Abstract

Abstrak BPJS Ketenagakerjaan atau BP Jamsostek merupakan badan publik yang menangani jaminan sosial terhadap tenaga kerja di Indonesia. Jaminan sosial ketenagakerjaan adalah hak setiap pekerja untuk mengembangkan dirinya dan hidup sejahtera. Namun, pada kenyataannya masih ada corporate yang belum memberikan hak jaminan sosial kepada pekerjanya. Sehingga dalam realisasinya pada Undang-Undang Nomor 24 Tahun 2011 pasal 15 yang mewajibkan pemberi kerja mengikutsertakan pekerjanya sebagai peserta BP Jamsostek belum optimal. Penelitian ini difokuskan pada partisipasi corporate dalam mengikutsertakan pekerjanya sebagai peserta BP Jamsostek di Kota Bengkulu. Tujuan dari penelitian ini adalah untuk mencari tahu mengapa partisipasi belum optimal. Metode yang digunakan adalah kualitatif deskriptif untuk menguraikan hasil pengamatan di lapangan dan menganalisis hasil wawancara yang diperoleh. Hasil penelitian ini menunjukkan bahwa partisipasi corporate dalam program BP Jamsostek belum optimal, dilihat dari beberapa aspek penelitian. Aspek penelitian dari teori Cohen dan Uphoff yaitu pembuatan keputusan karena corporate hanya mengikuti program yang telah dibuat oleh pemerintah saja, lalu pada pelaksanaan program masih ada corporate yang belum mendaftar di BP Jamsostek karena corporate yang masih baru, upah yang sedikit, pekerja tidak tetap, sosialisasi kurang tanggap, dan mengikuti asuransi lain, kemudian dari manfaat program masih belum dirasakan karena BP Jamsostek bersifat asuransi yang manfaatnya di masa yang akan datang, serta evaluasi program belum terlibat dalam memberi kritik atau saran terhadap program BP Jamsostek karena kurang sosialisasi mengenai evaluasi program.

Abstract

The purpose of this study is to know, describe and understand in depth related to the causes of the non-optimal implementation of administrative and technical protection of migrant workers abroad at the Bengkulu City Manpower Office. To determine the achievement of these goals, this study uses the theory of policy implementation by Riant Nugroho (2017), namely at the implementation stage and guided by Government Regulation of the Republic of Indonesia Number 59 of 2021 concerning the Implementation of PMI Protection, the aspects of this study are: administrative protection and technical protection. The method used in this study is descriptive qualitative. The data collection uses observation, interview, and documentation methods. The results of this study show that the implementation of administrative and technical protection of migrant workers abroad at the Bengkulu City Manpower Office has not been carried out optimally because the technical protection aspect has experienced obstacles where socialization is fully handed over to P3MI, making it difficult for the community to distinguish between legal and safe P3MI. Then the establishment of LTSA, placement and protection of PMI in Bengkulu City has not been carried out.

Abstract

Job Fair program of the Manpower and Transmigration Office of Bengkulu Province is present with the aim of reducing the increasing unemployment rate, namely by bringing together job seekers with companies that are opening job vacancies. The purpose of this study is to know, understand and describe the implementation of the Job Fair program of the Manpower and Transmigration Office of Bengkulu Province. To determine the achievement of these goals, this study uses research aspects from Nugroho's implementation theory (2017), which consists of Pre-Implementation, Implementation, and Post-Implementation stages. The method used is qualitative descriptive with data collection using observation, interview and documentation methods. The results of this study show that the implementation of the Job Fair program at the Manpower and Transmigration Office of Bengkulu Province has not run optimally. This is because the evaluation aspect has not run optimally, namely in the process and final achievement (output) where the Manpower and Transmigration Office of Bengkulu Province does not have data on the number of people accepted for work in the Job Fair program, so it cannot measure the success of the implementation of the Job Fair programIn reducing unemployment in Bengkulu Province.

Abstract

 This research aims to identify the causes of the less than optimal implementation of Bengkulu City Regional Regulation Number 3 of 2008 concerning Peace and Public Order (Study of Handling Street Vendors in Panorama Market, Bengkulu City). The method used in this research is descriptive qualitative. This research aspect uses Ripley and Franklin's theory, namely Compliance and What's Happening. The results of this study indicate that there are several factors that cause less than optimal implementation of Bengkulu City Regional Regulation Number 3 of 2008 concerning Peace and Public Order (Study of Handling Street Vendors in Panorama Market, Bengkulu City) in the Compliance aspects are not in accordance with applicable regulations, namely the implementation is not in accordance with SOP and What's Happening aspect, namely: 1) There are no sanctions given to street vendors who sell on the road and sidewalks in accordance with the provisions of the applicable PERDA, 2) the lack of budget for Satpol PP Bengkulu City to carry out routine or periodic control, 3) The existence of thugs and playing apparatus that hinder the implementation process, 4) There is no measure of success in the implementation process carried out by Satpol PP Bengkulu City, 5) Panorama Market which cannot accommodate the increasing number of street vendors, 6) Lack of awareness of street vendors of the Regulation that prohibits selling on sidewalks and road bodies, 7) People who no longer want to shop in the market. The author recommends that it be better to provide a special place or stall for traders where traders then pay a fee for cleaning and security as well as increasing the budget for the Bengkulu City Satpol PP in handling street vendors.
