Abstract

ABSTRAKPancasila yang telah disepakati oleh rakyat Indonesia sebagai ideologi negara dalam mengatur kehidupan berbangsa dan bernegara seringkali menghadapi berbagai tantangan dan ujian pada situasi sosial-politik dan kondisi zaman yang terus berubah. Sebagai ideologi terbuka, Pancasila menyiratkan bahwa nilai-nilai dasar Pancasila diharapkan dapat berkembang dan membentuk dasar perumusan kebijakan pemerintah sesuai dengan dinamika kehidupan masyarakat dan bangsa untuk mencapai tujuan negara. Dalam praktik negara dan pemerintahan sejak orde lama, orde baru dan era reformasi, nilai-nilai filosofis Pancasila yang ada dipandang belum cukup untuk memiliki indeks penilaian untuk diimplementasikan dalam operasionalisasi aturan dalam merumuskan kebijakan pemerintahan, di mana interpretasi nilai-nilai Pancasila selalu berbeda -Berbeda dalam merumuskan kebijakan pemerintahan untuk setiap rezim pemerintah. Bahkan Pancasila selalu hanya digunakan sebagai “jargon” oleh setiap rezim yang berkuasa dalam mempertahankan kekuasaannya terhadap pihak-pihak yang kritis atau tidak sejalan dengan politik rezim yang berkuasa. Akibatnya, Pancasila selalu kehilangan esensinya, karena setiap rezim pemerintahan selalu membangun wacana sendiri tentang esensi makna Pancasila, yang disesuaikan dengan kepentingan politiknya. Bahkan dalam masa-masa reformasi di Indonesia sejak 1998, Indonesia telah menjadi negara “Pancasila” yang berkedok Kapitalisme Liberal. Penerapan kebijakan pemerintahan neoliberal tidak pernah dipertanyakan, apakah sesuai atau tidak dengan nilai-nilai Pancasila. Meskipun kemudian, masalah otoriterisme gaya baru dankorupsi gaya baru di era liberal muncul, sekali lagi nilai dan makna Pancasila kembali diinterrpretasikan untuk mengadaptasi sistem kapitalisme liberal saat ini. Metode dengan proses koalisi antara eksekutif dan partai politik di legislatif ditambah dengan dukungan “politik” dari pemegang modal kapitalis melahirkan koalisi untuk mengamankan kepentingan masing-masing, sebagai akibat dari legislatif dan eksekutif (Presiden) yang dipilih langsung oleh rakyat sebagai perwakilan dari kekuasaan pemegang pemerintahan menjadi tidak efektif dalam menjamin kesejahteraan rakyat karena konflik kekuasaanpemerintah dengan kepentingan kapitalis yang telah mendukungnya. Lalu di manakah konsep dan implementasi keadilan sosial untuk seluruh rakyat Indonesia? Kata kunci: ideologi Pancasila, kebijakan pemerintahan

Abstract

The role of the Regional Leadership Coordination Forum (Forkopimda), so far has been more of a coordination forum that discussed problems in the region. The discussion was carried out in a form of meetings that were usually held in the local government office. The problems discussed are usually around the development of the last situation that occurred in the region. Other discussions usually depend on the theme or material of the discussion delivered by the Regional Head, which is then asked for advice from other Forkopinda members. In its development, it turned out that in addition to forums that were coordinating and discussing, it turned out that there were several activities in the field involving Forkopinda elements other than the Regional Head, in the form of handling social problems and natural disasters that were handled directly by TNI agencies and Polri agencies, even other institutions. who may not belong to Forkopinda.In addition to that role, Forkopinda, often also plays a role in the issue of public order, handling social conflicts, drug problems, population problems and family planning and foreign supervision problems.All of these problems require cross-sectoral coordination or coordination between vertical agencies in the region.

Abstract

Villages that have a very strategic role and position in national development and resilience because most of the Indonesian people are in the countryside. Realizing a strong village will directly affect the realization of regional autonomy because the village government is the leading unit in the service to the community and becomes strategic for the success of governance. With the issuance of Law No. 6 of 2014 concerning Village, opening up space for changes in status and institutions, changes in the status of village-kelurahan or vice versa, villages which have implications for the institutional dynamics of government in the villageChanges in the implementation of village governance are manifested in changes in the institutions of the village government - villages that have different service behaviors. Abstract

Starting from the strategic position of the Tangerang Regency as a buffer for the Capital City of DKI Jakarta, it later developed into a part of the Greater Jakarta Metropolitan Area (Jakarta, Bogor, Depok, Tangerang and Bekasi), making this region a role as a center for industry, trade and services. Then grow large-scale settlements as a new city in Tangerang Regency. The presence of the role of local government with the function of service, development and Empowerment (Ryas Rasyid, 2001), is so central as an agent of change. Moreover, the presence of these new cities left a socioeconomic impact on the surrounding community, and made extraordinary social changes for the people of Tangerang Regency. The purpose of this study is to analyze the development policies of new cities and analyze how the role of the Tangerang District Government in increasing the capability of the community in tackling the impacts of new city development and social change in the Tangerang Regency. So by using a qualitative research methodology that uses descriptive analysis techniques Triaguasi namely a combination of interviews, documentation and observations carried out continuously, then analyzed so that this study can make conclusions (conclusions, drawings / verivication) and recommendations as a research suggestion.The results of this study conclude that the construction of new cities in Tangerang Regency only increases economic growth, not equity. The quality of human resources affected by the new city is still lagging behind, namely the development of the city, not for the welfare of the surrounding community. Although the role of the local government in empowering the affected people’s economy to improve the capabilities of the community is already strong enough with diverse efforts. As a result, the construction of new cities radically changed community institutions, social systems and patterns of community behavior. New city development presents global culture in Tangerang Regency, Banten Province.

Abstract

People with disabilities have the same rights as citizens and are entitled to obtain population administration services. The implementation of the population administration data collection and issuance policy for people with disabilities cannot be separated from problems such as budget constraints, lack of facilities and infrastructure, and limited human resources. The purpose of this study is to examine and analyze the implementation of the population administration data collection and issuance policy for people with disabilities, the inhibiting and supporting factors, and to find an effective implementation model for the population administration data collection and issuance policy for people with disabilities. The research method used by the researcher is descriptive analysis with type his approach is qualitative through interviews, observations, and documentation. Data analysis was carried out use technique triangulation of data to increase the validity of research findings. The results of the study found that the implementation of the population administration data collection and publication policy has a clear target, namely people with disabilities. To achieve the realization of the percentage of targets that have been set, service innovations were found through the development of cooperation with parties or institutions managing people with disabilities with a pick-up service model. In addition, an integrated online service business process was also created through the Online Service Information Registration System (SIDILAN) application. The pick-up service model and online services from the dimensions of productivity and linearity are very effective because in addition to the clear targets and mechanisms, they are also efficient in utilizing resources.

Abstract

The purpose of this study is to analyze the Strategy of the Public Works and Public Housing Agency in the Development of Special Mining Transportation Roads from Mining Business Licensing in Jambi Province. The research method uses qualitative descriptive analysis, the study uses a purposive sampling method. Data and information collection, namely observation, interviews, and questionnaires. Data validation tests carried out by researchers are by using source triangulation techniques, technical triangulation, and time triangulation. The results of the study show that 1) the long licensing process often hampers implementation. Supervision and feasibility studies exist, but high costs for land acquisition are an obstacle. The involvement of the PUPR Agency in supervision is still lacking, and government support in complex licensing also needs to be improved. To maximize implementation, there needs to be increased socialization of the benefits of special roads, simplification of the licensing process with one-stop service, and a fair compensation scheme for the community. Improving coordination between agencies and holding regular discussion forums is also very important. 2) The challenges in implementing the strategy of building special mining roads by the Public Works and Public Housing Agency in Jambi Province include five indicators: Ability, Strength, Intelligence, Opportunity, and Culture. The most important aspect is the company's ability to find funding for this project, because the Jambi Provincial Government is not involved in funding, so all costs are borne by the private sector. This creates obstacles in the implementation of the construction of special coal roads.

Abstract

This thesis discusses the implementation of the Stunting Management Policy in Sumedang Regency. Sumedang Regency is the district with the highest prevalence in West Java Province with a stunting prevalence rate of 27.6% (Indonesian Toddler Nutrition Case Study 2022). The aim of this research is to analyze how the policies that have been implemented are implemented and what factors influence them as well as efforts to optimize the implementation of stunting management policies in Sumedang Regency. The theory used to measure the success of stunting management policies in Sumedang Regency in this thesis is the conception described by Hamdi (2014) that the success of a policy is largely determined by the dimensions that influence the implementation of a policy, namely: 1) Productivity; 2) Linearity; and 3) Efficiency. The data obtained was analyzed using descriptive research methods with a qualitative approach, with data collection techniques namely observation, interviews and documentation and data analysis techniques namely data reduction, data presentation and decision making. The results of the research show that implementation has been effective, marked by various regulations issued by the Regional Government, which is proof that the government is very concerned about the stunting problem. The determining factor is cooperation to ensure that resources, both human and other resources, are sufficient. The efforts that have been made include innovations such as the Joint Movement Against Stunting with the aim of carrying out real action in the field together by all stakeholders including government, business, academics and the community so that families at risk of stunting receive program intervention according to their needs.
