Abstract

Lokasi stategis Kabupaten Sampang yang berada pada jalur lintas pergerakan dari arah Timur-Barat Pulau Madura. Penduduk Kabupaten Pamekasan dan Kabupaten Sumenep yang menuju ke arah Surabaya atau sebaliknya, harus melintasi wilayah kabupaten Sampang. Kemacetan yang terjadi di Kecamatan Sampang bersifat lokal dan terjadi di beberapa simpang ketika jam sibuk. Simpang Monumen Trunojoyo termasuk Simpang yang menimbulkan kemacetan. Kemacetan di Simpang Monumen Trunojoyo di sebabkan oleh Simpang ini berada pada Jalur Jalan Nasional Surabaya-Sumenep yang di lewati kendaraat berat dan padat. Tujuan dari penelitian ini adalah untuk menilai kinerja Simpang Monumen Trunojoyo di Kecamatan Sampang. Hasil penelitiannya yaitu kinerja Simpang Monumen Trunojoto pada seluruh pendekat memiliki tingkat pelayanan di bawah standard yaitu ≤ 0.75. Simulasi solver dilakukan untuk meningkatkan kinerja simpang dengan merubah siklus pada persinyalan, terutama memodifikasi waktu hijau (detik) serta memodifikasi lebar efektif setiap pendekat. Didapatkan hasil optimasi nilai DS berkisar antara 0.66 hingga 0.7 < 0.75.

Abstract

Limited vacant land in Surabaya City made one of its conservation area, the eastern coast of Surabaya (Pamurbaya), very attractive to property developers. However, existing spatial plan documents state that this area is inetended as conservation area or urban green space. However, up to 92,66% of this area is owned by individuals, not by the government of Surabaya City. Therefore, there is a possibilty of land use change from conservation to built-up areas. The purpose of this research is to idenfity the land use change potentials in Pamurbaya by using the Cellular Automata-Based Spatial Modelling. The results of the modelling indicates that the dominant factor that influencing the land use change in Pamurbaya is the presence of the Eastern Ring Road of Surabaya City and existing residential areas. The model predicts that beetween 2019-2034, housing in Pamurbaya will grow as much as 62% from the current size of housing land uses. Industrial land use will grow 7%, commercial areas will grow 15%, and conservation/green spaces will reduced by 29% from its current size. Keywords:Landuse Change; Cellular Automata, Land Use Modelling

Abstract

Surabaya city has detailed spatial planning documents as instruments for flood reduction. The detailed spatial plan for the area regulates land use plans to prevent uncontrolled land use changes that cause flooding. The research question is "What is the efficiency of the detailed spatial plan as an instrument for flood management in the Kedurus River Basin?". The analysis tool is the spatial modeling of floods based on 2D Flow Area using HEC RAS 5 software. The first step is to build a spatial flood model using the existing condition parameters, the next step is to apply the parameters derived from the detailed spatial plan in the Kedurus River Basin on the models that have been built . The result is that the implementation of detailed regional spatial plans in the Kedurus watershed tends not to reduce the area of flood inundation even on the contrary increases the runoff coefficient. In the spatial model of flooding it is known that the condition of the return period of 20 years also shows an increase in the area of flood inundation to 0.5-1 meters from the existing condition which initially covered an area of 45.92 Ha to 72.38 Ha.
