Abstract

This paper discusses and proposes the policy issues associated with the development of microfinance industry in Indonesia. Despite its capability of financing small-scale businesses, the development of the microfinance industry is far behind that of commercial banks. The policy focus on developing sound financial practices of microbanks has ignored the role of semi-formal and informal microfinance institutions (MFIs) in serving poor people. Compliance with the sound banking practices could inevitably drive microbanks away from serving the poor. Regarding the capability of informal and semi-formal MFIs of outreaching the poor, the challenges to microfinance policy in Indonesia is to develop inclusive financial systems through which the progress of microbanks goes in a parallel direction with the developments of semi-formal and informal MFIs, such as cooperatives and rotating saving and credit associations (ROSCAs).

Abstract

Literatur meyebutkan bahwa metode kredit mikro secara kelompok (group lending method) dapat meghasilkan tingkat pengembalian yang tinggi karena berfungsinya modal social (social capital), seperti kekerabatan dan kerja-sama antar anggota kelompok, serta adanya sangsi kelompok (peer sanctions). Studi ini mengidentifikasi keterkaitan antara modal sosial dan keuangan mikro di Indonesia. Ada dua kesimpulan yang dapat diambil.Pertama, metode kredit secara kelompok di Indonesia masih jauh dari memuaskan karena kecilnya skala operasional. Disamping perkembankan kredit kelompok di Indonesia juga masih tergantung pada keberadaan subsidi dari pemerintah maupun lembaga donor lainnya.Kedua, kredit mikro yang mendasarkan pada modal sosial tidak harus mrenggunakan metode kredit kelompok. Kredit mikro yang diberikan secara individual, seperti BRI unit desa dan BKK, menunjukan perkembangan yang baik karena mengaitkan kredit denganmodal-modal sosial di masyarakat. Dalam hal ini kredit mikro yang disalurkan dengan cara memperkuat rasa saling mempercayai (mutual trust), kekerabatan antara peminjam dan petugas bank, serta keterlibatan tokoh masyarakat dapat menghasilkan tingkatpengembalian yang baik. Hal ini dimungkinkan karena modal-modal sosial tersebut dapat memperkuat loyalitas, dan memberi insentif kepada peminjam untuk berlaku jujur, dan mengembalikan kredit yang telah diberikan.Keywords: Indonesia, Microfinance, Social Capital.

Abstract

Article figures out trade policies and performance of Indonesia in 1983-1997 by presenting introduction, a brief review of international trade theory, the exchange rate policy, and trade promotion export-led performance. It is concluded that the government has promoted the export-increase of manufacturing exports in 1990.

Abstract

Lessons from participative de facto and de jure approaches to socioeconomic registration for integrated policymaking have been underexplored, especially in archipelagic states and middle-income countries. This study aims to analyze participants' perceptions of statistical data and assess how socioeconomic circumstances shape the Regsosek (socioeconomic registration) process in Indonesia. Using a qualitative method, the research incorporates ethnographic techniques and triangulation, with enumeration carried out by locals familiar with the socio-cultural characteristics of the communities. The data were validated through multiple cross-checking stages. The Regsosek initiative seeks to create a unified national database to improve policymaking, a key aspect of Indonesia's socioeconomic development that has received limited attention in terms of participative methods. While prior studies have focused on the technical aspects of socioeconomic data collection, this research highlights the influence of socioeconomic diversity on the process. Novel insights reveal that participants’ perceptions of well-being vary based on socioeconomic backgrounds, geographic conditions, livelihood systems, gender, and exposure to previous development programs. Key challenges identified include community resistance and misconceptions linking data collection to social assistance, as well as the need for system integration and stability to establish a single national database. The study concludes that development and poverty alleviation programs must be mutually agreed upon to avoid disruptions, instability, and political influence, offering a fresh perspective on integrated policymaking in archipelagic and middle-income contexts.
