Abstract

As a relatively new area, Kubu Raya district has managed to implement good public services especially in the field of licensing, this is evidenced by the numerous awards achieved and the increasing trend of the realization of a permit issued by the permitting Regional Board Of Investment And Integrated Services (BPMPT) as organizers each year. This study aims to determine what innovations have been carried out by BPMPT Kubu Raya and to identify what factors into supporting or occurrence of such innovations. This study used a qualitative method with a descriptive approach . Data were collected through interviews with the Head BPMPT and secondary data. The success of the public service is a direct and indirect impact of the innovation made by BPMPT. Innovation has been done by BPMPT Kubu Raya is simplifying the number of permits, licenses and restrictions touts business process simplification. Factors driving the birth of innovation undertaken by BPMPT Kubu Raya is the commitment and leadership of Regents BPMPT in improving the quality of licensing services, and human resources BPMT, who has high morale. While the issue is a barrier in the birth of innovation is movingstaff.Keywords: Innovation, Public ServicesSebagai daerah yang masih terhitung baru, Kabupaten Kubu Raya sudah berhasil melaksanakan pelayanan publik yang baik khususnya di bidang perijinan, hal ini dibuktikan antara lain dengan diraihnya berbagai penghargaan dan meningkatnya tren realisasi ijin yang diterbitkan oleh Badan Penanaman Modal dan Pelayanan Terpadu (BPMPT) setiap tahunnya. Studi ini bertujuan untuk mengetahui inovasi apa saja yang sudah dilakukan oleh BPMPT Kabupaten Kubu Raya serta untuk mengidentifikasi faktor apa saja yang menjadi pendorong maupun penghambat terjadinya inovasi tersebut. Studi ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara dengan Kepala BPMPT serta data sekunder. Hasil studi ini menyimpulkan bahwa inovasi yang sudah dilakukan oleh BPMPT Kubu Raya adalah penyederhanaan jumlah ijin, pembatasan calo perijinan dan penyederhanaan business process. Faktor pendorong lahirnya inovasi yang dilakukan oleh BPMPT Kubu Raya adalah komitmen Bupati dan pimpinan BPMPT dalam memperbaiki kualitas pelayanan perijinan, serta sumber daya manusia BPMT yang memiliki semangat kerja tinggi. Sedangkan masalah yang menjadi faktor penghambat lahirnya inovasi adalah mutasipegawai.Kata Kunci: Inovasi, Pelayanan Publik

Abstract

Based Road Map Reforms PPU district is known that need to reform the institutional area, because there are many problems related job descriptions. This study aims to identify the problems related to the job description of each unit of work in environmental sectors in the PPU and the District Government to formulate the steps that must be done within the framework of the arrangement of job descriptions SKPDs oriented productivity, effectiveness and efficiency. This study uses a qualitative method with descriptive approach. The results of this study concluded that there are problems related to the job description of the problem must be addressed, among others, internal job descriptions overlapping SKPDs, overlapping job descriptions in SKPD, mismatches nomenclature unit with a job description, a task that can not be run by SKPD, and the task has not been stated job descriptions SKPDsKeyword : Division of Labor, Job Description Berdasarkan Road Map Reformasi Birokrasi Kabupaten PPU diketahui bahwa perlu dilakukan pembenahan pada area kelembagaan, karena masih banyaknya permasalahan yang ditemui terkait uraian tugas. Studi ini bertujuan untuk mengidentifikasi permasalahan terkait uraian tugas setiap unit kerja dalam SKPD di lingkungan Pemerintah Kabupaten PPU serta untuk merumuskan langkah-langkah yang harus dilakukan dalam rangka penataan uraian tugas SKPD yang berorientasi pada produktivitas, efektivitas dan efisiensi. Studi ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil studi ini menyimpulkan bahwa terdapat persoalan terkait masalah uraian tugas yang harus segera dibenahi, antara lain overlapping uraian tugas internal SKPD, overlapping uraian tugas antar SKPD, ketidaksesuaian nomenklatur unit kerja dengan uraian tugas, tugas yang belum dapat dijalankan oleh SKPD, serta tugas yang belum tertuang dalam uraian tugas SKPD.Kata Kunci : Pembagian Kerja, Uraian Tugas

Abstract

Changes in the dynamic strategic and regulatory environment are challenges as well as opportunities for city governments to formulate and formulate organizational policies that are in line with the direction of development. The arrangement of regional apparatus organizations is a common thing in an organizational cycle, including in local government organizations. With the simplification of the regional government organization, it is hoped that the performance of the local government will become more effective and efficient. Institutional arrangements are not limited to nomenclature, but also have an impact on coordination governance, scope of work, resource management, and so on. By using institutional arrangement criteria from a budgeting policy perspective, analyzing the value of strategic issues related to regional vision and mission as well as regional flagship programs, analysis of regional institutional models and nomenclature, analyzing the typology of affairs, which are then offered into two models, namely: 1) Progressive Institutional Model and 2) Pragmatic Institutional Model. In short, differences from alternative institutional models fundamentally change existing institutions, but still prioritize key factors in achieving local government goals. On the other hand, the choice of the pragrammatic model represents a moderate, realistic, and rational institutional model, but the two alternative models still offer a more streamlined structure and a more efficient allocation of resources. It is possible to choose a hybrid model, taking into account the intensity of the workload, and optimize the performance of the flagship program.
