Abstract

This study aims to analyze the management of village funds in an effort to improve village development in Lobodei Village, East Sabu District. The research method used was qualitative descriptive with observational data collection techniques, structured interviews with 11 informants, and documentation studies. Data analysis is assisted by the Nvivo application version 15. The results of the study show that in general, the management of village funds in Lobodei Village has referred to Permendagri Number 20 of 2018, but the implementation has not been optimal. The planning stage is not appropriate because the determination of the APBDesa is often late past the deadline. The implementation stage is also considered not optimal due to the existence of the Remaining Budget Calculation (SiLPA). The administration and reporting stages are considered to need improvement because financial administration reports are often late and not periodic, while the accountability stage is considered good. The main supporting factors are accountability, community participation, and transparency. Meanwhile, the main inhibiting factors include the competence and quality of human resources of village apparatus, as well as the use of technology such as the Siskeudes application which is not optimal due to internet network constraints.

Abstract

This research aims to determine the effectiveness of fixed asset management at the Manpower and Transmigration Service, Belu Regency, East Nusa Tenaggara Province. The type of research used in this research is field research. The research approach used in this research is a qualitative approach. The type of data used in this research is qualitative and quantitative data, while the data sources are primary and secondary data, as well as data collection techniques through observation, interviews and documentation. There were 8 informants in this research, including the Head of Department, Treasurer of Goods and Head of Division as well as 5 personnel staff at the Manpower and Transmigration Service of Belu Regency. The results of the research show that the effectiveness of fixed asset management at the Belu Regency Manpower and Transmigration Service has indicators that are effective and those that are not yet effective. The implementation that has been effective is based on the indicators of program objectives and accuracy of program targets. Implementation that has not been effective is in the indicators of program socialization and program monitoring. Program socialization is seen as ineffective because the sub-focus of the intensity of socialization cannot be understood and management is not running well.
