Abstract

This article concerns the efforts carried out by lower level bureaucrats in order to implement their decisions. Prior studies generally describe the decision of street-level bureaucrats (SLBs) as decisions that have already been implemented. There have not been many studies describing the efforts of SLBs in realizing their decisions. Thus, this study intends to examine the efforts undertaken by the lowest level bureaucrats to implement the decisions they have made. The main reference used to analyze this phenomenon is by using the structural approach and the DNA of negotiation. To describe this phenomenon, the study explored a case of program implementation on land redistribution in the Cipari District, Cilacap Regency in 2010. Study results show that power, strategy, and distributive negotiation tactic, as well as personal values are key elements in implementing decisions. The results indicate that discretion is not always applicable since there are times when discretion is limited and thus it must be developed. Because this study relates to the success or failure of policy implementation, knowledge about ways of developing discretion becomes a substantial part in optimally developing public policy.

Abstract

The Agrarian Reform or The Program of National Renewal Reform on Agrarian Affairs was carried out in 2007. Bythe implementation of the program, the agrarian structure which used to be unbalanced was expected to be balanced and just.By the new structure it was hoped that the poverty in villages and problems of peasants’ welfares could be overcome. However,the implementation of the policy was still considered as not fulfilling the people’s hopes. The research was aimed at describingthe agrarian reform using the site approach. This resulted on the failure of the new agrarian structure and superficially orientedon solving the conflicts.Key words: agrarian reform, policy implementation

Abstract

Agrarian reform (RA) as a national strategic program aims to encourage the creation of sources of prosperity and community welfare. This study aims to describe agrarian reform through access arrangement schemes and map out the roles of stakeholders involved in the RA program in Purworejo. The research method was carried out qualitatively, data obtained through interviews with key respondents and through document studies. The results of the study show that in Purworejo Regency, the Agrarian Reform Task Force (GTRA) has prepared a form of RA through strengthening access including optimizing land certificates, especially for Etawa goat breeders and coffee farmers to access capital. In addition, efforts to strengthen community capacity through community empowerment include assistance for Etawa goat breeders and coffee farmers in order to increase their productivity. To support the success of the program, several strategies are needed, including optimizing the role of stakeholders, namely the Office of Cooperatives, Small and Medium Enterprises and Trade, the Office of Settlement and Spatial Planning, the Office of Community and Village Empowerment and related agencies to provide support for program activities and budgets. The role of community leaders as community movers also plays an important role in realizing the success of the Agararia Reform in Purworejo.

Abstract

Program akses reform ini dilaksanakan terhadap tiga puluh petani melalui pengembangan padi organik yang melibatkan Lembaga Wakaf Majelis Ulama Indonesia (LWMUI), Universitas Jenderal Soedirman, dan Universitas Tadulako. Penelitian ini dilakukan untuk mengetahui bagaimana pelaksanaan akses reform di desa Rawajaya melalui pengembangan padi organik. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif untuk mendeskripsikan faktor-faktor yang menyebabkan Desa Rawajaya menjadi obyek bantuan bibit dalam rangka pengembangan padi organik. Pengembangan padi organik dapat dikatakan berhasil apabila bentuk pemasaran yang dilakukan  tepat sasaran, namun pelaksanaan akses reform di desa Rawajaya belum berhasil, ada dua tahapan yang belum optimal yaitu tahapan penyuluhan yang berakibat pada program akses reform tidak berjalan lancar dan tahapan evaluasi mengenai tindak lanjut dari pengembangan padi organik. Terjadi gagal panen menyebabkan pendapatan petani tidak mengalami peningkatan. Tidak adanya peningkatan perekonomian akhirnya membuat perpecahan pada kelompok tani penerima akses reform.
