Abstract

The purpose of the research is to identify and analyze the potential that can be developed in Satasabang as a minapolitan area which is on the agenda in the Labuhanbatu Regency RIS Roadmap for 2021-2026. This study describes the results of the data obtained qualitatively. Secondary data sources come from the regional apparatus and the Central Statistics Agency of Labuhanbatu Regency. Primary data in the form of interviews and observations with questionnaire instruments. The research location is in the villages of Sei Sakat, Sei Tawar, Sei Sanggul and Sei Berombang, Panai Hilir District, Labuhanbatu Regency. Data collection by survey method, observation and open interview to respondents. The research time is from January to May 2021. Data analysis uses SWOT. The identification results show the potential for abundant catches, but requires institutional support, infrastructure, capacity building and fishermen's capabilities. The results of the analysis using the SWOT measurement obtained a score of 61 points for the total strengths and opportunities, while the total weaknesses and challenges reached 71 points. Development efforts through the SIDa Roadmap of the Satasabang Area into a Minapolitan Area.

Abstract

This research is intended to reveal the existing condition of public services and the level of community participation in public services in Labuhanbatu Regency with the following objectives: 1) to find out the existing condition of the compliance level of the Local Government of Labuhanbatu Regency to public service standards, 2) to find out the level of community participation in public services in Labuhan Batu District. This research was conducted at 8 locations, namely the Population and Civil Registration Service, Investment Service and One Stop Services, Social Service, Sigambal Health Center, Negeri Lama Health Center, Education Office, Manpower Office and Library and Archives Service. The method used is qualitative with data collection techniques by interviews, observation and document review. The results of the study show that the current condition of public services in Labuhanbatu Regency still has many shortcomings when viewed from the minimum standards as mandated by Law Number 20 of 2009 concerning Public Services. Not only that, community participation is also still very low in planning, monitoring and evaluating the implementation of public services in Labuhanbatu Regency. Thus the Regional Government of Labuhanbatu Regency needs to improve overall guidance, supervision and evaluation of the implementation of public service delivery in Labuhanbatu Regency.

Abstract

The research aim to describe pattern of waste management and local government policies in wastemanagement. This research was analyzed qualitatively with a descriptive approach andquantitatively with a simple statistical approach (without statistical tests). The results show thatthe pattern of waste handling in Labuhanbatu Regency is transporting waste from the sourcedirectly to the landfill so that the carrying capacity and capacity of the landfill is overcapacity.Community empowerment in waste management in Labuhanbatu Regency is still very minimal,with the percentage of people who have participated in community empowerment programs andactivities carried out by the local government and other agencies per each assessment indicator asfollows: environmental health counseling (10.16%); socialization about waste management andsimilar activities (13.115%); participation of members/organizational administrators who care about waste management (6.885%); waste management training to be something economicallyvaluable (6.885%); getting the opportunity to work in waste recycling management (1.311%);getting waste management facilities (1.311%); getting business capital for waste management(1.311%); getting economic benefits from waste management (2.295%); producing severalproducts from waste recycling management (4.262%); and protection efforts from the localgovernment when there is a conflict over waste management (3.607%). Labuhanbatu Regencyalready has 2 regulations and laws related to waste management, namely: Peraturan DaerahKabupaten Labuhanbatu No. 8 Tahun 2017 tentang Pengelolaan Sampah, and Peraturan BupatiLabuhanbatu No. 48 Tahun 2021 tentang Pelimpahan Sebagian Kewenangan PengelolaanPersampahan kepada Camat di Lingkungan Pemerintah Kabupaten Labuhanbatu.Keywords: waste management, community empowerment, government policy
