Abstract

Tujuan penelitian memperoleh gambaran dampak bantuan rutilahu bagi kesejahteraan sosial keluarga penerima manfaat dan peran stakeholders dalam program rehabilitasi sosial rutilahu. Jenis penelitian ini merupakan penelitian evaluasi program rutilahu  tahun 2016 - 2018. Lokasi penelitian ditentukan secara purposive yaitu di Kabupaten Bangka, Provinsi Bangka Belitung. Teknik pengumpulan data dengan wawancara, observasi dan telaah dokumen. Sumber data primer Keluarga Penerima Manfaat/KPM , stakeholders (Dinas Sosial, aparat kelurahan, pendamping program, tokoh masyarakat), dan sumber data sekunder data jumlah penerima bantuan rutilahu tiga tahun terakhir,  profil wilayah penelitian. Data dianalisis secara kuantitatif dan kualitatif. Temuan penelitian dampak bantuan rutilahu bagi kesejahteraan sosial KPM dilihat dari aspek fisik rumah, psikis dan sosial. Aspek fisik rumah yaitu atap, lantai dan dinding dalam kondisi baik dan sudah memenuhi syarat rumah layak huni. Aspek psikis meliputi keluarga merasa aman, nyaman dan tenang. Aspek sosial bantuan rutilahu meningkatkan kebersamaan antar anggota keluarga maupun dengan tetangga sekitarnya. Peran stakeholder meliputi: sosialisasi program, pendataan dan verifikasi KPM, membantu membuat proposal dan pelaporan, dan melakukan monev. Penelitian ini merekomendasikan, (1) Perlu dilanjutkan dan ditingkatkan kuantitas dan kualitas program rehabilitasi rutilahu, sehingga semua masyarakat miskin menerima bantuan. (2) Pencairan dana bantuan rehabilitasi sosial Rutilahu diberikan di awal tahun sehingga mempermudah pelaksanaan program. (3) Perlu membuat regulasi terkait rehabilitasi sosial Rutilahu dan sarana prasarana lingkungan sekitar di daerah dengan mengkolaborasikan dinas terkait, dunia usaha melalui program CSR, masyarakat, swasta, sehingga keberlanjutan program dirasakan manfaatnya bagi seluruh masyarakat.

Abstract

This research is done to know the working performance of social guide working performance in supporting family hope program (PKH). This research is descriptive, the location is choosen purposively based on the consideration that the location is the initial place of PKH. The main data resources are informants (15), who act as social guide of PKH participants and implementor units in district level. The working performance of social guides in supporting PKH analysed by the ability to carry the job and the responsibility in social guiding, and as an implementator units of the preparation and carrying the program. Data are gathered through interview, observation, and documentary analysis. Data are analyzed through qualitative-descriptive technique, grouping working performance in very well, well, enough, and low. The research finds that 86,68 percent of the social guide performance are well, and 86,68 percent are enough in the implementation of their sidejob. It is recommended that the Ministry of Social Affairs (through Directorate of Social Protection and Assurance), thoughthe program is effective in Bitung Municipality, still 40 percent are haven’t been choosen as PKH participants. It needs also additional personel to entry data, computers procurement, internet connection enhancement, reffering to its high and many services that have to be done. Social guidance and service providers need technical training, and enhancing their welfare through social insurance and assurance program.

Abstract

The main cause of drugs and HIV-Aids double epidemic in Indonesia is the change of using pattern from smoking to injection and the widespread of injection (IDU-Penasun) use among abusers, which in general having human capital weakness, or logical weakness, so they depend on drugs without awareness of its infectious contamination which threatenthem. They are not aware that “gold bridge” of contamination and spread HIV-AIDS virus is not-sterilized injection needle use by turns. One of efforts to prevent HIV-AIDS virus contagion among injecting abusers is harm reduction (HR), in Indonesian terminology called the reduction of drugs bad effect. The main goal of this program is cutting contagiouslink of HIV-AIDS virus, from the main to special goal in Penasun community (injection use). In its implementation, HR program faces several handicaps, one of them is there has been yet a legitimating law conducting the program; sociology and religious handicaps related to Indonesia norm; budget and geographical handicaps because of the wide area and itsoutreach that need huge budget to implement the program; to anticipate those handicaps, the implementation of harm reduction needs good consideration to protect and safe people from double epidemic drugs and HIV-AIDS with still holding socio-culture, and Indonesian identity.

Abstract

This study aims to identify and describe objectively the causal factors, the impact of the occurrence of sexual violence against children in the domestic sphere and the effort in handling of victims. The research location which was in Surabaya City, East Java Province, was determined based on data from the National Committee of Women and Children, in which Surabaya had higher level of violence against children than that of in DKI Jakarta. Primary data sources (informants) were victims, victims’ families, community leaders in the neighborhood of victims, Child Welfare Institution (P2TP2A/PPT East Java, Genta, Savy Amira, Surabaya Hotline, and LPA), relevant government officials (City/Provinces, Women’s and Children’s Protection Unit UPPA Polresta Surabaya, the Body of Society Empowerment and Family Planning of the City/Province concerned). Techniques of collecting data from informants are interviews, observation, and documents study. The data was analyzed by using qualitative approach with descriptive interpretation technique. The results of this study concluded that the disclosure of cases on sexual violence in the domestic domain was categorized within the case of domestic home violence, and was not documented in full detail report so that it had not clearly recorded the identity of the perpetrator, the victims, the form of sexual violence, the relationship between the perpetrator and the victims yet. The impartiality of the community or the society, of law enforcers and stakeholders on victims that was considered to be the triggers of sexual violence so that perpetrators could not be charged guilty under the law. There has not been an integrated database yet so that each institution of handling domestic sexual violence has its own data version. It caused the data that was presented was ambiguous or not valid quantitatively. Efforts in handlingdomestic sexual violence either as a prevention or as repressive ones (recovery of victims’ mental, psychological and social condition) need to be improved in its coordination with related parties, especially with the government which functions as a regulator, its coordination and guidance as well as support to institutions handling sexual violence. The need for budget support from District Expenses Budget Allocation (APBD), from Country Expenses Budget Allocation (APBN), and that of from business sectors, from community and family involvement as partners in handling sexual violence.
