Abstract

ABSTRAK. Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh program dana desa terhadap tingkat partisipasi masyarakat di Kecamatan Galesong Utara Kabupaten Takalar.  Penelitian ini menggunakan pendekatan kuantitatif yang bersifat korelasional.   Dengan teknik cluster random sampling diperoleh tiga desa dari Sembilan desa di Kecamatan Galesong Utara yaitu Desa Bontokaddopepe, Desa Tamalate dan Desa Pakkabba sebagai lokasi penelitian. Data diambil dari 55 responden dengan menggunakan kuisioner. Selanjutnya, data dianalisis dengan menggunakan regresi linear sederhana dengan bantuan program SPSS versi 16,00.        Hasil penelitian menjelaskan bahwa program dana desa dilaksanakan berdasarkan Rencana Pembangunan Jangka Menengah (RPJM) Desa yang sudah dijabarkan dalam Rencana Kerja Pemerintah (RKP) Desa dan Anggaran Pendapatan Belanja (APB) Desa. Partisipasi masyarakat desa dimulai sejak penyusunan RPJM, RKP Desa, APB (Desa), pelaksanaan pembangunan desa, dan memanfaatkan hasil-hasil pembangunan desa. Program dana desa berpengaruh positif dan signifikan terhadap tingkat partisipasi masyarakat desa. Dari persamaan regresi linear sederhana diperoleh informasi bahwa program dana desa mempunyai konstribusi sebesar 0,329 terhadap peningkatan partisipasi masyarakat. Nilai R2  terkoreksi sebesar 0,789. Nilai ini menjelaskan bahwa sebanyak 78,9 % variasi yang berbeda dari tingkat partisipasi masyarakat ditentukan oleh program dana desa pada taraf signifikansi   = 0,05. Kata Kunci: Dana Desa, Partisipasi Masyarakat.  ABSTRACT. This research aims to determine and analyze the influence   village fund program to the level  community participation in the North Galesong District  Takalar Regency. This research used a quantitative approach that was correlational. With random cluster sampling technique gained three villages of nine villages in the North Galesong District of Bontokaddopepe Village, this Village and Village Tamalate Pakkabba were the research location. Data taken from 55 respondents using questionnaires. Furthermore, the data were analyzed using simple linear regression with SPSS version 16.00.             The results of the research explained  the village fund programme implemented based on the Medium Term Development Plan (Plan) Villages that had been outlined in the Government Work Plan (RKP) Village and Budget (APB) Village. The participation of rural communities began RPJM, RKP Village, APB (village), rural development implementation, and it utilised the results  rural development. Village fund programme and a significant positive effected on the level of participation  rural communities. From simple linear regression equation obtained information  the village fund programme had a contribution amounting to 0.329 against public participation. R2 value corrected by 0.789. This value described that as many as 78.9% of  different variations  the participation rate = 0.05. Keywords: Village Fund, Public Participation.

Abstract

The background of this research is that since the stipulation of Regional Regulation Number 5 of 2015 concerning the RTRW of Central Kalimantan Province until now the implementation has not been as expected, this can be seen through the problems that occur starting from the determination of the area into an office area, settlement and for investment purposes in the construction stage in the forest area. Meanwhile, the purpose of this study is to analyze and find out the RTRW planning for Central Kalimantan Province which has not yet been optimally implemented, analyze and find out the inhibiting factors for Central Kalimantan Provincial RTRW planning and formulate the Central Kalimantan Provincial RTRW planning strategy. The focus of this research is to analyze the RTRW planning strategy of Central Kalimantan Province, and to formulate the RTRW planning strategy used by Central Kalimantan Province. This research uses qualitative research with descriptive method. The results show that there are two things that affect the regional spatial planning process, namely First, micro factors related to development both from the manager's point of view and from the provider's point of view, including technical, managerial management), Financial (finance), Economics, Environmental impact, Social and security. Second, macro factors, namely the government's problem to see the relationship between projects and government programs as a whole, which consists of the suitability of the location and regional economic development strategies. Third, Central Kalimantan the provincial RTRW planning strategy uses ASOCA's Internal and External Factors Strategy Analysis which results in other Agility to produce a more optimal RTRW planning strategy through the ASC Rahma Strategy. ASC Rahma's strategy is through a synoptic planning approach which consists of the first synoptic planning, procurement of forest areas based on the outline of regional needs, the second synoptic planning, encouraging RDTR to be immediately established as an operational implementation of investment activities on a micro scale, the third synoptic planning, supervising preparation of the RTRW so that it can be accepted by the community. All stakeholders, and the fourth synoptic planner, ensures that the RTRW planning does not experience difficulties in its implementation in the field.

Abstract

Salah satu langkah dalam penataan SDM Aparatur telah ditetapkan kebijakan pembatasan penerimaan Calon Pegawai Negeri Sipil. Kebijakan tersebut agar kepada Pejabat Pembina Kepegawaian Pusat dan Daerah melakukan audit organisasi dan penataan SDM Aparatur sesuai dengan arah/rencana strategis pembangunan. Disamping itu masing-masing instansi diharuskan melakukan redistribusi pegawai secara internal maupun lintas instansi, yang didasarkan pada hasil perhitungan kebutuhan Pegawai Negeri Sipil berdasarkan analisis jabatan dan analisis beban kerja. Hasil tersebut menjadi dasar untuk melakukan penataan PNS secara terencana dan berkesinambungan. Bagi Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kementerian PANRB) dan Badan Kepegawaian Negara (BKN) hasil tersebut dijadikan dasar untuk menyusun perencanaan pegawai secara nasional dan sebagai dasar dalam perumusan dan penetapan kebutuhan Calon Pegawai Negeri Sipil di lingkungan Kementerian/Lembaga, Pemerintah Daerah Provinsi, dan Pemerintah Daerah Kab/Kota, termasuk Kabupaten Bogor untuk pertama kali ujian penyaringan CPNS dilakukan dengan menggunakan alat bantu komputer atau Compuuter Assisted Test (CAT).Penelitian ini dimaksudkan untuk mengetahui Implementasi Rekrutmen CPNS sebagai wujud Reformasi Birokrasi di Kabupaten Bogor. Penelitian ini menggunakan teori implementasi kebijakan menurut Edward III ada empat aspek dikaitkan dengan Rekrutmen CPNS.Berdasarkan hasil penelitian dan pembahasan, implementasi rekrutmen CPNS di Kab. Bogor dapat dijelaskan sebagai berikut: 1) Aspek komunikasi dalam implementasi kebijakan rekrutmen CPNS dapat dilaksanakan dengan baik, karena terjadi komunikasi efektif antara pelaksana rekrutmen CPNS dengan para pelamar CPNS; 2) Aspek sumber daya manusia dalam implementasi rekrutmen CPNS didukung oleh sumber daya yang memadai, baik sumber daya manusia maupun sumber daya finansial; 3) Aspek disposisi dalam implementasi rekrutmen CPNS yaitu menunjuk karakteristik kepada Tim Pengadaan atau Rekrutmen CPNS; dan 4) Aspek struktur birokrasi ini mencakup dua hal penting petama adalah mekanisme atau SOP dan yang kedua struktur organisasi pelaksana sendiri.

Abstract

This research aims to know The Policy Implementation of Simplification Bureaucracy For Performance Improvement in The Ministry of Administrative and Bureaucratic Reform and whats is the problems that opportunities and challenges the policy implementation of Simplification bureaucracy for Performance Improvement and what is the ideal model for Bureaucratic Simplification and then find what is the ideal models for optimize policy implementation. Data is obtained by using interview, observation and documentation study from 35 informen. Primer  data that obtained by interview and processed with analisys on theory Policy Implementation by Edwards George III 1980, Theory  and Simplification Bureaucracy with Guollart & Kelly with Development Organization Theory and for increasing performance using Cascio Theory1992. All primer data especially from interview put in to coding  with each informan as formulation regulator (Echelon I), implementor (echelon II) and target group (functional from eselon 3 dan 4), but cause of the covid situation, part of officers work from home, I do less observation but do in deep interviev via  zoom. The result finds that the implementation policy of simplification bureaucracy has not optimize yet in accordance with the goals and objectives or has not brought significant changes especially in increasing performance. To do implementation for this policy needs another policy (lack of policy) especially for reward and punishment, performance appraisal, work mechanism)   and changed culture organization (mindset and culture set). Researhcer recommend, for optimize   implementation of simplification bureaucratic reform, based on   Edwards III theory in structure bueraucracy with Team Work and for ideal model work (AGILE Squad Team). Beside that to accelerate the implementation of policy based on Edwards III theory, it is to add organizational culture factors through changes organization culture in mindset and culture set.

Abstract

This study aims to determine and analyze community participation in the development planning process in Kalijaga Village, Harjamukti District, Cirebon City, West Java Province. The approach used is qualitative. Data sources are the Head of Cirebon City Regional Development Planning Agency, Harjamukti Sub-District Head, Kalijaga Urban Village Chief, Hamlet Heads, and Community Representatives. Data collection techniques using semi-structured interviews, observation, and documentation. Furthermore, the data were analyzed using stage 3 flow, namely data reduction, data display and conclusion drawing or verification. The study’s results explained that community participation in the development planning process in Kalijaga Village, Harjamukti Sub-District, Cirebon City, was relatively low. Community limitations influence the low community participation in the development planning process in understanding development planning. There is a pessimistic attitude of the community towards the development planning process because their proposals are not accommodated in the higher process, the limited number of officials and development cadres in charge of communicating information about development planning to the community, and the implementation time of development planning is relatively short, so it is not balanced with the material that must be discussed and decided.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh struktur organisasi, kemampuan aparat, sarana prasarana dan sistem pelayanan  terhadap kualitas pelayanan terpadu satu pintu  di Kabupaten Takalar. Populasi Penelitian ini adalah pegawai pada Kantor Pelayanan Terpadu Satu Pintu (KPTSP) di Kabupaten Takalar yang berjumlah 34 orang. Berdasarkan pertimbangan bahwa sebaran populasi mudah dijangkau dan jumlah yang tidak terlalu banyak, maka jenis penelitian ini termasuk penelitian populasi. Jenis data yang dikumpulkan berupa data yang bersifat kualitatif dan kuantitatif.  Teknik pengumpulan data yang digunakan adalah kuesioner dengan menggunakan skala Likert. Selain itu, dilakukan pula telaah dokumen, yaitu pengumpulan data-data melalui buku-buku, laporan, jurnal atau tulisan ilmiah yang mempunyai hubungan dengan masalah yang diteliti. Analisis data digunakan regresi berganda. Hasil penelitian menjelaskan bahwa struktur organisasi, kemampuan aparat sarana/prasarana dan sistem pelayanan secara bersama berpengaruh signifikan terhadap kualitas pelayanan di Kantor PTSP Kabupaten Takalar. Sedangkan secara parsial berdasarkan uji–t juga menjelaskan keempat faktor tersebut memberikan pengaruh signifikan terhadap kualitas pelayanan. Faktor kemampuan yang dominan berpengaruh terhadap kualitas pelayanan. Kata Kunci: Struktur organisasi, kemampuan, sarana prasarana, sistem pelayanan.

Abstract

BPK RI Establishes BPK Corporate University in 2021 as a strategy used to achieve BPK's vision and mission, by realizing a link and match between learning, knowledge management, and application of values ​​with BPK's performance targets. Therefore, the author is interested in taking the title "Implementation of BPK Corporate University Policy at BPK RI's PKN Education and Training Center". This study aims to describe and analyze the implementation of BPK Corporate University policy, inhibiting and supporting factors, and efforts to overcome these obstacles. This research method uses a qualitative research method with a descriptive approach. The data collection techniques used are interviews, observations, and documentation. The informants in this study were 19 (nineteen) people who were determined using purposive sampling and snowball techniques. The data analysis technique used is triangulation. Based on the results of the research and discussion, it can be concluded that the implementation of the BPK Corporate University policy at BPK RI's PKN Education and Training Center is still not running well and needs to be optimized, this can be seen in several aspects, namely communication, resources, disposition, and bureaucratic structure. The things that support the implementation of the BPK Corporate University policy are competent human resources, ease of coordination, the formation of a learning committee, and the existence of a digital learning system platform, while the things that hinder are the lack of human resources at the PKN Education and Training Center, the lack of support and role of the learning committee, the lack of employee learning motivation, the unavailability of BPK Corporate University Standard Operating Procedures (SOP), the suboptimal management of the Knowledge Management System (KMS) and Integrated Learning Model (ILM). The efforts made by the PKN Education and Training Center include proposing additional and improving the quality of human resources, increasing socialization, designing various learning methods and media, and improving coordination

Abstract

This thesis discusses the implementation of the Stunting Management Policy in Sumedang Regency. Sumedang Regency is the district with the highest prevalence in West Java Province with a stunting prevalence rate of 27.6% (Indonesian Toddler Nutrition Case Study 2022). The aim of this research is to analyze how the policies that have been implemented are implemented and what factors influence them as well as efforts to optimize the implementation of stunting management policies in Sumedang Regency. The theory used to measure the success of stunting management policies in Sumedang Regency in this thesis is the conception described by Hamdi (2014) that the success of a policy is largely determined by the dimensions that influence the implementation of a policy, namely: 1) Productivity; 2) Linearity; and 3) Efficiency. The data obtained was analyzed using descriptive research methods with a qualitative approach, with data collection techniques namely observation, interviews and documentation and data analysis techniques namely data reduction, data presentation and decision making. The results of the research show that implementation has been effective, marked by various regulations issued by the Regional Government, which is proof that the government is very concerned about the stunting problem. The determining factor is cooperation to ensure that resources, both human and other resources, are sufficient. The efforts that have been made include innovations such as the Joint Movement Against Stunting with the aim of carrying out real action in the field together by all stakeholders including government, business, academics and the community so that families at risk of stunting receive program intervention according to their needs.
