 minute willing to move from bus to train is 27,13% whilst 60 minute is 48,10%. Considering the money spending of the respondent each time travel using bus in which stated as Rp. 15.000 it’s only 12,02% who are willing to move from bus to train.

Abstract

Indonesia has one of the highest numbers of accidents within ASEAN country. Accident reduction program has been established namely National Public Safety Plan (RUNK) established by the government has not show a significant impact. Weak public transport in Indonesia caused the population to attempt to solve it by using personal vehicle. During the last decade, the motorcycle is the star of transport mode choice in almost all Indonesian regions, however, as the number of motorcycle on the highway increase, making the probability of motorcyclist accidents increased as well. Based on the above conditions, the study has evaluated students’ preferences on reducing accident severity as a result of an accident. Furthermore, the research will be conducted in Makassar and Surabaya. Using Binary Logit Analysis it can be inferred that the probability of respondents who are willing to reduce the serious severity in Surabaya is 78.63% whilst in Makasar 94,73%. Considering on reducing slight injury respondent in Surabayawho are willing to reducing the injury is 66,66%, while at Makasar is 93,37%.

Abstract

Tingginya jumlah penumpang di stasiun Madiun yang terjadi setiap tahunnya, membuat peningkatan jumlah pengguna sepeda motor dan mobil pribadi. Dengan bertambahnya jumlah pengguna kendaraan pribadi tersebut, membuat ruas jalan akses ke dan dari stasiun Madiun menjadi padat. Studi ini bertujuan untuk mengenai analisa perpindahan untuk mengetahui karakteristik penumpang yang bersedia untuk berpindah moda dari sepeda motor dan mobil pribadi ke angkutan umum di stasiun Madiun. Metode yang digunakan untuk menganalisa data menggunakan metode logit biner. Karakteristik usia dalam range 1 yaitu 21-30 tahun dimana diambil sampel 22 tahun dan penghasilan dalam range 2 yaitu Rp 1.500.000–Rp 2.500.000 dimana diambil sampel di penghasilan Rp 2.500.000 probabilitasnya sebesar 27,50%. Karakteristik usia dalam range 3 yaitu 41-50 tahun dimana diambil sampel 43 tahun dan penghasilan dalam range 2 yaitu Rp 1.500.000-Rp 2.500.000 dimana diambil sampel di penghasilan Rp 2.500.000 probabilitasnya sebesar 28,41%.

Abstract

Railway level crossing safety is one of the most critical issues for railways. Collisions between trains and motorized vehicles contribute most to LX accidents. Population growth and the development of economic in Indonesia affect the increase in vehicle volume, especially in the city of Surabaya. Furthermore, the increasing of vehicles volume, causing congestion at some points in Surabaya including Gayung Kebonsari railway level crossing. One of the congestion factors at the railway level crossings is the duration of closing time as the train passes through the crossing. The uncertain duration of gate closing time cause road users to be undisciplined by break through the crossing gates while the train pass through the crossings. Considering of those problems, respondents? opinion is being evaluated to see the society behavior to early warning on reducing the number of traffic violation. A comprehensive discussion of the existing problems, lessons learned and the possible future implications that can be applied in Indonesia are presented. Key Words: Railway Level Crossing, Accident, Society Behavior, Regression, Binary logit

Abstract

Both parking fee and parking tax are the potential income for most local authorities in Indonesia since they are considered as the parts of of local authority’s revenue (Pendapatan Asli Daerah, PAD). However, currently many local authorities including that in Surabaya has a problem in determining target as well as the achievement of annual parking revenue. This situation takes place due to the lack of reliable method to estimate the parking revenue including both parking fee and parking tax either on-street parking nor off-street parking.  Meanwhile, there are growing investments of public and private facilities in many capital cities of both regency and provincy including apartments, hotels, malls, campus, hospitals, convention buildings, terminals, offices,  restaurants and mixed uses in which many parking spaces will be provided to support their activities later on. The providing of new parking spaces will therefore potentially contribute to the local authorities’s revenue as the consequences. Main variable to contribute the parking revenue are the number of parked vehicle as well as the parking duration (when progressive tariff is applied). The concept of both number of parked vehicle and parking durations for several landuses will be introduced in this paper so that they can be elaborated more in depth as a mathematical model. Furthermore they can be used as references for estimating the anual parking revenue of local authotities as the part of local authorities revenue (PAD). Moreover, these models will be useful for parking facilities investors to analyse the their financial investment.

Abstract

The market share of freight transport which is dominated by road transport and accompanied by unbalanced of infrastructure’s growth and freight demand has created various negative impacts on existing transportation system. The shift of freight transport from road to rail and sea is expected to reduce those impacts. Research on the behavior of freight mode choice and the extent to which the user is willing to trade off the attribute change needs to be done so that the amount of modal shift will be known. The main objective of the study was to produce a model of mode choice based on preference surveys among forwarders, as well as to provide inputs for policy improvement and or improvement of freight transportation services. One of the surveys to be conducted is the revealed preference (RP) survey. The important stage before the RP survey is to conduct a preliminary survey. This stage aims to determine the important trends related to the choice of modes by the forwarder and test the response rate of respondents. The survey is also useful for assessing the credibility of the data instrument, identifying potential errors in the data instrument, and determining non-conformities in survey management before the actual survey. Data collection was done by sending questionnaires. The structure of the questionnaire consists of questions about characteristics of : shipment, travel, and modes. The results of survey showed relatively low response rate because it was only 8 respondents who were willing to answer the questionnaire. This indicates that the questionnaire needs to be combined with other methods, such as: face to face interviews and or focus groups. The results of the preliminary survey show that the main factors for the choice of existing modes are: shipment costs, loss/damage, and time travel. The implementation of the next stage survey should consider that each company has more than one shipping commodity so it is necessary to group questions and analysis based on each commodity.

Abstract

Krian-Legundi-Bunder-Manyar Toll Road is a part of the Non Trans Java Toll Road which is included in the national strategic project. Krian-Legundi-Bunder-Manyar Toll Road was built to facilitate the public and economic activities of Sidoarjo Regency (Krian), Gresik Regency and surrounding areas citizen. With Krian-Legundi-Bunder-Manyar Toll Road, the choice of routes connecting the Sidoarjo Regency (Krian) and Gresik Regency will increase. And each route choice has its own characteristics. For this reason it is necessary to analyze the route selection using stated preference method. Data collection of characteristics and route selection will be carried out by conducting a survey of toll road users at several points by interviewing them based on stated preferences method. To analyze the data, descriptive statistical theory and binomial logit regression will be used.
