Abstract

Central Aceh Regency is one of the regions in Aceh Province influenced by the tectonic activity of the Sumatra Fault, resulting in relatively high seismic activity. This study aims to analyze the spatial and temporal changes in earthquake patterns in Central Aceh Regency during 2004–2015 using Geographic Information Systems (GIS) and animated map visualization. The data used in this study were obtained from the United States Geological Survey (USGS) and the Meteorology, Climatology, and Geophysics Agency (BMKG) in CSV format, including parameters such as event time, magnitude, depth, latitude, and longitude. The research stages consisted of data preprocessing, data de-duplication, Kernel Density Estimation (KDE) analysis, spatial-temporal analysis, and visualization using the QGIS Temporal Controller. The coordinate system applied in this study was WGS 84 (EPSG:4326). The results indicate a shift in earthquake epicenter distribution from the northwest toward the southeast of Central Aceh during the observation period. In 2004, 2,006 earthquake events were recorded with an average magnitude of 4.49 Mw and an average depth of 84.82 km, while in 2015, 116 events were recorded with an average magnitude of 5.1 Mw and an average depth of 30 km. Heatmap analysis revealed increasing seismic concentration near the active Sumatra Fault zone. The animated map visualization successfully illustrated the temporal dynamics of seismic activity and can support spatial-based disaster mitigation planning. The main contribution of this study is the development of a GIS-based spatial-temporal analysis model that not only presents earthquake point distribution but also dynamically shows changes in seismic concentration through heatmaps and animated visualization. The findings can serve as an initial basis for identifying earthquake-prone zones and supporting spatial data-based disaster mitigation planning.

Abstract

Abstract

This study introduces a lightweight, reproducible super-encryption framework designed to protect land certificate owner data at the Jayapura City Land Office. The system combines two classical algorithms—Rail Fence Cipher for transposition and Vigenère Cipher for substitution—through a structured, layered encryption pipeline implemented in Python. Testing was conducted on 50 simulated certificate owner names (10–15 characters each) under controlled conditions (Intel i5, 8 GB RAM, Windows 10). Black-box validation demonstrated 100% decryption accuracy with sub-10 ms total processing time per record. Robustness assessments revealed an average Shannon entropy increase of 41.6% and an avalanche rate of 47.8%, indicating enhanced ciphertext randomness. Results confirm that strategically layering classical ciphers delivers reliable confidentiality and integrity for small-scale, non-transactional datasets characteristic of land administration offices operating under resource constraints. The research offers a transparent, replicable model for securing identity fields and demonstrates the practical viability of super-encryption as a computationally efficient cryptographic solution for local government digital systems

Abstract

The utilization of information technology in library services plays a crucial role in improving operational efficiency and the quality of public services. The Salatiga City Library and Archives Office has implemented INLISLite as its integrated library automation system to support the management of library collections, membership, and circulation services. However, the effectiveness of the system largely depends on the quality of its operational management. This study aims to analyze the operational management of the INLISLite system based on the COBIT 2019 framework, specifically the DSS01 (Managed Operations) management objective. A qualitative descriptive research approach was employed, with data collected through interviews, observations, and document analysis. The evaluation focused on the five DSS01 management practices: Perform Operational Procedures, Manage Outsourced IT Services, Monitor IT Infrastructure and Operations, Manage Environmental Conditions, and Manage Facilities. The findings indicate that the operational management capability of INLISLite is predominantly at Capability Level 1 (Performed Process) for DSS01.01, DSS01.02, and DSS01.04, while DSS01.03 and DSS01.05 have achieved Capability Level 2 (Managed Process). These results suggest that although most operational processes have been implemented, they have not yet been fully standardized or systematically documented. Therefore, improvements are required through the development of dedicated Standard Operating Procedures (SOPs), enhanced IT infrastructure monitoring, strengthened management of outsourced IT services, improved supporting facilities, and more robust backup and risk mitigation procedures to achieve the target Capability Level 3 (Defined Process) in accordance with the IT governance principles of COBIT 2019.
