Abstract

The purpose of this research is to find out whether PT. (Persero) Indonesia's Port of Belawan Main Branch I have been doing local community empowerment activities (its environment) and what are the factors that hampered and supporters in the activities of the community empowerment. This research was qualitative research with a descriptive method, i.e. the research procedure that generates descriptive data in the form of the written word or spoken and the behavior of people who observed, i.e. the existing community around the the environment of PT Persero Indonesia's Port I main branch of Belawan, through interviews, observation and documentation. Community empowerment in the environs of PT. (Persero) Indonesia's Port I main branch of Belawan in partnerships program with small businesses and Community Development Program is still limited to venture capital lending, assistance towards victims of natural disasters, aid (contribution) of education, and public development assistance. This is more emphasize the economic and development dimensions rather than the social and science and technology dimensions. Obstacles faced was the lack of funds for the implementation of the community development program and partnership as well as a lack of field employee that is in charge of providing training and education for the built community. The surrounding community is not directly involved in policy making to support community empowerment activities. Likewise in solving problems by allowing problems to occur, without providing assistance for their resolution. Like when partner experience obstacles in repaying loan capital, they just bill to the place of the business partners. If it doesn't already exist, it will be billed the following month, without any assistance how to solve the problem.

Abstract

The theory used in the motivation variable is Herzberg's Motivation Theory in which motivation is divided into two, namely intrinsic and extrinsic motivation, then Maslow's Hierarchy of Needs Theory. One of the data collection techniques used in this research is through questionnaires and literature review of the object under study. From the results of hypothesis testing with a simple correlation (bivariate) that has been done, it shows that: There is a strong and real positive relationship between Employee Work Motivation (X) and Work Productivity (Y). This shows that the higher the level of work motivation, the better the performance will be. The partial correlation hypothesis testing shows that: There is a positive and real relationship between Work Motivation (X) and Work Productivity (Y), which indicates that the higher the level of Work Motivation, the better the productivity. The correlation value between X and Y is 0.714, indicating that there is a close relationship between Work Motivation and Work Productivity. Hypothesis testing to see the relationship between the level of motivation and productivity is tested simultaneously. The test results show that there is a close and real relationship between the level of work motivation and work productivity, which is equal to 0.714

Abstract

BUMDes Buluhnaman mengalami masalah dalam pengelolaan akibat rendahnya penguatan kelembagaan, pengetahuan tata kelola, literasi teknologi informasi dalam administrasi dan pemasaran, serta ketidakmampuan stakeholder menciptakan sistem organisasi yang efektif. Tujuan pengabdian ini adalah meningkatkan tata kelola, manajemen, kapasitas stakeholder, dan kinerja kelembagaan BUMDes Buluhnaman. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Pada teknik pengumpulan data, peneliti menggunakan multi sumber bukti (triangulasi) yang artinya peneliti menggunakan teknik pengumpulan data yang berbeda-beda untuk mendapatkan data dari sumber yang sama menggunakan observasi, wawancara, dan dokumentasi. Selanjutnya digunakan metode Participatory Rural Appraisal (PAR) untuk mengedepankan partisipasi terhadap para pengelola BUMDes yang terdiri dari Perangkat Desa, Badan Permusyawaratan Desa, Pengurus BUMDes, dan perwakilan Masyarakat yang menjadi sasaran kegiatan tata kelola dan manajemen, serta pengembangan kapasitas dalam bentuk pelatihan dan pendampingan. Hasil penelitian menunjukkan menunjukkan peningkatan kapasitas individu, organisasi, dan sistem pengelolaan BUMDes Buluhnaman. Stakeholder kini memahami tugas dan fungsi pengelolaan, memiliki keterampilan dalam merencanakan unit usaha, dan mampu membuat dokumen pembentukan BUMDes berbadan hukum. Secara organisasi, BUMDes telah menata administrasi kelembagaan dan melakukan pengambilan keputusan melalui musyawarah desa. Disarankan agar pengelola BUMDes menggunakan dana desa dan bantuan keuangan provinsi untuk pengembangan unit usaha setelah melakukan studi kelayakan bisnis serta menjalin kerjasama antar BUMDes.

Abstract

Pemerintah Kota Medan memperkenalkan kebijakan baru mengenai manajemen kepegawaian melalui Sistem Informasi Manajemen Kepegawaian (SIMPEG) BERKAH, yang diatur dalam Peraturan Wali Kota Medan Nomor 3 Tahun 2022. Kebijakan ini bertujuan untuk menyederhanakan administrasi kepegawaian dan meningkatkan kinerja pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Medan. Penelitian ini mengevaluasi implementasi SIMPEG BERKAH serta dampaknya terhadap kinerja pegawai di BKPSDM. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik wawancara, dokumentasi, dan observasi. Teori implementasi kebijakan George Edward III (1984) digunakan, mencakup aspek komunikasi, sumber daya, sikap pelaksana, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa komunikasi di BKPSDM sudah baik, dengan informasi kebijakan yang jelas. Sumber daya yang mendukung SIMPEG BERKAH, baik SDM maupun fasilitas, cukup memadai. Sikap pelaksana positif, dengan pegawai yang memahami dan menjalankan kebijakan. Struktur birokrasi mendukung, meskipun SOP untuk SIMPEG BERKAH belum sepenuhnya lengkap. Secara keseluruhan, SIMPEG BERKAH mempermudah administrasi pegawai dan berpotensi meningkatkan kinerja The Medan City Government has introduced a new policy on Human Resource Management through the Employee Management Information System (SIMPEG) BERKAH, as outlined in Medan Mayor Regulation No. 3 of 2022. This policy aims to simplify administrative processes and enhance the performance of employees at the Medan City Personnel and Human Resource Development Agency (BKPSDM). This study evaluates the implementation of SIMPEG BERKAH and its impact on employee performance at BKPSDM. The research uses a descriptive qualitative method with data collection techniques including interviews, documentation, and observation. The study employs George Edward III's (1984) policy implementation theory, which covers aspects such as communication, resources, implementer attitudes, and bureaucratic structure. The findings indicate that communication within BKPSDM is effective, with clear policy information available. Resources supporting SIMPEG BERKAH, including both human resources and facilities, are adequate. Implementers exhibit a positive attitude, understanding and applying the policy effectively. The bureaucratic structure supports the policy, though the Standard Operating Procedures (SOP) for SIMPEG BERKAH are not yet fully completed. Overall, SIMPEG BERKAH simplifies employee administration and has the potential to improve performance.
