Abstract

Setiap bangsa dalam rangka mempertahankan eksis-tensinya dan untuk mewujudkan cita-cita dan tujuan nasionalnya perlu memiliki pemahaman geopolitik (Rudolf Kjellen, 1864-1922) dan geostrategi. Geopolitik adalah ilmu yang mempelajari hubungan antara faktor-faktor geografi, strategi dan politik suatu negara sedangkan untuk imple-mentasinya diperlukan suatu strategi yang bersifat nasional. Geopolitik Indonesia diterjemahkan dengan istilah Wawasan Nusantara sedangkan dalam implementasinya telah disusun suatu pemahaman yang disebut dengan Ketahanan Nasional yaitu dari rumusan geostrategi.

Abstract

The problems that entangle State-Owned Enterprises in fulfilling their obligations as mandated by Law Number 19 of 2003 concerning State-Owned Enterprises which also apply to all provisions stipulated in Law Number 40 of 2007 concerning Limited Liability Companies are; the weak implementation of the digitalization system in the management of State-Owned Enterprises, so that there are still constraints on efficiency and increasing company productivity, as well as the ability of HR-State-Owned Enterprises to innovate in maintaining the existence of State-Owned Enterprises as a support for state revenue. The research method is a mindset, which is well prepared to conduct research and to achieve research objectives. Research itself is a scientific work that must be carried out in a systematic, orderly, orderly manner, both regarding the procedure and in thinking about the material. Research can be defined as an effort to find, develop and test the truth of a knowledge that is carried out through scientific methods. Therefore, in carrying out research, one must pay attention to scientific principles which consist of collecting data, classifying, analyzing, and also interpreting the facts and connecting them with empirical reality to test their truth. Based on the description above, using qualitative research through a descriptive approach, the researcher can see the problems that exist in the field, then describe the phenomena and analyze the relationships that occur between related phenomena and are contained in the background of the problem, the formulation of the problem. , and also the focus of this research. The results show that the collaborative process of the public sector often reflects implicitly its relationship to the hierarchy of actors. Governments (or public services) are externally often a burden on collaborative structures, especially the public sector. This is a fact especially in state-owned companies. In accordance with the results of observations made during the research process, it was also found that the bureaucracy, in fact, can be a (secret) power in accessing information directly to the Minister of State-Owned Enterprises (Government) who based on the law is declared as the owner of the company.

Abstract

ABSTRACT. Regional Original Income (PAD) is an illustration of regional financial potential, where there are various sectors that can be developed to increase regional original income, one of which is the tourism sector, so that the existence of tourism is expected to be a contributor to regional original income, but the tourism sector in Jayapura City have not been managed and utilized optimally, in fact many tourism assets in Jayapura City are still controlled by customary rights owners by conducting illegal levies, lack of cooperative relationships with related agencies in building and developing tourist objects, and lack of community participation in developing tourist objects. Based on this, the authors are interested in conducting research with the title; "Tourism Development Strategy in Increasing Regional Original Income (PAD) in Jayapura City, Papua Province. This study uses a qualitative method with a descriptive approach to describe the situation in the field which is then investigated to find solutions to general problems. The data collected for this study is data related to ASOCA's analysis of tourism development strategies in increasing local revenue (PAD) and its implications in determining the strategy to be carried out by the Jayapura City Tourism Office, Papua Province. This study was made to find out and explain the extent to which the Tourism Office's strategy in tourism development to increase local revenue in Jayapura City is in line with the phenomena that describe the obstacles faced and efforts to overcome obstacles. Key words: Strategy, Regional Original Income (Pad), Tourism.

Abstract

Penelitian ini dilatar belakangi oleh adanya masalah-masalah dalam pengimplementasian standar operasional prosedur dalam pencapaian kinerja di lingkungan sekretariat daerah Provinsi Jawa Barat. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Provinsi Jawa Barat dalam mengimplementasikan standar operasional prosedur dalam pencapaian kinerja. Teknik pengumpulan data dilakukan melalui studi pustaka, wawancaara dan observasi. Adapun informan Kepala Bagian pada Sekretariat Daerah Provinsi Jawa Barat, Kepala Sub Bagian pada Sekretariat Daerah Provinsi Jawa Barat, Pelaksana pada Sekretariat Daerah Provinsi Jawa Barat, Pegawai Tidak Tetap pada Sekretariat Daerah Provinsi Jawa Barat. Berdasarkan hasil penelitian menunjukkan komunikasi yang berjalan tidak sesuai diinginkan dapat berjalan dengan efektif dan memberikan dampak kepada komunikan. Terdapat beberapa hambatan yang membuat pesan yang disampaikan komunikator tidak dapat diterima dengan komunikan. Proses komunikasi yang berlangsung dalam konteks situasional mengharuskan komunikator memperhatikan situasi ketika komunikasi dilakukan. Sebab faktor sosiologis-antropologis-psikologis memengaruhi kelancaran berkomunikasi. Faktor psikologis seperti keadaan komunikan yang kurang mampu menerima pesan komunikator secara psikologis juga menghambat kelancaran komunikasi. Komunikator sebagai “alat”untuk menyampaikan pesannya kepada komunikan. Salah pengucapan akan menimbulkan salah pengertian (misunderstanding), atau salah tafsir (misinterpretation) yang kemudian menimbulkan salah komunikasi (miscommunication). Untuk itu, seorang komunikator harus mengucapkan pernyataannya dengan jelas dan tegas serta disusun dengan kalimat yang logis agar tidak menimbulkan salah pengertian atau pemahaman.

Abstract

Unit Pelayanan Teknis Daerah (UPTD) Kawasan Konservasi Kelautan dan Perikanan Provinsi Papua Barat, memiliki kewenangan untuk mengelola pemungutan tarif layanan pemeliharaan jasa lingkungan melalui Badan Layan Umum Daerah (BLUD) selama 3 (tiga) tahun terakhir dengan melihat hasil pendapatan dari penerimaan pemungutan tarif layanan pemeliharaan jasa lingkungan yang kurang maksimal atau menurun dan banyaknya keluhan dari penerima layanan seperti wisatawan dan masyarakat atas pelayanan yang diberikan. Fokus dari penelitian ini adalah melihat dan menganalisis kinerja dari UPTD kawasan konservasi kelautan dan perikanan Provinsi Papua Barat dalam pemungutan tarif layanan pemeliharaan jasa lingkungan di Badan Layanan Umum Daerah (BLUD). Penelitian ini menggunakan teori dari Mangkunegara terkait kinerja dari para pegawai yang dilihat dari indikator kinerja yaitu, kualitas, kuantitas, pelaksanaan tugas, dan tanggung jawab. Kemudian untuk menentukan strategi ke depannya dalam rangka meningkatkan kinerja UPTD, yaitu dengan menggunakan analisis ASOCA dari Suradinata. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Dalam pengumpulan data, penelitian melakukan observasi, wawancara serta mengumpulkan dokumen pendukung. Hasil penelitian menunjukkan bahwa kualitas dari pegawai dari pada UPTD kawasan konservasi kelautan dan perikanan sudah cukup baik, namun masih perlu adanya peningkatan kapasitas sumber daya aparatur dan penerapan Standar Operasional Prosedur (SOP) yang sesuai. Strategi yang digunakan dalam meningkatkan kinerja UPTD yaitu, pertama adanya peningkatan SDM melalui Diklat dan Bimtek mengenai Tupoksi. kedua Pembuatan SOP pelayanan. Dan ketiga Membangun komunikasi dan koordinasi antara Provinsi dan Kabupaten/ Kota.

Abstract

The purpose of this study is to analyze the Strategy of the Public Works and Public Housing Agency in the Development of Special Mining Transportation Roads from Mining Business Licensing in Jambi Province. The research method uses qualitative descriptive analysis, the study uses a purposive sampling method. Data and information collection, namely observation, interviews, and questionnaires. Data validation tests carried out by researchers are by using source triangulation techniques, technical triangulation, and time triangulation. The results of the study show that 1) the long licensing process often hampers implementation. Supervision and feasibility studies exist, but high costs for land acquisition are an obstacle. The involvement of the PUPR Agency in supervision is still lacking, and government support in complex licensing also needs to be improved. To maximize implementation, there needs to be increased socialization of the benefits of special roads, simplification of the licensing process with one-stop service, and a fair compensation scheme for the community. Improving coordination between agencies and holding regular discussion forums is also very important. 2) The challenges in implementing the strategy of building special mining roads by the Public Works and Public Housing Agency in Jambi Province include five indicators: Ability, Strength, Intelligence, Opportunity, and Culture. The most important aspect is the company's ability to find funding for this project, because the Jambi Provincial Government is not involved in funding, so all costs are borne by the private sector. This creates obstacles in the implementation of the construction of special coal roads.

Abstract

The problem in the implementation of training is that the objectives of the training program have not been achieved, such as increasing the competence of training participants, this is evidenced by the results of the pretest and posttest scores which are not too different. Therefore, an evaluation is needed in the implementation of the PIP training program. Considering that there has never been an evaluation of the PIP training program for the 2023 and 2024 budget years, especially in the implementation of education and training for PIP training teachers. The importance of program evaluation includes providing information that is used as a basis for making policies and decisions. The objectives of this study are, 1) to evaluate the training program for PIP training teachers at BPIP in the 2023 and 2024 fiscal years, 2) to analyze the obstacles and barriers to evaluating the training program for PIP training teachers at BPIP in the 2023 and 2024 budget years, 3) to analyze the efforts of the training program for PIP training teachers at BPIP. This research method uses a naturalistic qualitative approach (case study). By using the CIPP evaluation model. The evaluation components are: 1) context, 2) input, 3) process and, 4) product. The data analysis technique used is the Miles and Huberman model. The results of the study on the context dimension did not find any gaps, the input dimension still found gaps in the indicators: 1) facilities and infrastructure, 2) methods, and 3) teaching materials, the process dimension still found gaps in the training implementation indicators, and the product dimension still found gaps in the accreditation indicators.

Abstract

This study discusses the implementation of the Paskibraka Program policy by BPIP as a strategic effort in forming a young generation with Pancasila character. The main problem in this study is how this policy is implemented by BPIP and what factors support and hinder the implementation of the policy throughout Indonesia. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, documentation studies, and observations. Informants were selected using purposive sampling and snowball sampling techniques, involving BPIP officials, the Provincial Kesbangpol, and DPPI. The instruments used were interview guidelines, recording devices, and policy documents as analysis materials. The results of the study indicate that the implementation of the policy generally runs according to the direction of the regulation, with several challenges such as limited resources in the regions, less than optimal cross-agency communication, and differences in understanding the redefinition of the Paskibraka program. Supporting factors include regulatory support, BPIP's commitment as the main sponsor, and the existence of supporting organizations such as DPPI. This study concludes that the success of policy implementation is highly dependent on synergy between stakeholders, clarity of institutional roles, and optimization of existing resources. The recommendations submitted include the preparation of a national master plan, strengthening the coordinating role of BPIP, and expanding partnership networks in the regions as a strategic step in fostering the Pancasila ideology in a sustainable manner.

Abstract

Religion continues to be a critical domain in Indonesian public life, but its governance remains fraught with contestation, especially at the local level. This study analyzes how dominant and counter-narratives influence the implementation of religious pluralism policies in Indonesia, focusing on the conflict surrounding the HKBP Maranatha Church in Cilegon. Applying the Narrative Policy Framework (NPF), it maps how policy actors construct, reinforce, and contest narratives surrounding the enforcement of Joint Regulation No. 9/8 of 2006. The findings show that historical, legal-administrative, and human rights narratives compete to frame the conflict, with exclusionary narratives dominating through outdated decrees, social pressure, and policy ambiguity. In contrast, counter-narratives advanced by civil society and minority groups seek recognition and justice. The study reveals that legal vagueness and weak national oversight enable institutionalized discrimination. It recommends regulatory revision, institutional strengthening, and the cultivation of inclusive narratives to promote equitable religious governance. The study’s limitations include its localized and temporal focus, suggesting the need for comparative or longitudinal research in future studies across different regions. This research contributes conceptually to narrative-based policy studies and empirically to religious governance debates in plural societies.
