Abstract

The aim of this research is to analyze behavior of Supreme Court’s judge on detention period sentence for illegal logging defendants in Indonesia from year 2002 through 2008.The first analysis is censored normal regression method using detention period indictment by prosecutor, detention period sentence by district court, defendant’s gender, appealeffort, defendant’s age, and defendant’s job variables. Those variables are used to analyze how each variable affect on Supreme Court’s verdict on detention period sentence forillegal logging defendants in Indonesia. Second analysis is descriptive statistic involves three levels of jurisdiction’s considerations (prosecutor, district court, and SupremeCourt) on determining detention period sentence for illegal logging defendants in Indonesia and suitability those three levels of jurisdiction to law. Research’s result showsthat detention period indictment by prosecutor, detention period sentence by district court, and defendant’s age significantly affect on Supreme Court’s verdict on detention period sentence for illegal logging defendants in Indonesia. But, on the other hand there is unsuitable verdict made by those three levels of jurisdiction to law.Keywords: court’s verdict, illegal logging, censored normal regression

Abstract

Economic infrastructure development remains a strategic choice to accelerate economic growth and ensure equitable welfare. While those goals demand an ever-increasing budget, the infrastructure development budget allocation has been limited due to the COVID-19 outbreak. This research aims to analyze: (1) the impacts of Length of Roads, Number of Motor Vehicles, Electricity Distributed, and Percentage of Households with Internet Access on GRDP per Capita at Constant Prices and (2) the annual trend in infrastructure expenditure budget. GRDP per Capita at Constant Prices is used herein to measure welfare. This research employs Statistical Method, Pooled Data Regression Model, and Least Square Trend Method, and uses secondary data series throughout 2015-2019 from 10 provinces across Central and Eastern Indonesia. The results show that the Number of Motor Vehicles has a negative and significant impact on welfare improvement, while the Percentage of Households with Internet Access makes a positive and significant impact. The impacts of Length of Roads and Electricity Distributed, however, are not significant. The projected infrastructure expenditure budget in 2024 amounts to Rp453.5 trillion with an average annual increase of Rp18.6 trillion, much lower than the expenditure needs. In light of these findings, support from the government is needed to improve domestic connectivity, develop public transport in urban areas, and accelerate digital transformation while training available human resources. The government also needs to involve the public and encourage them to make an investment while collaborating with business entities to overcome the substantial financing gap.Keywords: Development, Economic Infrastructure, Welfare, Pooled-data

Abstract

This paper studies the feasible digital content business model of Jogja Istimewa Television (JITV) and Jogja Istimewa Application (JI App) under the management of the Yogyakarta Provincial Office of Communications and Informatics. Thanks to the development of digital transformation and digital content business, both are now integrated to reach a broader market since they provide unique content of Yogyakarta socio-culture and government activities. However, it needs a more advanced business model compared to the existing ones. In addition, this transformation will help The Government of Yogyakarta Province achieve its local state budget sovereignty and provide high-quality digital content for the public. We use a mix-method approach in this study by using a strict survey exploring brand awareness of JITV and JI App and focus group discussion with relevant stakeholders to achieve our objective. We find that JITV and JI App should shift their form from a unit under the Yogyakarta Provincial Office of Communications and Informatics management into an independent local public service agency (Badan Layanan Umum Daerah or BLUD). This shift is likely to be implemented since our respondents are aware of both JITV and JI App and that the relevant stakeholders in our FGD support that shift.

Abstract

The urgency of going digital increases due to mobility restrictions in many areas to retain market share, hence surviving the COVID-19 pandemic. The digital adoption process is not easy because it requires high cost and long-term commitment, so larger firms may lead in this case. Therefore, this study wants to identify what variables can affect the digital adoption process by MSMEs. We survey 2,169 MSMEs across Indonesia using clustered convenience sampling and investigate the determinants of digital adoption by MSMEs. Using the fixed effect model for estimation, we find that the severity of COVID-19 cases and the number of laborers have a significant positive correlation to the digital adoption process by MSMEs. We find that MSME in urban areas leads to the use of digital technology, and the service-based MSME has more urgency to do so. These results can help MSMEs, and the government makes policies related to digital adoption by MSMEs.

Abstract

This study examines the economic aspects of solid waste management in Yogyakarta City by comparing households' Ability to Pay (ATP) and Willingness to Pay (WTP). Using survey data and Tobit regression analysis, this research estimates ATP and WTP values and identifies their underlying determinants. The findings reveal a crucial phenomenon: WTP consistently exceeds ATP. This indicates that while citizens highly value waste services and are willing to pay more, they are restricted by their actual financial capacity. Furthermore, demanding physical obligations, such as mandatory sorting for waste banks, significantly reduce WTP because households perceive this manual effort as an added burden. Given that Yogyakarta City currently lacks a standardized tariff system, this study warns that implementing a uniform flat-rate tariff in the future would be highly inequitable. A flat-rate system would severely burden vulnerable groups while disproportionately benefiting wealthy households. Therefore, the government is advised to implement a progressive, tiered tariff system. Through cross-subsidization, wealthier households would pay a premium to subsidize low-income populations. This equitable financing scheme is absolutely necessary to ensure the commercial viability and sustainability of Public-Private Partnership (PPP) projects under the 2022–2031 waste management masterplan.
